A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA, AMENDING THE PERSONNEL CHARGES FOR
THE RENTAL OF PUBLIC BUILDINGS AND THE BANDSHELL, AND
THE FEES AND CHARGES FOR THE RENTAL OF THE CLEARWATER
COMMUNITY SAILING CENTER BUILDING, INCLUDING A CLEANING
DEPOSIT~ AMENDING RESOLUTION NO. 90.49; PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Commission adopted Resolution No. 90-49 on Oecember 20,
1990, establishing fees to be charged for the rental of certain municipal
buildings, bandshell, athletic fields and swimming pools; and
WHEREAS, the City Commission finds that it is proper and advisable to
revise the fees for the use of the Clearwater Community Sailing Center Building
as set forth herein in order to recover the direct costs for the building,
personnel, utilities and supplies; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. Resolution 90-49 is amended to read:
Section 1. There is hereby established the following categories of user
groups upon which rental fees will be based for Parks and Recreation rental
facilities, including public buildings (Martin Luther King Center, City Hall
Annex, ~~morial Civic Center, Sailing Center), the bandshell, swimming pools and
athletic fields:
(a) City T'elated group: No charge
(b) Co-sponsored group: $1.00
(c) Outside group:
1. Public/civic/church - Hourly charges (Clearwater based only; non-
Clearwater based groups treated as private).
2. Private - Basic rental charge, hourly charges, and equipment charges.
3. Commercial - Basic rental charges, hourly charges, equipment charges,
and ten percent (10%) of gross.
Section 2. There is hereby established the following fees and charges

relating to the rental of public buildings, the bandshell, athletic fields and
swimming pools.
(a) Public buildings (Martin Luther King Center, Memorial Civic Center,
City Hall Annex, Sailing Center) and the bandshell:
1. Basic rental fees
~ Sailina Center. $150.00 Der use x number of days
~ Other public buildings - $70.00 per use x number of days
2. Hourly charges
a. Utilities - $10.00 per hour x number of hours
b. Personnel. $10.00 per hour per employee x number of
employee hours for straight time
. $15.00 per hour per employee x number of
employee hours for overtime
-city rate for off-duty police officer
{if necessary)
3. Equipment charges - $5.00 charge for each piece of equipment used per
day (includinq, but not limited to, piano, public address system, and spotliqhts)
(b) Athletic fields
1. Hourly charges
a. Utilities - $9.00 per hour x number of hours
b. Personnel - $11.50 per hour per employee x number
of employee hours for straight time.
- $17.25 per hour per employee x number
of employee hours for overtime
c. Reservation fee - $6.00 per hour (2-hour minimum)

Section 3. A cleaning deposit in the amount of $50.00 shall be paid in
advance for the rental of the Sailinq Center to assure that the premises and
equipment are returned in a clean and undamaaed condition. as determined bv the
city.
Section !~. The fees and charQes established herein shall he paid to the
City of Clearwater and shall be credited ~ubmittcd to the Parks and Recreation
Department. except that fees for the Sailinq Center shall be credited to the
Marine Deoartment.
Section i 4. When. applicable, a deposit of $30.00 shall be required to
reserve any building (other than the Sailinq Center), bandshell or pool, m:
$50.00 to reserve the Sailing Center, and $12.00 to reserve an athletic field.
Said deposits shall be submitted with the application and will be refunded only
if the application is not approved.
Section Q%. Those organizations or agencies which have current separate
facility agreements with the City of Clearwater shall be exempt from this
resolution.
Section e. Resolution No. 88 39, adopted by the City Commission on A~gHst
18, 1988, is hereby rescinded.
Section 2. This resolution shall take effect on January I, 1992.
