The Mayor called the meeting to order. The invocation
was given by Dr. Joseph earwise. The Pledge of Allegiance
was led by the Mayor.
ITEM 03 - Introductions and Awards.

Lee Regulaki of the Clearwater East Kiwanis Club intro-
duced three students who are going to Quito, Ecuador in the
Youth Exchange Prog~8m.
The Mayor presented a Citation of Appreciation to Wil-
liam Turner for his work on the Community Relations Board.
ITEM 04 - Minutes of Preceding Meeting, May 20, 1976.
Commissioner Frank moved that the minutes of the regular
meeting of Hay 20, 1976, be approved as recorded and 8S sub-
mitted in written summation by the Clerk to each Commissioner.
Motion was seconded by Commissioner DeBlaker and carried
unanimously.
ITEM 85 - Citizens to he Heard re Items Not Appearing
on the Agenda.
George Tice, a board member of the Chamber of Commerce.
suggested tbe City take action to dredge Dunedin Pass and
Clearwater Pass and suggested a fee for Seminole Ramp to
help pay the costs. '
George Martin, representing 143 families in a ten-block
area of Northeast Clearwater, presented a petition request-
ing the City obtain the property located at the Southeast
corner of Sunset Point and Coachman Roods for iecreational
use. The City tried to purchase the property recently but
it is not for sale by the owner.

176-58 passed on May 20, 1976, be confirmed and mad. affective

those who have paid the City for the clearing, and that the
proper City officiale and employees be directed to proceed
in accordance with law to soe that the lots are cleared.

Commissioner Carwise moved that the request for change
of zoning from CG (general business) to P (public) by the
City of Clearwater on the following described ,property:

Upon the recommendation of the'City Manager, Commissioner

ITEM 19-A - Roquest for RPD (Rosidentia1 Planned Devel-
opment) Extonsion of 24 Monthson Proporty Located on the NW
Corner of Sharkey and Old Coachman Roads. (SE 1/4, Section
7-29-16) - W. Devlin.
The Co~prehen8ive Land Use Plan indicated medium den-
sity multi-family zoning for thts location. Forrest Watson,
Jr., Architect. representing the owner. stated the owners
originally planned 42 luxury condominiums on this site but
due to the present economic situation have decided to have
the plana redrawn with the same number of units but with less
square footage. They would then have more garden area and
parking spaces and there is a definite, need in the area for
low cost housing. The revision will take several months but
the density will remain the same. '

CommioBioner'Frank moved to approve the extension of
time on the RPD zoning for property located on the Northwest
corner of Sharkey 'and Old Coachman Roads, subject to the
following: 1) That financing be arranged within 12 months
from this date and submitted to' the Commission for record of
compliance_ 2) That 60% of the project be completed within
24 months of this date. 3) That any revised plan be review-
ed by the Planning and Zoning Board prior to consideration by
the Commission at a public hearing. Commissioner Carwise
seconded the motion. Motio~ carried unanimously.
ITEM 010 - Preliminary Subdivision Plan for Replat of
a Portion of Lot 4, Block D of Oak Acres Addition. - G.
lladdox and M. Hancock.
The City recently annexed and zoned to RS-75 (single
fam11y)~ Lot 4, Block D of Oak Acres Addition, which prop-
ertyu located between Brentwood Drive and Lakeview Road.
In order that bui~ding permits may be obtained, the property
must be subdivided. City departments involved bave been
consulted and recommend approval. The Planning and Zoning
Board concurs in the recommendation.
Commissioner DeBlaker moved to approve the Preliminary
Subdivioion Plan to be known as a replat of a portion of Lot
4. Block D of Oak Acres Addition. subject to a utility and
drainage easement, acrosa the northern 78 feet of proposed
Lot 3 of the eubdivision. Commisoioner Carwise seconded the
motion which carried,unanimously.
ITEM 011 - Agreement Renewal - Babe Ruth League, Inc.
The Clearwater Babe Ruth League, Inc., operates a con-
cession stand at Carpenter Field. They ~aintaln the conces-
sion stand lor their League games but will not eell alco-
~o11c beverages. The Agreement is cancellable upon 60 days
notice and requires insurance be carried.
Commissione~ Carwise moved to approve, renewal of an
Agreement for two (2) years with the Clearwater Babe Ruth
'd, League. Inc., for the u8e,of a concession stand at Carpenter

Tom Brown, Jr.. Downtown Herchants.:A8aociation Parking
Committee. reviewed the rocent organization of the Downtown
Merchants Association and their efforts to improve the ar~a.
Cleveland Street, as a State Highway, presents many problems
for the merchants. They propose the following members be
appointed to a committee to work with the City Commission.

Commiasioner Carwise moved that the above 11 citizens
be appointed to a committee to work on redesignating the
route of State Road 60 through Downtown Clearwater to work '
with the City Commission, the City Staff, and the State Trans-
portation Department, but to request a formal resolution be-
fore appearing before Stttte Agencieu. The Commission
will consider termination of the committee at the first meet-
ing in March, 1977, and the City Manager has the authority to
appoint additional members to the committee. Motion was sec-
onded by ,Commissioner Frank. Upon the vote being taken,
motion carr~ed unanimously.
ITEM 013 - Downtown Development Board's Request for
Meeting with City Commissi6n Regarding RTKL Contract.
Rose .Phiefer, Chairman. of the Downtown Development
Board, stntcdthey were requesting a work session meeting
with the Commission to discuss Section VII, Paragraph a,
relating to civic center location. ,
Commissioner DeDlaker moved that the City Manager set
a work session with the Downtown Development Boara at a mu-
tually convenient time regarding the RTKL contract but with
no formal action to be taken. Commissioner Prank seconded
the motion which carried unanimously.

Construction, Inc. Clearwater: $23,641.00.
The City Manager reported the low bidder submitted an
irregular bid when he failed to show unit prices for each
item. However, he provided the information later.
Commission discussed the revised site plan and future
plans and !ocatlon of the swimming pool, the mUlti-purpose
court, and the recreation center building facility. On an
interim basis, a playground will be located between the
parking area and the tennis courts.
Anne Garris, representing the residents of Clearwater
Beach, thanked the Commission for the tennis courts and ask-
ed if the playground would be sodded. The City Manager
reported the area would be cleaned up but not sodded, al-
though ~ome landscaping would also be done.
Commissioner Hartin moved to approve the join.t recom-
mendation of the City Manager and the Acting City Engineer
to waive the irregularity and award the contract for three
Mandalay Marina Tennis Courts and Drainage to Big IlK" Cons-
truction, Inc., Clearwater for. the sum of $23,641.00 which
is th. lowest and best responsibl~ bid and that the appro-
priate officials be authorized to execute said contract
which shall be in accordance with the plans, specifications
and bid. Commissioner De Blaker seconded the motion which
carried unaimously.
h. Purchase of three (J)two-phase traffic con-
trollers - Lowest of 3 bids - Eagle Signal
Corporation, Davenport. Iowa: $6,285.00.

Commissioner DeBlaker moved' upon the joint recommen-
dation of Traffic Engineer and the City Manager that con-
tract for the purchase of three (3) two-phase traffic con-
trollers be awarded to Eagle Signal Corporation, Davenport,
Iowa, in the amount of $6,285.00, which is the lowest and
best responSible bid meeting City specifications, and that
the appropriate officials of the City be authorized to ex-
ecubc said contract which shall be in accordance with the
planB~ specifications and bid. Commissioner Martin seconded
the motion which carried unanimously.

meeting all requirements ostablishod by the U.S. Environ-
mental Protection Agency and the Florida nepartment of En-
vironmental Regulation.
Tho firm selected will be responsible for harvesting,
disposing and marketing of crops. Crops would not be uBed
for human consumption.
Request for bids, with bid specifications, were mailed
to eight firms and advertised on May 6 and 7, 1976, but the
bid from Engineered Recycling Systems, Inc., 2602 East Quail
Hollow Road, Clearwater, was the only bid received.
The Staff recommendation is to accept the bid and ap-
prove the contract with this firm on professional and scien-
tific monitoring and ~valuation of the Cltyts Northeast Sew-
age Interim Treatment Plant Spray Irrigation Fields, with
the contract to run for four (4) years unless the spray ac-
tivity is discontinued sooner, and the firm to pay the City
$10.00 per month plus 2% of gross revenues derived pursuant
to the contract.
Michael Gaylor, a corporate principal of the firm,
stated they a~e a recently organized corporation and, as this
is a relatively new field~ they are probably the only manage-
ment team in existence. 'They are in the process of negoti-
ating,uith five cities for this type of work.
Commissioner Frank moved 'to approve the recommendation
of the City Manager that the contract for professional and
scientific monitoring and evaluation of the City's spray ir-
rigation fields be awarded to Engineered Recycling Systems,
Inc., for the sum 'of $10.00 permonth plus 2% of gross rev-
enues derived pursuant to the contract, which is a sole source
bid and that the appropriate ~fficiala of the City be author-
ized to execute said contract which shall be in accordance
with the plans, specifications and bid. Commissioner Carwise
seconded the motion~ Upon the vote being taken, Commissioners
Carwisc and Frank and the Mayor voted HAye"; Commissioners
DeBlaker and Martin vuted "Uay." Hotlon carried.
Commissioner De Blaker asked that the record show she
voted no because she did not receive ~he contract in advance
and did not have an opportunity to study it.

The City Attorney stated that Ordinance 11616, second
reading, Would be read by title only unless a commissioner
requested otherwise, and 'then read Ordinanee 01616 by title
only. Comtdosio'ner earwise moved that Ordinance 11616 be
passed on its second and final reading :8nd adopted and the
appropriate,officialo of the City.be authorized to execute
it. Commissioner'Frank seconded the motion which carried
unanimously.
ITEM H20 - Second Reading - Ordinance 01617 - Amending
Chapter,25, Vehicles for Hire, to Enact Nev Article Relating
to Public Conveyances.
The City Attorney reported amendments had been made to
Ordinance 01617 as requested in Section 25-62,' 25-63, 25-70
Bnd 25-72. Commissioner Carwise moved .to approve tbe amend-
ments to Ordinance 01617. Commissioner DeBlaker seconded
the motion whicb carried unanimously.
The City Attorney stated he would read by title only,
amended Ordinance 01617, unless there was 0 request to read
in its entirety. The City Attorney read amended Ordinance
01617 on second reading by title only. Commissioner Prank
moved that Ordinance g1617, as amended, be passed on its I
second and final reading and adopted and that the appropriate
officials of the City be authorized to execute'it. Commis-
sioner Carwise seconded the motion which carried unanimously.
