IM And that the appropriate officials be authorized to execute some. BACKGROUND: Marina slip rental rates were last :increased by approximately 10_1on September 1, 1960. Under current administrative policy a fixed dockage rate varying with general slip size, is charged for each slip at the marina, which charge applies regardless of the size vessel docked in the slip. In some cases, this permits a large vessel of more than 50 feet to moor at the same rate charged a vessel half its size. It is proposed to establish a rate of $2.25 per foot per month with a min3mun charge per slip based on 75% of the slip's length. Recent surveys of other marinas throughout the State indicate that vessels are charged, almost without exception, in this manner. Due to standardized slips and generally similiar vessels, it is recommended that commercial vessels berthed at the marina continue to be charged on a flat rate per slip with an increase averaging 10,E to become effective June 1, 1983. Rates charged for all classes of slip users will remain below State and local norms for similiar facilities following adoption of these changes. This rate increase was anticipated to be effective October 1, 1982 and the revenues to be generated have been included in the adopted 82/83 budget. The postponing of the recommendation with implementation to be effective June 1, 1983 will result in a mid-year amendment decreasing the 82/83 estimated revenues. The procedures include breath testing for alcohol, urine testing for drugs, and video-taping preliminary sobriety test to determine faculty impairment. BACKGROUND: lit agreement dated 8/4/82 with P.A.C.T. Inc., the City'of Clearwater agreed to construct a parking lot and entry road system adjacent to the P.A.C.T. facility now under construction. Final construction contract documents and construction drawings were received 3/30/83 from Taliesin Associates, Architects, and,Carter, Evans & Associates; Engineers. The purpose of this project is the construction of a parking and entry system in coordination with the Performing Arts Center and Theatre. Specifically, this contract includes items for paving, grading and drainage structures on City owned property and on P.A.C.T. Inc. property. Other improvements of lighting, landscaping, utilities, etc. will be performed by City crews. Design engineers for the site development improvements are Carter, Evans and Associates. The design engineer's estimate of contract time is 310 calendar days with some additional allowance for the City's installation of lighting, landscaping, utilities, etc., as well as for inclement weather. Therefore, the estimated completion schedule for all parking and entry facilities is March, 1984. The current estimated completion schedule by P.A.C.T. Inc. for Eckerd Hall is October, 1983. If possible, limited use of the City's parking lot will be made available to P.A.C.T. Inc, prior to final completion of all improvements. On Monday, April 25, 1983, a telephone call was recieved from Mr. Paul Jackson requesting a poll of the Commission. Mr. Jackson indicated that he had talked with each elected official over the weekend giving new information which would change the decision made April 21, 1983. A poll was taken of the elected officials on Monday, April 25, 1983, and based on information that additional parking would be provided across the street from Countryside Village Square Shopping Center, four Commissioners changed their vote to approve the item as presented at their regularly scheduled meeting; of April 21, 1983, The request has been reviewed by the Traffic Engineering Department and the Police Department. The carnival was located on both sides of the cast drive to the site from Countryside Boulevard. Arrangements were made for traffic and pedestrian control. The Pinellas Association for Retarded Children will receive 20 percent of the gross proceeds derived from this carnival. Previous waivers of carnival license fees have been granted when this percentage of gross is designated for a charitable purpose. BACKGROUND: The City advertised for and received the following proposals regarding the purchase of fuel and operation of the City-owned gasoline service station located at 49 Causeway Boulevard, Cloarwater, Florida: 1. Proposals for the leasing and operations of a full service gasoline station at this site. Proposals were sent to five individuals who had expressed interest in leasing the station however, the proposal from Bunt and Davy was the only proposal received. A copy of the proposal is attached and marked, Exhibit A. This proposal offers to give to the City the 2? par gallon rebato from the oil company in exchange for the City providing the replacement of gasoline storage tank when needed and repair and maintenance to the building. This is in addition to the monthly rental fee offered. 2. Proposals from gasoline suppliers whereby they would pay to the City a monthly fee for the nrivilege of having their products sold at the facility. Proposals were sent to four gasoline suppliers and identical bids (2¢ per gallon) were received from McMullen Oil Company and lack Russell Oil Company. A tabulation of the proposals is attached and marked, Exhibit B. Based upon Hunt and Davy's proposal, the City can expect the following net annual income from its property if leased to them: Average Annual, first three years $15,600* Average Annual, next three years 16,800* Average Annual, next three years 18,000* If the Commission should make the decision that the City should operate the station, it is projected that net annual income from the property would be approximately $23,000* annually. If the City Commission should decide that the City should operate the station, the proposal of McMullen oil Company would then be recommended. The reason for this recommendation is that McMullen Oil Company supplies fuel to the Marina and the requirements of the station could be included in the storages for the Marina. , If the decision of the City Commission is to lease the property to Hunt and Davy, the following recommendations are made by Administration: 1. That the lease be for only five (5) ;rears. The basis for this recommendation is that City policy has been to use the five-year lease when the City is not requiring the Lessee to make large capital investments for improvements to City-owned property or facilities. The long-term lease has been used solely to permit the Lessee to recapture the cost of investments in improvements to the property. 2. With approprinte amendments, the standard lease document, as approved by the City Attorney, be used to consummate this agreement. *Income is based upon the assumption that the station is capable of selling 40,000 gallons of gasoline per month with cost of repairs and maintenance amortized over a 15-year period at one cent per gallon of gasoline. BACKGROUND: Thu residents of North Greenwood have requested that additional funds be allocated for sidewalk improvements within the Drew Park and Plaza Park Subdivisions. Further, at the request of the Neighborhood Advisory Committee the City is sponsoring a neighborhood "clean-up" rampaign for the North Greenwood Area during the period May 7 through May 14, 19B3. As an incentive it is proposed to purchase and distribute $300 of summer annual potted flowers to participating resident families who sign up for the program. Each family may receive up to four plants and there will be a judging by neighborhood members to determiner the winners of the Beautification Contest. These projects will be incorporated with the Street improvement activity objective originally approved as a part of the 1983 CDBG program. BACKGROUND: The Planning Department has in the past prepared and made available printed copies of the Land Use i'iap for use by other city departments, outside governmental agencies and the general public. There are frequent requests for this map, both from land developers and persons desiring more information about Clearwater. The work product consists of a colored map of the City and service area at a scale of 1" = 2000'. The back of the plan provides an explanation of plan categories, and information regarding population trends, land use distribution and zoning. This is the first reprinting since information from the 1980 census was made available. A revised series of population projections was prepared leased on the census reports, and is included on the reverse side of the Land Use Plan Map. . The last reprint was produced in 1981, and all copies from that press run have been exhausted. The master for this printing is inclusive of amendments made through February 28, 1983. Reprints should be available within four weeks. Printing costs will be approximately $1,900 for 1000 copies and are included in the current year's budget. BACKGROUND: The City Commission approved the lease agreement with J & J Properties for the Bonner property and authorized the transfer of funds for the Motor Pool Complex expansion CIP #315-1-4201. These funds included a fee for an architect/ engineer firm to design the Complex. We advertised for capability submittals from architectural firms through the State of Florida. We received fifty-three (53) submittals and screened these to a "short list" of twelve (12) from whom we requested a technical proposal. After reviewing the technical proposals and making many reference calls, the "short list" was reduced to four (4) firms for oral presentations. A Management Architectural Selection Committee 'of Betty Haeseker, Asst. City Manager, Cecil Henderson, Director of Utilities, Floyd Carter, Director of Central Services, Bill Baker, Asst. Director of Public Works, Wells Brown, Fleet Administrator, John Stafford, Motor Pool Supt., John Peddy, Energy Officer, and Chet Smolenski, Asst. Director of Central Services, heard a presentation by each of the architectural/ engineer firms regarding this project. Based on their review of the technical proposals and the presentations, the Selection Committee has recommended the architects be selected in the following order: (I) Howard Needles Tammen & Bergendoff, Miami, Florida (2) Wolfberg, Alvarez, Taracido & Associates, Miami, Fla.
