That at said public hearing the City Commission shall determine whether the affected properties should be cleared far one or more of the abovr_ specified reasons or constitute one or mare of the above specified hazards, giving due oonsideration to all evidenoe presented, and if said Commission so determines said Resolut~,on shall be made effective by confirmation thereof. 4, Thereafter written demand sha11 be sent to the owner or owners of the affected properties, requiring him or them to afoot paid property in accordance with the confirmed Resolution, and if said demand is not complied with within fzfteen (I5) days from the date of notice, said property will be cleared by the City and the costs thereof will be assessed as and constitute a lien against said property.
