RESOLUTION
No. 73 - 99
WHEREAS, the Southwest Florida Water Management District and
the Board of County Commisaioners of Pinellas County, Florida, have
declared that a water shortage does exist and have requested all users of the
water resources to reduce consumption of water to the greatest extent possible;
and
WHEREAS, the City Commission of the City of Clearwater in an
effort to cooperate with the other agencies and recognizing the need of
reducing the amount of -iomcatic water used for irrigation purposes, caused
a survey to be made as to the best manner in which to accomplish these
goals; and
WHEREAS, based upon the recommendations of the Utilities Director
and Briley, Wild and Associates, the City Commission desires to establish
the policy to be followed in the City of Clearwater;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
That the following policy concerning the use of domestic water for
irrigation purposes shall be followed and adhered to:
1. The installation of lawn water meters and the use of oversized
meters in the future shall be prohibited, except under special conditions as
hereinafter set forth.
Z. Lawn water meters already in service shall be handled in the
following manner:
a. Abolish the lawn sprinkling water rate. Customers who have
lawn meters will be given adequate notice of sixty (60) days prior
to charging the regular domestic rate for water used for irrigation
purposes. This will be accomplished by passage of the proper
ordinance with the effective date to be sixty (60) days from its
passage.

d. If a customer elects to drill his own shallow well for irrigation
purposes, then the lawn meter shall be removed and a refund shall
be paid to the customer of 10076 of the tap fee paid for the lawn meter.
3. In areas where shallow wells are susceptible to salt water intruson,
w•; s'=-s the use of oversized meters and/or lawn meters shall be permitted. However,
the billing rate for water used for irrigation purposes shall be at the regular

r domestic rate.
4. The use of shallow wells for irrigation purposes shall be encouraged.
City permits for and inspection of shallow well installations shall be on a no.
charge basis. The Utility Department will assist to the extent possible those
customers who desire to install their own shallow wells.
5. The sprinkling, watering or irrigation of shrubbery, trees, lawns,
grass, ground cover, plants, vines, gardens, vegetables, flowers, or any
other vegetation shall be prohibited between the hours of 10 A. M. and 4 P. M.
Such sprinkling shall be done during the authorized hours on the system
whereby even numbered houses sprinkle on even numbered days and odd
numbered houses sprinkle on odd numbered days,
