Building design is proposed to consist of two-story residential units over one-story ground floor offices. Proposed height of the buildings is 30 feet. S. Geological Survey for continuation of the Water Resources Program and the Urban Runoff Investigation Program for fiscal year 1982-83. &And that the appropriate officials be authorized to execute same. BACKGROUND: The City of Clearwater has been participating in a Cooperative Agreement with the U.S. Geological Survey for several years. The City pays a pro-rata share of the cost of performing a continuing survey of hydrologic records through grarund water stations and water quality stations. The City also participates in an urban runoff study on Alligator Creek which seeks to establish pollutant levels in storm- water runoff and to evaluate potential controls. All of this information must be collected over a long period of time to be useful. In addition, such data collection activities are a requirement of the City's FDER peridit for the Alligator Creek Water Management Project, currently under construction. Urban runoff data collected to date have been background data. Actual testing of the water quality implications of the Alligator Creek Water Management Project should begin this fiscal year with completion of Phase 1 of that project. The U.S.G.S. agreement is recommended for approval by both C. M. Henderson, Jr., Utilities Director and Max G. Battle, Public Works Director and City Engineer. ** Code: Funding for ground water stations and quality stations will come from Utility Code 420--1-2020--301/536 and funds for the urban runoff study will come from Engineering Code 010-1-1321-301. BACKGROUND: The Metropolitan Planning Organization was created by state legislation as ti ' a forum for local input regarding the expenditure of transportation funds '. and 'serves as a county-wide liaison between local governments and the State i' Department of Transportation. No improvements can be made to roads on the ' state or federal systems unless these improvements are included in the Year 2000 Plan. In addition, the plan is intended to coordinate improvements ' ,,'. •,:''.`' among the local jurisdictions. The long-range plan bases road needs on overall land use projections and utilizes standard trip generation factors in a computer-aided model. City and MPG staffs have worked closet together and the resulting city and county-wide plans are nearly identical. Several areas of discrepancy have ?, :, A4, , arisen, largely due to direct local knowledge of factors which are not >i= --'•, taken into account by the computer model. Last October, staff initiated a review of these discrepancies, and the MPO has agreed to receive and pro- cess the seven changes outlined in the attachment to this memo to reconcile the MPO plan with the City's Thoroughfare Plan. RECOMMENDATION: City Commission approve a Land Use Plan amendment to Low Density Residential and RS-50 zoning for a parcel north of Lot 27, Mandalay Paint Sub., 1st Addition subject to the following conditions: 1. Parcel 1-A be revised to include only that portion east of a line running from the westernmost point of the boundary between Lots 26-and 27 north to the northernmost point of differentiation between Parcels 1-A and 1-8 as proposed, such revised area as shown on the attached map. 2. The recommendation that said revised Parcel 1-A be replatted in combination with Lot 27 and a portion of Lot 26. and direct the City Attorney to include this in an ordinance. H And that the appropriate officials be authorized to execute same. BACKGROUND: The property is located at the most northern end of Clearwater Beach at Dunedin Pass. The site is vacant and contains 1,35 acres M.O.L. The current Land Use Plan classification is Recreation/Open Space. The property is claimed in private ownership necessitating a Land Use Plan amendment to a classification reflecting the private ownership and a zoning designation. The request is for a Low Density Residential Land Use Plan classification with an RS-50 zoning designation. Plans are to construct one single family residence on the subject property including Lot 27 and a portion of Lot 26,' Mandalay Point Sub., 1st Addition, The Planning and Zoning Board at its meeting of February 15, 1983 unani- mously recommended approval of the RS-50 zoning and Low Density Residential Land Use Plan classification subject to the adjustment as reflected in the above recommendation. Waterfront Setback Criteria and to Add a New Section 131.2058, Transfer of Development Rights (City) RECOMMENDATION: City Commission continue this item to its meeting of March 17, 1983. BACKGROUND: In order to address two interrelated issues to which the Zoning Ordinance does not speak, the attached code amendments are proposed for consideration by the City Commission. The first amendment would establish the Coastal Construction Control Line (CCCL) as the point of measurement for building setback along the Gulf of Mexico. The present setback requirement of fifty (50) feet From the mean high water line is meaningless in most instances, given the amount of accretion which has occured naturally or through renourishment. The second amendment dealing with transfer of development rights (density and related improvements) has been requested in order that the Commission would have the benefit of a specific provision in the Code on which to rely and by which to be guided when considering requests for such transfer. Staff prepared the attached materials as a very basic and straightforward approach to the two issues in order that their consideration may be expedited. The Planning and Zoning Board at its meeting of December 21, 1982 unanimously recommended continuing consideration of the requested ordinance changes to its meeting of January 4, 1983. At the meeting of January 4, 1983, the Board made several suggestions for change to the proposal which are being reviewed and refined by staff. This item was continued from the City Commission meeting of January 20, 1993. Staff will have the revised proposal prepared for consideration at the March 17, 1983 City Commission meeting.
