A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF CLEARWATER OPPOSING PCB 6a WHICH
WOULD REQUIRE ALL MUNICIPAL OFFICERS AND
CERTAIN EMPLOYEES TO FILE COMPLETE
FINANCIAL .DISCLOSURE.
WHEREAS, the House Committee on Ethics and Elections has
reported favorably PCB 6a requiring all municipal officers and certain
employees to file full disclosure; and
WHEREAS, the City Commission believes that the passage of this
bill will only increase the difficulty most municipalities already encounter
in encouraging people to serve in municipal government; and
WHEREAS, the benefits to be derived from such filing are small as
compared to the restriction such filing will create in securing the services
of people who receive little remuneration at the local level for such govern-
mental service; and
WHEREAS, the City Commission would like to support legislation
adopting a supplemental filing similar to that currently filed by City of
Clearwater officers and employees, a copy of such local legislation is
attached;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission of the City of Clearwater hereby
wishes to express its opposition to PCB 6a requiring full financial disclosure
by municipal officers and certain municipal employees.
2. That the City Commission would request that the Pinellas County
Legislative Delegation give consideration to legislation supporting an
additional disclosure requirement similar to that presently used by the City
of Clearwater, a copy of such local legislation is attached hereto.

3. That copies of this Resolution be forwarded to each member of
the Pinellas County Legislative Delegation, the Mayor of each municipality
in Pinellas County, and the Florida League of Cities.
4., That this Resolution shall become effective immediately upon
its adoption.

(a) In addition to the disclosure requirements under Flor-
ida Statutes, Section 112.3145, the mayor-commissioner, the
city commissioners, the city manager, all assistant city mum.
gers, all administrative assistants to the city manager, the
city attorney, all assistant city attorneys, all department and
division heads, the right-of-way agent, and employees engaged
in doing municipal purchasing shall prepare and file with the
city clerk of the City of Clearwater, in affidavit form, a dis-
closure statement containing a listing of, without reference to
amount, each individual source of income, Including trusts, of
the parties named herein, each person's spouse and minor
children, If any; any interest held by any of the individuals
named herein in any business whether it be a partnership,
corporation, proprietorship or holding company; all. real prop-
erty whether owned in whole or In part in the State of Florida
by the individuals named herein or their spouses; and all lia-
bilities, individually or jointly, of the individuals named here-
in and their spouses In excesb of one thousand dollars (;1,000.-
00), excluding therefrom a home mortgage, motor vehicle or
boat 'Mortgage and any retail charge accounts.
(b) Every city officer or city employee, required by this
article to file a dis+ciosure statement, shall file such statement
treating the previous calendar year no later than 12:00 noon
of July 16th of each year, including the July 15th following
the last year he is in office. The first statement required by
this article shall be filed within fifteen (16) days of the date
this article becomes effective. Succeeding statements shall be
filed on the date set out herein. Every city officer or city ern-
ployee, mentioned in subsection (a) of this section, who is ap-
pointed shall file the required disclosure statement within
arty (80) days after the date of appointment.
'(c) In addition to any other penalty provided herein, in the
event any Individual designated by this section fails. to corn-
ply, with this said section 2-48, such failure shall be deemed
