77-90 RESOLUTION No, 77 - 90 A RESOLUTION EXPRESSING THE CITY OF CLEAR- WATER'S OBJECTION TO ADOPTION BY THE TAMPA BAY REGIONAL PLANNING COUNCIL.OF AN AREA- WIDE WATER QUALITY MANAGEMENT PLAN, UNLESS SUCH A PLAN INCLUDES A DETAILED FINANCIAL PLAN RELATIVE TO WASTEWATER TREATMENT FACILITIES. WHEREAS, the Tampa Bay Regional Planning Council has employed a consultant firm, Arthur Young & Company, to develop a "Water Quality Management Plan" in the Tampa Bay Region pursuant to a planning grant received by TBRPC under U. S. Public Law 92.500 (Federal Water Pollution Control Act, amendments, 1972, Clean Water Act); and WHEREAS, the Tampa Bay Regional Planning Council published a detailed work plan on March 19, 1976, relative to development of a Water Quality Management Plan and said work plan stated (Page I-3) that as required in the final U. S. Environmental Protection Agency Regulations, the designated Planning Agency shall develop a detailed plan which contains among other things, establishment of an area-wide management plan, including financing for implementation; and WHEREAS, it is the intent of Congress that local governments finance implementation of the plan; and WHEREAS, the consultant, Arthur Young & Company, has published a report entitled, "Water Quality Manager in Tampa Bay Region - An Analysis of Management Alternatives", dated January, 1977; and WHEREAS, a Tampa Bay Regional Planning Council Work Shop held September 7, 1977, to review the report with local municipalities revealed that the consultant will probably recommend in the Water Quality Management Plan that a form of Sanitary Sewer District be created which would have complete management control of City and County wastewater treatment facilities;, and sew 9/15177 OUR 0 400 oL ?tj F? x,. ,r Mayor- Commis sio Att g?. f/ do, C' Clerk 4 of t WHEREAS, the Arthur Young & Company report of September 7, 1977, does not contain a detailed financial plan for reimbursement to the Cities and County for their capital investments in their facilities, nor does the report include a plan for assumption of the Cities' and County's long-term debt obligations for such facilities; and WHEREAS, the Arthur Young k Company representative at the Work Shop stated that they do not intend to make a financial study for inclusion in the plan; and WHEREAS, the City Commission of the City of Clearwater wishes to express its opposition to such plan as presently formulated; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLLOWS: 1. That the City Commission of the City of Clearwater is opposed to adoption of an area-wide Water Quality Management Plan which would create an agency such as a Sanitary Sewer District which would have management control of its wastewater treatment facilities, unless such a plan includes an acceptable, detailed financial plan for reimbursement of the City of Clearwater's capital investments and release of the City's long-term debt obligations for such facilities, 2. That a copy of this Resolution be provided to each member of the Tampa Bay Regional Planning Council.
