''w .ter Agenda No. MEMORANDUM TO: Meeting Date; 4/2r/a3 The City Commission of the City of Clearwater SUBJECT: CLEARWATER PASS BRIDGE TOLL REVISION RECOMMENDATION: To approve Ordinance 3027-83 decreasing the Clearwater Pass Bridge toll rate from $.35 to $.30 and abolishing the token system beginning May I, 1983. 13 And that the appropriate officials be authorized to execute some. BACKGROUND: The bridge toll rate was increased from $.25 to $35 on July I, 1982, to increase revenues for the purpose of financing a $700,000 loan against the Bridge Operating and Maintenance fund. The action was anticipated to increase annual revenues by approximately $180,000. Based on the first quarter's operating results from the bridge, less than half of this revenue increase will be attained. A revenue shortfall of approximately $90,000 is expected to occur. A major reason for the shortfall in revenue has been that the bridge tokens are too inexpensive in relation to bridge tolls. The shift in use from tolls to tokens will continue with severe underruns on budget revenues to continue. The Director of Public Works has recommended that the token system be abolished and that the bridge tolls be lowered from $35 per each two-axle vehicle to $30. This action, coupled with recommended action to refinance the loan, will make up the revenue shortfall over the long run. The Director of Public Works' paper outlining this option as well as other alternatives for funding the revenue shortfall is attached. The Harbormoster concurs in this recommendation. BACKGROUND: The Florida Fire Chief's House Committee Staff Members, and Representatives from the tourism industry have compromised on a proposed Fire Protection Bill which will require sprinkler t. systems and smoke detectors to be installed in every three story hotel, motel, and time share estate in the State of Florida, within the next seven years. Individual residences within those buildings would not be required to have sprinklers, if fire separation walls are built. The expense of installing sprinkler systems differ with the type of building use, but it is normally accepted that the cost of carpeting or landscaping is the same as a sprinkler install- ation. Also the amortization of the sprinkler system is realized in approximately five years by insurance savings. The cost of fire protection will continue to escalate each year that unprotected buildings deteriorate from age and from occupancy changes within those buildings. By supporting this type of legislation, we can control fire protection cost and more impor- tantly diminish the thousands of injuries and deaths that are fire related. BACKGROUND: In August 1982 a complaint was received regarding Lot 2, Block 1, J. H. Rouse Subdivision being overgrown. Letters were sent to the owner according to the tax roll, On Sept. 2, 1982, we were informed the property had been sold sometime earlier. Checking further with the Property Appraiser's office the change in ownership was confirmed. On that same day a courtesy letter requesting clearance of the lot was sent to the new owners, Clearwater Free Clinic. Not receiving voluntary clearance another letter was sent 9/17/82 via certified mail giving the owner ten days from the receipt of the letter to clear the lot or the Commission would be asked to authorize the City to clear it. The return receipt indicated the letter was received on September 21, 1982. Fifty- eight days later at a public hearing on Nov. 18, 1982, the Commission .authorized the clearing and billing of the owner for such clearing and an administrative fee. The City paid to have the lot cleared and on December 13, 1982,billed the Clearwater Free Clinic $105.00; $30.00 the cost to have the lot cleared plus the $75.00 Administrative fee. The bill indicated that if it was not paid within 30 days a lien would he filed, Payment was not received and on January 20, 1983, the Commission adopted Resolution 83-13 authorizing the filing of a lien against this property. BACKGROUND: The Public Service Division has a requirement for a climbing backhoe to be used in maintaining the City's storm drainage systems which include ditches and ponds. At one time, most of the City's drainage areas were accessible using traditional maintenance methods with standard equipment. Today, these same areas cannot be maintained in a timely or cost effective manner because most are now inaccessible. Using traditional maintenance methods, these areas require construction of road beds on which to position equipment for digging and haul-out of material. Upon completion, the road beds must be removed, adding to the total cost of the project. The staff estimates that a 25% savings could be achieved through purchase of a climbing backhoe which can gain access to all areas without costly, time consuming road construction. Each drainage area requires, on the average, three (3) cleanings per year. Using traditional methods each cleaning would cost approx. $38,000. However, the climbing backhoe would reduce each cleaning cost to about $28,000. The staff evaluated two different makes of backhoe• The Kaiser Spyder distributed by Great Southern Equipment Co. and the Menzi Muck distributed by H. F. Mason Co. Equipment demonstrations wer held under field operating conditions and the consensus of both Public Works and Central Services Department personnel was that the Menzi•Muck was the better unit from a safety, maintenance and equipment operation standpoint. Costs to purchase the Kaiser Spyder and the Menzi Muck are comparable at $92,350 and $91,900, cash price, respectively. The 6% financ- ing over 36 months offered by H. F. Mason Co. is extremely attractive and would enable the City to purchase a unit to put in service immediately. Since the Menzi Muck is available only from H. F. Mason Co., the Purchasing Officer recommends that this procurement be processed for approval as authorized under Art. ST, sec. 42.23(2), Code of Ordinances. BACKGROUND: On November 12th, 1980, the City of Clearwater entered into an agreement with U. S. Home Corporation regarding the dedication and development of parkland in Countryside Tract 90. Basically, U. S. Home satisfied the parkland dedication requirement by dedicating four plus acres of land in addition to providing recreational improvements on that land. In short, the project would result in a turnkey park for the City. In addition to two tennis courts, a parking lot and a detention/soccer field, U. S. Home was to provide $29,702 worth of other improvements such as playground equipment, beautification, berms, etc. Staff has met with representatives of U. S. Home and it is a joint feeling that it would be in the City's best interest for U. S. Home to convey the $29,702 to the City in cash with the City selecting the playground apparatus, beautifi- cation, etc. With the approval of this recommendation, U. S. Home will convey $29,702 to the City which will then be placed into a Capital Improvement Project for the specific development of Tract 90. The first floor of the structure would be storage space and the second floor would consist of windows ?• overlooking the ball.field for a.pressbox area. r.? If this recommendation is approved, Clearwater National Little League will construct the facility at no cost to the City, but the City would pay monthly electrical bills. Water .•'r and sewer service are not necessary. Mr. Valone explained that Clearwater has one of the {. finest Little League baseball complexes in the State, but it is one of the few that does not have a pressbox area for tournaments and other important activities. When not used by Little League programs, the facility will be made available to other youth groups who 1;•. might be conducting tournaments. Also, the City will be allowed to store maintenance materials on the first floor if the need arises. BACKGROUND: The Central Services Department has an annual requirement to purchase bond copier paper for stacking and issue to all departments which have bond paper copy machines. The largest users of bond copy paper are the Police Department (540,000 copies per year estimated) and the City Fall Xerox 9200 (3,000,000 copies per year estimated). Copiers located in various City departments account for the remaining 500,000 (estimated) copies per year. Standardization on bond paper copiers has resulted in a 20% reduction in paper costs. Standardization .facilitated the development of a competitive specification for bond paper which could be used in all city copy machines. The staff estimates it will use approximately 800 cartons of bond copy paper over the next twelve (12) months. Based on these require- ments, sealed bids were solicited and the results are attached. Bid prices are based on a mill direct shipment of at least 600 cartons and are the most favorable available. The low bidder did not meet our paper grade specifications which were developed with assistance from the University of South Florida and referenced in the National Paper Grade Reference Publication available to all suppliers of printing and duplicating paper. The Central Services staff reviewed all bids and recommended rejecting the low bid as non-responsive. The next low bid from Xerox Corporation met all specifications. The original site plan for the property was approved by the City Commission on April 17, 1980 under an RM-28 zoning classification. The initial build- ing permit was procured and construction commenced. On January 14, 1982, the City Commission approved a rezoning of the pro- perty to RPO-12 and a site plan revision for the unbuilt portion of the development. On February 17, 1983, a revalidation of the certified site plan was approved by the City Commission extending the time period for procuring building permits and subsequent certificates of occupancy. Meeting Date: 4/21/83 The City Commission of the City of Clearwater SUBJECT: SURPLUS PROPERTY RECOMMENDATION: Declare as surplus to City needs, property located at the south end of Bell Drive, known as the Bel-Cheer property, for the purpose of creating a ponding area by the County in accordance with the County Master Drainage Plan. CZAnd that the appropriate officials be authorized to execute same. BACKGROUND: In the City's on-going review of all City-owned property, the Bel--Cheer property has been designated by all City Departments as surplus to City needs. The City has a small lift station and approximately 950 feet of sanitary sewer lines on this property. Easements have been dedicated in' order to reserve to the City the right to have and maintain this sewer system if the property is sold. The City obtained the property in 1971. This property is included in the County Master Drainage Plan as required ponding area and being developed as such would help to eliminate some of the drainage problems in the Allen Creek Basin of the City. The County has the lead role in the major drainage outfalls for Pinellas County. It is recommended that the City sell this property to Pinellas County for drainage and public purposes. Selling this property to the County will result in its being put to its proper use for the benefit of both the City and County residents and permit City forces to concentrate their efforts on other City drainage problems.
