H And that the appropriate officials be authorized to execute same. :.., BACKGROUND: On January 6, 1983, the City Commission approved the Community Impact ` Statement and Addendum/ Errata Sheet for the Whitson Center. The Addendum/ + ;, ;'S+ Errata Sheet to the CIS stated that $34,700 would be paid to the City for : parkland dedication, this amount based on ten percent of the assessed value i of the property. The City Commission also approved on this saline date at second and final ?. ordinance reading the annexation of the subject property as well as the corresponding annexation agreement which provided for the parkland dedication payment to be paid based on the appraised land value. ;•. Resolution No. 83 w)? approving and authorizing the submittal of the Community Services Block Grant Application 0 And that the appropriate officials be authorized to execute same. BACKGROUND The Florida Department of Community Affairs is accepting applications through March 1, .1983, for projects to be funded through the Community Services Block Grant (CS$t;} for local projects to assist low-income individuals. These grants will be €or the six month period from April 1 through September 30, 1983. Because o£ a change in federal law, only one-fi€th of the funding originally legislated for local government applications is available in Florida this year. Funds available to the State have been allocated ko each County based an a minimum Ear each County tsf $5,000.()0 plus a pro-rata share based on the 1980 census of the poverty population o£ each County. Pinellas County's share of the State fund is $26,036.00. R meeting o€ prospective applicants in Pinellas County was held on February 9, and based upon the funding criteria, it was determined that Clearwater's share of the County's funding would be $3,799.39. A twenty percent local match of these Funds is required. The City has received written requests for funding under this program as follows: 1. Religious Community Service for funds to purchase high protein food for disposition to Emergency Housing residents. 2, Neighborly Senior Services, Inc., for financial support fnr their "Meals-on-Wheels" program in Clearwater. 3. Community Service Foundation for program administrative staff Funding in support o£ the Senior Partnership Arrangement in Residence (SPAIR} program. The Urban League made an oral request for funds to employ program administrative sta€€ and materials. Due to the limited amount of funding available, staff recommends a priority of needs to be addressed in the €ollowing order: food; shelter; and employment. Based upon this priority, it .ts recommended that the City apply for funds to be used for FiCS Emergency Food Program and the NSS "Meals-on-Wheels" Program, both of which provide direct benefits without .increase in administrative staff or expenses. The local cash marsh required {$760.51} is available in the Community Development Department operating budget: for payment: to agencies. BACKGROUND: The Clearwater NHS has been in operation since 1979. The City has provided $250,000 of C08G funds to the NHS Revolving Loan Fund and last year provided $8,100 of administrative funding to the NHS. The current year CDBG Program approved by the Commission on August 5, 1982, included the allocation of $16,000 to fund the NHS for administrative expenses of the loan prograw- These funds are being used, to reimburse the NHS for personnel and administrative costs from October 1, 1982 through September 30, 1983. The Clearwater NHS operates on a fiscal year which begins on April l each year. They are currently facing a financial crisis due to a shortfall in financial support from other sources to meet the demands of this year's $89,000 operating budget, and have requested that we increase our allocation from $16,000 to $20,000 to help them through this crisis. They are actively seeking new sources of support, from Federal, State and local levels including the corporate sector to help them meet next years expanded budget of $118,000. Clearwater NHS has recently expanded its area of responsibility and has increased the scope of services that it provides. The attached Letter of Understanding provides for co-use of public alley space onrhe south side of 500 Block Cleveland Street between the old McCrory variety store and the Republic Bank building. The alley would continue as a public right-of-way, at the same time that permission.,would be given to place approximately seven outdoor cafe tables in the area. The new Lucho's sandwich and soup shop now opening, in the Republic Bank building will have a pass-through opening along the west wall of the building for convenient take-'out to the alley. Under the terms of the agreement Lucho's Inc. will be required to keep the area clean and maintain the tables, as well as assisting in the cost of upgrading the alley surface and providing an annual contribution to downtown parks. The Purchase order was issued not to exceed $4800 total expenditure based on an estimated quantity of 300 vehicles priced at $16.00 each. On 2-7-83, the Fleet Administrator requested that the not to exceed amount of $4800 be increased to $8800 to cover vehicles not originally scheduled for lubrication and inspection services under the original purchase order. The unit price ver vehicle of $16.00 would remain unchanged. Contracting out vehicle lubrication and inspection services began as a pilot program in 1982 with Jiffy Lube. The program has proven to be so successful, that the Fleet Administrator decided to increase vehicle quantity and to expand the program to include larger truck-type vehicles. As soon as specifications are developed, coordinated and approved, sealed bids will be solicited from qualified vendors. The specifications will cover lubrication and inspection services for various vehicle sizes, both auto and truck, which can be bid'on a unit price per vehicle basis. RECOMMENDATION: City Commission approve the revalidation of the master site plan for Bryn i4awr Condominium subject to the following condition: A building permit for a new building be procured no later than August 17, 1983 and all requisite certificate(s) of occupancy for the total development be procured within two (2) years from the date of issuance of such permit. BACKGROUND: The property is located at the northeast intersection of State Road 580 and Countryside Boulvard and contains approximately 16.87 acres. The Land Use Plan designation is Medium Density Residential. The original site plan for the property was approved by the City Commission on April 17, 1980 under an RM-28 zoning classification. The initial building permit was procured and construction commenced. On January 14, 1982 the City Commission approved a rezoning of the property to RPD-12 and a site plan revision for an unbuilt.portion of the development. The Commission stipulated, however, that a new permit be issued no later than July 14, 1982. Due to market conditions and a change of ownership, no permit was applied for and, consequently, the plan became invalid. The present owner is now requesting that the plan be revalidated. ' At the-meeting of December 9, 1982, the Clearwater City Commission _ directed that an amendment to the Land Use Element of the Clearwater Comprehensive Plan be prepared. The purpose of this amendment is to '".. r clarify the consistency between the land use categories maintained on the city and county land use plans. BACKGRUUNIJ: The Aviation, Intergovernmental Coordination and Marina Elements were researched and written by the Planning Department in the spring and summer of 1982 with extensive input from the Public Works Department, Marine Department and the Clearwater Airport Authority, Public input was obtained from citizen surveys and interviews. The Aviation, Intergovernmental Coordination and Marina Elements are required elements under the provisions of Florida Statute, Chapter 163. The Aviation Element contains goals, objectives and policies directed at maintaining a permanent airport facility while promoting safety in facili- ties and equipment to the aircraft users, operators and residents of Clearwater. An evaluation of the different types of air facilities in the region are discussed as well as the history of the airpark. Projections•of use and capacity are presented. The plan element outlines and reviews the regulatory framework surrounding aviation facilities and in particular, Clearwater Executive Airpark. Finally, recommendations and their suggested implementation are proposed which emphasize the functional characteristics of the airport. The central theme of the plan element is based upon the City's regaining operational control of the airpark which is in litigation. The Intergovernmental Coordination Element emphasizes the formal network of intergovernmental relationships as they relate to the City's comprehensive planning process. This element established goals and policies for cooperation among units of government both for plan preparation and imple- mentation including the techniques and procedures needed to ensure proper coordination among units of government for administration of the Comprehensive Plan. A brief discussion of various federal, state, regional and local agencies is included to illustrate the need and basis for intergovernmental coordination. The Marina Element analyzes the current supply and demand for marina space and projects additional facility needs through 1995. Both waiting lists and population growth are analyzed to derive an estimate of 213 slips as the current shortfall and an additional 418 slips required to meet demand through 1995. Goals and policies are formulated to address marina.activity demands while considering environmentally sensitive areas. Nine publicly owned sites are evaluated with three sites identified as feasible for marina use or expansion having a combined potential maximum of 240 new slips. The Aviation, Intergovernmental Coordination and Marina Elements have been reviewed by the required agencies. All reviewing agencies have recommended their adoption, with the exception of the Pinellas Planning Council which rendered no recommendation on the Aviation Element, Copies of the state, regional and county agency comments are attached for your consideration. The Planning and Zoning Board recommended adoption of these elements at a public meeting held on February 1, 1983 and the Marine Advisory Board recommended approval of the Marina Facilities Element at their meeting of February 9, 1983.
