E3 And that the appropriate officials be authorized to execute some. BACKGROUND: Countryside Community Park, formerly known as Countryside Tract 20, was donated by U. S. Homes in order to meet Parkland Dedication Requirements. After several contacts and meetings with the surrounding homeowners and their Associations, plans vere approved to build a community park. Development began in 1980 and as of this date the following facilities have been completed: multipurpose baseball/soccer field, basketball court, playground apparatus, picnic area, parking facilities and bike trail. This park has become very popular with residents in the Countryside area and is heavily used. Two of the primary users of the property have been the Countryside'Soccer Association and the Countryside Little League Association. Due to tremendous growth in the Countryside area, these two youth programs have also increased rapidly, beyond the City's capacity to provide adequate facilities. Therefore, in order to meet this demand and need for more facilities, the Parks and Recreation Department is proposing to develop one permanent regulation soccer field (2 smaller soccer fields could be arranged on the proposed site if desired by the soccer en- thusiasts). At the same time, the Department will construct 2 temporary little league fields to be located in two corners of the new soccer field. Staff proposes to use these two baseball fields this season and through 1984. Plans are to develop a regulation four field baseball complex at another site (possibly Tract 61) by 1985. When this complex is completed, the two temporary fields at Countryside Community Park will be removed, leaving the site primarily for soccer. This method of development will result in separate facilities for baseball and soccer and will eliminate conflicts which presently exist. Staff has met with representatives from both the baseball and soccer groups and they have given their support to the development of plans as outlined in this memo. Lighting fields at Countryside Community Park will be resubmitted at a later date. BACKGROUND: A close examination of Big Pier 60 reveals that extensive repairs are required immediately to assure the structural safety of that facility. These repairs must be accomplished prior to the heavy use of the structure which occurs with the arrival of the Easter holiday. The pier will have to be shut down for a period of approximately two weeks to allow the pouring of the new deck slab and other repairs to the electrical system, and the installation of restroom facilities. Sources for the structural steel and concrete have not yet been selected by the Purchasing Officer. However, due to the urgent nature of the repairs, permission is being requested for prior approval of the procure- ment which will be from the lowest and most responsive bidders. The estimated quantity of redi-mix concrete will be 200 cubic yards, at approximately $50.00 a yard. Approximately $6,800 worth of structural steel will be required, along with other necessary materials to support the installation of the structural steel and concrete. Repairs are anticipated to start within three weeks of Commission approval of this action. The pier, as noted, will be shut down at that time for approximately two weeks to allow the repairs. Coachman Road between U.S. 19 on the east and the Florida Power right-of-way on the west. The site is undeveloped and contains 19.15 acres MOL. ' The Land Use Plan classification is Medium Density Residential. The zoning is RPD•-14. , On July 15, 1981, the City Commission approved the RPD-14 zoning and a master site plan for this site subject to several conditions (see attachment). Plans are to now develop the site with 240 apartment units at a net density of 14 units per net acre. The final master site plan must be reviewed at public hearing by virtue of the RPD zoning designation on the property. RECOMMENDATION: The City Commission approve the application and work program for Municipal Planning Assistance-Round 11 funds, to be used to augment the beach area traffic and design study. BACKGROUND: on January 6, 1983, the City Commission approved the work program for Round I funds in the amount of $8,350 under the Municipal Planning Assistance Grant program. These funds will be used to review traffic circulation on Clearwater Beach, with an objective of improving circulation within and between the beach business districts. This project has been favorably received by the. Pinellas County Planning Council and by beach area reHidents and merchants. The P.C.P.C. has announced the availability of a second round of grants, to be awarded on a competitive basis. Staff is requesting authorization to apply for a:i additional $8,350 grant. This grant will be used to augment the beach area traffic study. The additional, work effort will be directed at beach area parking, with particular emphasis on parking requirements for commercial une: and alternative parking solutions, One objective of the study will be to determine whether current off-street parking requirements are appropriate: or whether a different'standard is needed to address the deeds of the elder, built-up commercial districts. Currently, owners often have a problem meeting; parking requirements when a change in commercial use is desired. In conjunction with evaluating parking requirements, alternative location design and responsibility for off-street parking will be examined. Staff time and services will be used to provide an in-kind match of 25% as required by the grant. It is the objectivu of staff to request consultant proposals to undertake the approved Round I program and to combine Round 11 with such consultant effort if Round 11 is approved. BACKGROUND: , Phases I and II of the C.D.B.G. project for improvement of the North Greenwood storm sewers have been completed. Phase I consisted of the installation of storm sewez', paving and curbs along Holt Street at a cost of $314,743.41. Phase II consisted of the ins*aIlation of storm sewers, paving and curbs on Palmetto Street from Betty Inane to North Greenwood Avenue at a cost of $292,182.82 and similar work along Russell Street from Madison Avenue to Holt Street at a cost of $85,276.43. The latter cost includes the sum of $2,263.12 to be reimbursed ro the City for work and materials furnished by City crews to replace the sanitary sewer along that portion of Russell SY.reet. This project had an original budget of 5700,000 which was reduced to $690,693.40 by the transfer of 59,305.&0 t•.o the planned Missouri. Avenue drainage project before it was apparent that the sanitary sewers on Russell Street required replacement. As a result of this reduction and in order to reimburse the City for the cost of the sewer replacement, it is necessary to increase the present budget by the amount of $1,509.26 by the transfer of funds from the Contingency Account maintained for this purpose. BACKGROUND: The property is located at the southeast corner of Countryside Boulevard and Curlew Road. The site is vacant and contains 7.97 acres M.O.L. The Land Use Plan classification is Pledium Density Residential. The initial request was to amend the Zoning Atlas to RPD-16 based on plans to develop 108 dwelling units at a net density of 15.9 units per acre. The plans have been revised to construct 102 dwelling units at a net density of 15.0 units per net acre. The recommendation is to zone the property RPD-15 consistent with the final master site plan. Unit design provides for a two-story town- house over a one-story flat. The additional units proposed for this site above what would be permitted under the RM-12 zoning result from a transfer of density from a 4.9 acre parcel located south of S.R. 590 and north of Moccasin Lake Park. The re- quest is based upon attached correspondence between U.S. [-tome and the City Manager wherein it was agreed that as a result of a land donation to PACT, U.S. Home could request a transfer of density applicable to the 4.9 acre parcel at a density of 9 units per acre to Tracts 62, 63 and 64, such trans- fer to be subject to approval by the City Commission. The Resource Development Committee at its meeting of January 13, 1983 recom- mended approval of the CIS and site plan subject to conditions which have been met or are reflected in the recommended conditions of approval. Jurgens requested a ZAPS (beer and wine package sales) alcoholic beverage designation for P.
