A RESOLUTION AUTHORIZING THE ORGANIZATION AND
PLANNING OF A CIVIL DEFENSE ORGANIZATION WITHIN
THE CITY OF CLEARWATER UNDER THE CONTROL OF
THE CITY MANAGER.
WHEREAS, potential enemies of the United States have the capacity to
deliver a devastating attack upon the United States by nuclear, biological,
chemical or conventional warfare; and
WHEREAS, such capacity has reached the point where a successful
}s civil defense effort demands preparation by the county and local governments
of the county including all agencies and services hereof, as well as preparations
by private organizations and by families and individuals; and
WHEREAS, the adoption of Civil Defense Executive Order 76-6, state
of Florida, dated 25 May 1976, is hereby confirmed and made a matter of
record, the provisions of reference document to be implemented, coordinated
and executed within Clearwater; and

WHEREAS, the experiences of the past several years and because of
the greater striking force of the enemy, certain firm assignments of civil
defense responsibilities must be made;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
That acting under the provisions of the State Disaster Act of 1974,
Laws of Florida 74-Z85, and all other authority conferred upon the City
Commission by law, does hereby issue this resolution as necessary preparatory
step in advance of actual disaster or catastrophe and as part of the comprehensive
plan and program for the civil defense of Clearwater, as follows:
1. Each department, agency, authority, board, commission,
and institution or other unit of the government of Clearwater
shall make appropriate plans for the protection of its personnel,
equipment and supplies (including records and documents)
against the effects of enemy attack for cayying on such of its
normal services as may continue to be needed on an emergency
basis in the event of threatened, or actual enemy attack;
and for the discharge of such civil defense responsibilities as
may be assigned by this resolution or by subsequent resolutions
by the City Commission for providing such assistance to the
Clearwater Civil Defense Agency, in accordance vrith the Plan
for the State of Florida, the Plan for civil defense of Clearwater
and for performing such civil defense functions as the City Civil
Defense Coordinator may require. All such planning will be
coordinated by the City Civil Defense Coordinator.
2. The responsibility for such planning shall rest with the head
of each agency, provided that such head may designate a
competent person in the service of the agency to be and act
as Civil Defense Coordinator of the agency; it shall be the
function of the said Civil Defense Coordinator to supervise
and coordinate such planning by the agency, subject to the
direction and control of the head of the agency.,

3. In addition to the responsibilities imposed by Paragraphs
1 and 2 hereof, the agencies named below, and such other
agencies at may hereafter be designated, shall have the following
civil defense responsibilities and assignment of such competent
personnel of the agency as may be •xequired to serve at the Civil
Defense Emergency Control Center, or elsewhere under the
direction of agency represented. Such responuiblity shall also
include the assignment of available resources of the service
and for performance of the functions of such service in the
event of disaster.
(a) Civil Defense Agency
(1) Coordinate the activities of all organizations for
civil defense within Clearwater.
(2) Maintain liaison and cooperate with civil defense agencies
and organizations of local governments, state agencies,
other counties, and of the Federal Government.
(3) Chemical, Biological and Radiological. Defenoe Programs.
(4) Communications.
(5) Administration of City Civil Defense Affairs.
(b)Any and all such departments under supervision and direction
of the government of Clearwater.
4. All agencies not specifically provided for herein, shall, as
directed, make available the resources of such agencies to
the City Civil Defense Coordinator and the defense of Clearwater,
the State of Florida and the United States of America.
5. Detailed instructions for the implementation of this resolution
will be provided for all concerned in the City Operational Survival
Plan, its annexes and appendices thereto, or administrative orders
to be hereinafter promulgated.
6. All assignment of responsibilities to City officers or agencies
in connection with the Civil Defense Program of the City of
Clearwater heretofore made by administrative order or an
operational order are hereby superseded except insofar as
not inconsistent herewith.
