BACKGROUND: The present lessee of the Sig Pier 60 has indicated a desire to cancel the lease in effect with the City because of the extensive costs required to repair the leased portion. Mr. Harry Armston, representing the Clearwater Fishing and Recreational Pier, Inc., has executed an agreement canceling the lease with the City (attachment l). Cancellation of the lease and assumption of the pier operation by she City is necessary to assure that: (1) the leased portion of the structure is adequately repaired as soon as possible, (2) the pier Is operated so that it meets its full potential as a major attraction for visitors and residents alike, (3) upkeep and maintenance on the entire pier is continued on an assured-basis to guarantee its safety and attractiveness. Continued operation on a fee basis, charging fishermen and sightseers, would generate funds to support the maintenance and repair of the facility. As a second alternative to be considered, operating the pier on a no-fee basis, would not generate these funds. Closing the pier down altogether would deny the community an asset of undeniable value to the tourist and local business community and, as a third alternative, is not recommended. Net revenues from the pier operation will be needed to fun., the extensive repairs necessary. The results of a preliminary inspection of both the present public and leased portions of the pier are attached (attachment 2). The Commission allocated $60,000 in the present budget for repairs to the portion not under lease. Those funds can be made available to assure repair of the most critical items on the entire structure to include the removal of the observation V platform at the bait house and major repair of piles, caps, and spans. Total costs for repairs and refurbishment of the entire structure to bring it up to first class status will exceed $200,000 with forty percent of that effort required on the presently-leased portion. Net revenues not including start--up and capital costs for the first year of operation are estimated to be $19,300,'based on an 8 a.m. - 12 p.m., 7 day a week operation using City-- hired personnel (attachment 3). The Marina would supervise the operation on a 12-month test basis to determine: (1) the feasibility of a City operation; (2) the profitability of the activity; and (3) the desirability of developing the pier further as an attraction. One major deficiency that should be remedied immediately is the lack of restroom facilities convenient to those using the pier. These can be installed for approximately $7,500 using City forces and are included in the initial outlay requested. Based on the foregoing, it is recommended that the City Commission authorize the cancellation of the lease and the assumption of the operation of the Big Pier 60 by the City on a 12-month test basis providing $14,000 for the initial outlay using employees; installation of restroom facilities; and the establishment of the pier operational fund as a separate enterprise activity. The Director of Public Works and the Harbormaster concur in this recommendation. The initial funding will be provided by a loan from the General Fund Unappropriated Fund Balance to be repaid at the end of the trial period. Sealed bids were solicited and the results are attached. Planetary cameras offered by the two (2) low bidders did not meet specifications for automatic document feed as well as manual document feed. The rotary camera increases productivity by 200% because it will accept 90_documents per minute versus only 20-30 per minute for a planetary camera. Partially exposed film can be removed frarn a rotary camera but not from a planetary camera. Partially exposed film removal permits intra-division, crass.-utilization of equiptnent without having to expose all film before doing so. An automatic feeder attachment is not being purchased at this time. However, one will be needed in the future and it can be easily attached to a rotary camera, but planetary cameras do not offer this feature. The police department staff, therefore, recommends award to Lanier Business Products and the Purchasing Officer concurs.
