WHEREAS. the City of Clearwater has experie,iced considerable
growth over the past docade, much of which has taken place ae a result
of the orderly development of unimproved propcrties• adjacent, to the City
limits, which were brought into the City by annexation so that utility service,
police and fire protection and other municipal services could be provided
to the developed properties; and
WHEREAS, the people of the City of Clearwater are extremely
concezned that this continued growth shall take place on an orderly basis
consistent with madera planning principles and that specific developments
shall not be adverse to the health and welfare of this community and
Pinellas County, it being the conclusion of the City Commission of the
City o£ Clearwater that over-density and over-development on land not
suited for high density or over-commercialization is not in the best interest
of the people of this community; and
WHEREAS, the County Commission has on several occasions
established zoning on properties contiguous or immediately adjacent to
the City of Clearwater which was contrary to the recommendations of the
County Planning Department, the City of Clearwatex and the people in the
surrounding environment; and
WHEREAS, the City of Clearwater has a clearly defined service
area which includes both incorporated and unincorporated property, which
was developed jointly between the City of Clearwater and its neighboring
communities, this service area being almost identical in boundaries with
the area delineated in the official Pinellas County Master Plan for Sanitary
Sewer Facilities; and

WHEREAS, the City of Clearwater fs now completing a cvmproheneiva
plan which embraces the total service area and includes a recommended
land use plan with specific population densities and commercial arose,
copies of which will be furnished to Pinellas County; and
WHEREAS, it is logical to assume that future development within
the Clearwater service area will one day be annexed to the City of Clearwater
so that necessary municipal services may be provided; and
WHEREAS, adverse decisions by the Pinellas County Commission
in conflict with proper planning principles, and contxary to the recommendations
of the City of Clearwater and the people in the surxounding environment,
only serves to contribute to the disorderly development of the Clearwater
area, and is adverse to the people of this community and the unincorporated
surrounding areas;
~~ NOW, THEREFORE, BE IT RESOLVED BY THE CITY

COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS
1. That the City Commission of the City of Clearwater officially
requests the Pinellas County Commission to give greater consideration to
the recommendations of the City of Clearwater as reflected in the comprehensive
plan, or through official representations made before the County Commission
on specific zoning cases, and to the County Planners who are professionally
qualified to recommend proper land use patterns and zoning.
Z. That the Pinellas County Commission is hereby requested to
initiate a zoning study by professional planners with the assistance of the
City of Clearwater and its Planning Department, of the existing zoning on
lands within the Clearwater service area, and that where it can be demonstrated
that properties are not properly zoned and that such zoning is inconsistent
with sound land use planning principles, that the Pinellas County Commission
initiate a rezoning of the said property.
