RESOLUTION
No. 74 - 37
WHEREAS, the Pinellas County Legislative Delegation is now
considering a bill introduced by State Senator Richard Deeb which would require
that, any governmental unit or housing authority in Pinellas County submit to
referendum the proposed construction of public housing, said bill is entitled:
"An Act relating to Pinellas County; providing that no govern-
mental unit or housing authority in Pinellas County shall construct
or contract to construct housing or contract to lease housing to
be constructed except after a referendum; providing an effective
date"; and
WHEREAS, a similar act passed by the Florida Legislature in 1963
did much to adversely affect the public housing program in Pinellas County;
and
WHEREAS, the said bill would put the governmental unit or housing
authority to the cost of holding a referendum election each time the construction
of public housing was contemplated, and would critically affect governmental
authority in the ability to provide housing for the low income and the elderly;
and
WHEREAS, the City Commission of the City of Clearwater finds
that this type of legislation is inimicable to the best interests of the City of
Clearwater;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:

1. That the City Commission of the City of Clearwater is strongly
opposed to the passage of the bill introduced by State Senator Richard Deeb
requiring that contemplated future housing be submitted for the approval of
the electors through a referendum election and urges the members of the
Pinellas County Legislative Delegation to oppose such legislation.
