' x JAgenda No. ??1 V-0- MEMORANDUM TO: Meeting Date'. 10/20/83 The City Commission of the City of Clearwater SUBJECT: BAYFRONT PMIP STATION RECOMMENDATION: Approve a change order in the amount of $20,900.56 to the City's contract with R. W. Cole Construction, Inc. for the Bayfront Pump Station. $3 And that the appropriate officials be authorized to execute some. BACKGROUND: On June 16, 1982, the City issued a building permit to R. W. Cole Construction for the Bayfront Pump Station located west of City Hall. This project is one of several where the plans are drawn by Briley, Wild & Associates, Inc. WA), our consulting engineers, and the administration of all project matters is performed by BWA. Inspections were called for initial start up work and no further contact was made with our Building Inspection Department until a letter was received from Dickens & Associates, Inc., BWA's electrical engineer,- on August 4, 1983, which requested a Certificate of Occupancy. A letter was sent immediately to this electrical engineer outlining Code requirements for " inspections and the contractor's responsibility therefore. Subsequently, the Department was informed 'that this was a City project administered by BWA. To date, the City has received certifications from BiVA that certain inspections of structural design no longer visible were made and were in accordance with the Code. Those certifications have been accepted. However, this project was to be constructed in accor- dance with a very strict provision of the National Electrical Code which controls explosion- prone structures. From the outset, this provision of the Code was on the plans. It is also required by the Federal Governmont and the State of Florida. This wiring did not conform to those provisions. A settlement has been reached among BIVA, Cole Construction, and the City as to the dollars each will pay to bring this structure up to Code so it can be operational and pass all inspections. Of the City's portion, there may be a savings of $2,800 if some wires can be re-used.
