A RESOLUTION OF THE CITY OF CLEARWATER,
FLORIDA, AUTHORIZING THE ACCEPTANCE OF
A GRANT TO AID IN FINANCING THE COST OF
CONSTRUCTING SEWAGE TREATMENT WORKS
TENDERED BY THE UNITED STATES OF AMERICA
THROUGH ITS ENVIRONMENTAL PROTECTION
AGENCY, AND TO AUTHORIZE THE CITY MANAGER
TO EXECUTE THE GRANT OFFER ON BEHALF OF
THE CITY OF CLEARWATER.
WHEREAS, the City Commission of the City of Clearwater,
Pinellas County, Florida, herein called the "Applicant", after thorough
consideration of the various aspects of the problem and study of available
data, has hereby determined that the construction of certain public works,
generally described as the Northeast Wastewater Treatment Facility, is
desirable and in the public interest and to that end it is necessary that
action preliminary to the construction of said works be talcen immediately;
and
WHEREAS, under the terms of Public Law 92-500, Federal Water
Pollution Control Act Amendments of 1972, the United States of America
has authorized the U. S. Environmental Protection Agency to make Federal
grants for sewage treatment works to public bodies to aid in financing the
cost of construction and related costs of such public works; and
WHEREAS, the Applicant has previously made application for
grant funds by Grant Application No. C-120461010 under said Public Law
9z-500 and the U. S. Environmental Protection Agency and the ,Florida
Department of Environmental Regulation has made an offer to the Appli-
cant dated February 19, 1976;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED. AS
FOLLOWS:
1. 'That the Applicant accepts such offer as proffered inasmuch
as the construction of the Northeast Wastewater Treatment Facility is

necessary and that the acceptance of this offer will assist in deferring
the coat of construction of the aforesaid.
2. That the Applicant agrees to comply with the Standard and
Special Conditions of the grant offer and phasing of construction to pro-
vide for a capacity of B million gallons per day secondary treatment,
with effluent disposal methods to be determined with Federal Grant
Assistance an applied for under Grant Application No. C-120622020.
3. That Picot B. Floyd as City Manager be hereby authorized
to execute on behalf of the Applicant the offer in form as submitted by
the United States and in conformity with said Act, and further, that the
said Picot B. Floyd as City Manager is hereby authorized to furnish such
additional information and take such other action as may be necessary to
enable the Applicant to fully meet the requirements of said offer and,
further, that said Picot B. Floyd as City Manager is designated as the
authorized representative of the Applicant.
4. That certified copies of this Resolution be included as part
of the Applicant's acceptance of said offer and that this Resolution shall
be submitted as a part thereof.
5. That this Resolution shall take effect immediately upon its
adoption.
