A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF CLEARWATER, FLORIDA, REQUESTING THE
PINELLAS COUNTY CONSTRUCTION LICENSING HOARD
TO DEVELOP BUILDING CONSTRUCTION STANDARDS IN
COASTAL CONSTRUCTION ZONES IN PINELLAS COUNTY,
WHEREAS, the Florida Legislature in 1971 enacted the Coastal
Construction Set-Back Line Law to preserve the State's beaches from improper
shoreline development; and
WHEREAS, the beaches in Pinellas County are a singularly important
natural resource and thus a primary component of its economic base; and
WHEREAS, the manner in which the lands adjoining the beaches are
developed and used are of extreme importance to the citizens, proper owners
and governing bodies of Pinellas County; and
WHEREAS, improper development and construction along the beaches
could constitute a threat to the preservation of the beaches and could constitute
a threat to the safety of the public in these areas; and
WHEREAS, a set-back line has not yet been established for Pinellas '
County; and
WHEREAS, it is in the best interests of the citizens and property
owners of Pinellas County to exercise control over development and construction
along our beaches; and
WHEREAS, the State Department of Natural Resources has encouraged
local coastal communities to establish and enforce coastal construction
standards; and
WHEREAS, the Pinellas County Construction Licensing Board is the
controlling agency for application of standard building codes in Pinellas
County; and
WHEREAS, it is, iri}the interest of thelmunicipalities to rnaiirtain'an

NOW, THEREFORE, BE IT RESOLVED BY T14E CITY
COMMISSION OF TIRE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWSs
1. That the City Commission of the City of Clearwater hereby requests
the Pinellas County Construction Licensing Board to develop building
construction standards in coastal construction zones in Pinellas County.
2. That each coastal community in Pinellas County establish coastal
construction zones based on engineering survey data. Such zones would delineate
areas subject to degrees of probability of intensity of damage that could result
from a hurricane that could predictably occur on a 100-year average.
3. That each coastal community would be responsible for reviewing
construction plans for an applicable zone and assuring that the proposed
construction would meet the standards developed by the Pinellas County
Construction Licensing Board.
4. That the aforesaid coastal construction zone standards be developed
as soon as practicable in cooperation with building officials of coastal
communities in Pinellas County.
S. That a copy of this Resolution be forwarded to Pinellas County,
Florida; Tarpon Springs, Florida; Dunedin, Florida; Belleair Beach, Florida;
Belleair Shores, Florida; Indian Rocks Beach, Florida; Indian Shores, Florida;
Redington Shores, Florida; North Redington Beach, Florida; Redington Beach,
Florida; Madeira Beach, Florida; Treasure Island, Florida; St. Petersburg
Beach, Florida; South Pasadena, Florida, Gulfport, Florida; and St.
Petersburg, Florida.
PASSED AND ADOPTED this 17th day of November, A. D. 1977.
