BACKGROUND: Park maintenance responsibilities, over the past several years, have increased due to the addition of new land and facilities. Costs have escalated while the frequency of maintenance has decreased in various parks due to limited manpower. In an effort to ease the maintenance burden, staff is recommending a program entitled "Adopt-A-Park". Several cities are currently using this type pro- gram with considerable success. If approved, the following steps will be followed. 1. City identifies specific parks or pro erties to be "ado]Rted_'_'_ (currently, staff is considering Woodgate Park, Mandalay Park, Edgewater Drive and the Court St. Medians.) 2. _City _establishes maintenance specifications for each of these ra - erties^including the fre uenc of mowing, edging, trimming, weeding, and fertilizing. 3. City secures annual bids from _professional _ lawn seryice_ companies to accomplish the work as specified. As an example, the following estimates were received from one company. City solicits and arranges for a private business or club to adopt one of the parks for a year. Under this arrangement, the private 'business or club signs an agreement (sample attached) and donates the appropriate amount of money to the City. In turn, the City issues a purchase order to the lawn service company. In exchange for adopting a park, the business or club has it's sign and logo permanently displayed at the site with suitable language. (See attached samples of signs). Thus, the business receives advertising, recognition for community service and an income tax deduction for it's contribution. 5. City provides irrigation and monitors the maintenance to assure com liance with specifications. F Although the business community's receptiveness of the "Adopt-A-Park" idea has not yet been ascertained, staff feels that it will be well re- ceived. The four parks chosen for this initial phase are highly visable and would appear to be a ppealing locations for advertising. If successful, ' current city staff will not be reduced, but will be rescheduled to new , properties and to increase the frequency of maintenance at other parks where improvement is needed. BACKGROUND: Each year, the Pinellas County Planning Council makes funding available to local governments, for the purpose of preparing and implementing compre- hensive plans. Clearwater has essentially completed preparation of its plan elements, and is involved in implementing recommendations in the adopt- ed plan elements. Among the plan recommendations is a detailed study of the function and design of the commercial areas on Clearwater Beach. Clearwater Beach is one of the oldest, and most densely developed portions of the City. It is attractive to both visitors and residents, and serves as a key economic area. However, the desirability of the beach as a place for recreation and leisure leads to crowding and congestion, which can degrade the area's amenities. One way to protect the long-term viability of the beach commercial districts is to insure that the area, as built, is maintained in an attractive and well-functioning manner. Currently, the commercial areas on `the beach function somewhat independently. Although these areas are located in a compact geographic area, the road,and access systems are not functionally oriented toward internal beach circulation. Phase I of the proposed traffic and design project will consider circulation and access by pedestrians, automobiles, transit and bicycles. It will in- clude input from the residents and merchants. It is expected that data collection will be largely conducted by Traffic Engineering and Planning personnel, with analysis and recommendations to•be prepared by an outside consultant. Phase two of the study will address building facade and street- scape improvements and result in an overall business corridor design plan for the beach. A grant from the P.C.P.C. of $5,;50 must be matched by City funds on a 75$'/25$ basis. The City matchwill be in-kind services, and will come from previously- approved operating budgets. BACKGROUND: In order to address two ;interrelated issues to which the Zoning Ordnance does not speak, the attached Code amendments are proposed for consideration by the City Commission. The first amendment would establish the Coastal Construction Control Line (CCCL) as the point of measurement for building setback along the Gulf of Mexico. The present setback requirement of fifty (SO) feet from the mean high water line is meaningless in most instances, given the amount of accre- tion which has occurred naturally or through renourishment. The second amendment dealing with transfer of development rights (density and related' improvements) has been requested in order that the Commission would have the benefit of a specific provision in the Code on which to rely and by which to be guided when considering requests for such transfer.
