91-44 . .. ,. ,w.;, RESOLUTION NO. 91.44 A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA, AUTHORIZING THE ESTABLISHMENT OF A CITYWIDE WELLNESS PROGRAM; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission is deeply concerned for the health and welfare of its employees; and WHEREAS, employees who are healthy and fit enjoy a more productive and carefree life; and WHEREAS, employees who participate regularly in physical fitness and related activities and who practice healthy lifestyles are generally more productive workers, have lower rates of absenteeism, have lower health costs, and suffer less job.related stress, and WHEREAS, providing wellness.fitness programs may contribute to improved employee morale and lower insurance premium costs; and WHEREAS, many of the resources necessary to provide a Citywide wellness- fitness program are presently available from within City sources; now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA: Section 1. An effective wellness program consisting of voluntary physical fitness, health and wellness education, and employee assistance activities shall established for the benefit of all City of Clearwater employees. Section 2. A City of Clearwater Wellness Coordinator shall be designated - . il'- from within current staff to organize, manage and assess the City of Clearwater Wellness Program and activities. Section 3. A City of Clearwater ~~el1ness Team representing all major city activities shall be farmed with the responsibility of working with and through the Wellness Coordinator to ensure a comprehensive, flexible, effective Citywide f be .. I.t wellness program. tJ/-ljY ; 4 ~ ~ Section 4. A policy to allow flex time for fitness activities during the workweek shall be developed consistent with present flex time policies and practices. Section S. An annual one-day Wellness.Fitness Health Fair shall be held to interest employees in the City's Wellness Program, conduct health screening and publicize the benefits of wellness-fitness. Section 6. A report on the participation of employees in and measurable results of the Wellness Program shall be submitted to the City Commission at least annually, starting October, 1992. This report will contain such potential indicators as changes in sick leave use, medical benefits claims rate, absenteeism rate, rate of participation in physical fitness and related wel1ness act ivit ies, and such ot:ler indicators of emp loyee mora le and fitness that may be appropriate. Section 7. Costs of the Wellness Program shall be identified specifically and provided for through the budget process program when appropriate. Section 3.
