The site is vacant and contains 7.97 acres M.O.L. The-Land Use Plan classification is Medium Density Residential. The request is to amend the Zoning Atlas to RPD-16. Plans are to develop 108 dwelling units at a net density of 15.9 units per acre. Unit design will be townhouses over flats. The additional units proposed for this site above what would be permitted un- der the RM'-12 zoning result from a proposed transfer of density from a 4.9 acre parcel located south of S.R. 590 and north of Moccasin Lake Park. The request is based upon attached correspondence between U.S. Home and the City Manager wherein it was agreed that as a result of a land donation to PACT, U.S. Home could request a transfer of density applicable to the 4.9 acre parcel at a density of 8 units per net acre to Tracts 62, 63 and 64, such transfer to be subject to approval by the City Commission. Staff has noted in preliminary review that there are problems with the design of the internal roadway system, including the proposed separation distance between the entrance and exit to the site and its relationship to the eventual improvement of Countryside Boulevard to a 4-lane divided roadway and the provisions for the internal circulation and access. It will also be necessary for the recreation area to be more clearly defined on the final site plan and provision made for its use as a viable recreation area for the resi- dents. H.U.D. concurred in the change order on August 6, 1982, and the City Utilities Department has agreed to accept the completed water main. Subsequent review of the as-built drawings indicates the sum of $24,54040 is the correct amount due the contractor by the CHA for this work. On November 4, 1982 the, City Commission approved a contract with i Gator Emergency Vehicles, Clearwater, Fl. to repair Fire Truck 7240.47 which had been damaged in an accident. Upon removal of cab and body parts, the contractor discovered that the frame rails were bowed to the right indicating that both rails would require straightening before work could proceed further. Fire Department maintenance personnel verified the defect and determined that the contractor could not have anticipated this condition at the time he submitted his original repair estimate of $15,003. A visual inspection, without removing cab and body parts, would not reveal the defective condition. j The contractor has submitted a quotation of $708 for additional work. This work consists of straightening the frame, removing and replacing tanks on both sides and transportation to and from a repair facility in Tampa. The staff has reviewed the proposal and considers it reasonable when compared to frame work done on other heavy duty vehicles. The Purchasin? BACKGROUND: The present City Street Maintenanc6 Program consumes approxi- mately 15,000 Tons of slag per year. The out-of-state slag is presently supplied as a delivered item in the City's Street Sealing Program. The slag costs the contractor $20.02 a Ton, with a price increase scheduled in the near future. The City has an opportunity to purchase a 7,000 Ton unit trainload of slag from the Southern Stone Company of Birmingham, Ala., for a tonal delivered price from the company of $101,500, at $14.50 a Ton. Specialized unloading equipment from Lane Trucking Co. of Dothan, Ala., will be necessary to unload the slag for $.90 a Ton. Each carload of slag weighs 100 Tons, and a unit train consists of 70 cais, with five additional cars for loss during shipment. The difference in cost is attributed to the fact that the unit train deliver- ing the slag is, in fact, a unit train used to deliver phosphate from mines in Florida to the Victor Chemical Company in Tennessee where it is used to make phosphoric acid. Without a return trainload, the railcars would come back empty. 'The slag being purchased is that produced by the phosphoric acid manu- facturing process, crushed to proper size. The normal shipping cost per Ton for the slag is $13.77. Utilizing this unit train capacity, the railroad is able to charge only $9.50 for shipping in accordance with a unit train contract with the Southern Stone Company, at a transportation savings of $4.27 a Tan. An additional charge for demurrage, not to exceed $2,800, for railroad car rental during unloading is also anticipated. The opportunity to use the unit train contract cost will save approximately $27,000 over the cost of the slag to the City's contractor, which is now passe on in the street sealing contract. Future contracts will provide for the City to furnish the slag, assuming the-unit train purchase from the slag supplier proves feasible and can be continued- The addition of the city-furnished material in the street maintenance contract may make the contract more attractive to additional bidders and thereby lower the overall costs of the street maintenance program even further- The fiscal year 1983 street sealing contract is scheduled to be advertised within 60 days. This initial unit trainload of 7,000 Tons would provide approximately 50% of the material needed for that contract. Sole source purchase approval is being requested for the purchase of the slag at a total price of $101,500 from the Southern Stone Company of Birmingham, Ala., and the unloading of the slag by the Lane Trucking Company of Dothan, Ala., at a unit cost of $.90 a Ton, or approximately $6,300. BACKGROUND: The City of Clearwater Land Use Plan classification of Commercial/Tourist Facilities is the single commercial classification utilized to provide the basis for all commercial zoning districts in Clearwater including CTF-24, CTF-28, CSC, CP, CG and CS. The County Compzehensive Land Use Plan contains three (3) commercially oriented plan classifications: Neighborhood Commercial, General Commercial, and Residential/Office/Retail. The Pinellas County Planning Council has taken the position that where the City places an area in the Commercial/Tourist Facilities category, it is inconsistent with the County R/O/R classification and requires Plan amendment. At present, three annexations on U.S. 19 (Mills Development Group, Premier Properties-Roach and Jennifer Office Comples) are at issue. The City Commission is requested to concur with the recommended two-fold course of action to resolve the conflict between the City classification of Commercial/Tourist Facilities and the County classification of Residential/ Office/Retail. BACKGROUND : The Police Department has a requirement to replace two (2) SAVIN 780 copiers, which were purchase(3 in Decenbe r 1979, but which are no longer capable of meeting department needs. Copier demands have increased approx. 30% in speed, volume and quality. The SAVIN 780 copiers, while still serviceable, can no longer keep pace. After researching the marketplace, the Police Department arranged for on-site demonstrations of several copiers. Technical evaluations of these copiers concluded that the-,SAVIN 895, or copier of carparable capability, would meet the department's needs. Moreover., a lease, rather than purchase, would provide greater flexibility in future years should requirements again in- crease or decrease. Sealed bids were solicited and the results are attached. The Sharp 820 copier came in with the lowest total cost ($100 less), but in actual equipment demon- stration it did not perform up to SAVIN 895 capability. For this reason, the Police Depart- ment recarnnends that the low bid of Independent Copy Systems not be accepted, but that the contract be awarded to the next low bidder, Xerographics. Xerographics is presently a Florida State Contract supplier, approved by the State of Florida to enter into lease contracts with state agencies, counties and municipal governments. The Purchasing Officer concurs with Police Department reconTendation. In an additional move to loser overall capital and operating costs, while continuing to meet increasing service require vents, the Purchasing Officer recommends that the SAVIN 7BOs be transferred to the Parks and Recreation Department and to the Purchasing Division respectively. A, Lots 1-48, Blk. B, Lots 1-48, 131k. C, Lots 1-48, 111k. D, Lots 1-24, Blk. B, Highland Grove Sub., Lots 1-12, Blk. A, Lots.1-24, Blk. D, Lots 1-8 and 15-21, B1k. E, Lots 1-4 and Lot 5 less the S. 39.3 ft., [ilk. G, Boulevard Heights Sub., Sec. 14-29S-15E (Multiple/City) Z-82-67. RECOMMENDATION. City Commission approve the Zoning Atlas amendment to RM-12 for Lots 3-11, Block 3, Knollwood Repl.at, Lots 1-48, Block A, Lots 1-48, Block B, Lots 1-48, Block C, Lots 1-48, Block D, Lots 1-24, Block D, Highland Grove Sub., Lots 1-12., Block A, Lots 1-24, Block D, Lots 1-8 and 15-21, Block E, Lots 1-4 and Lot 5 less the S. 39.3 ft., Block G, Boulevard Heights Sub.; and direct the City Attorney to include this in an ordinance. 0 And that the appropriate officials be authorized to execute some, BACKGROUND: The property is located from Drew Street to Gulf-to-Bay Boulevard and from San Remo Avenue to Highland Avenue. The area contains 22.37 acres. A Land Use Plan classification of Medium Density Residential was approved for this property on May 6, 1982 at public hearing. The attached request is to amend the zoning from RNI-28 to RNI-12. The area is developed with 69 single family houses, 108 duplex units, and 97 apartment units. The net density of the 274 dwelling units on 21.05 net acres is 13.0 units per acre. On May 6, 1982, the City Commission approved at public hearing the rezoning of this property to RM-16 (Medium Density Multi-Family Use) District and a Land Use Plan amendment to Medium Density Residential, The Pinellas Planning Council on July 21, 1982 denied the requested Medium Density Residential classification at the proposed level of 16 unity per acre, recommending a Low-Medium Density Residential category which allows a maximum of 10 units per gross acre. On August 5, 1982 the City Commission directed staff to prepare an applica- tion to rezone the property to RM-12 and submit a revised application to the PCPC for plan amendment to Low-Piedium Density Residential. The Planning and Zoning Board at its meeting of November 16, 1982 unanimously recommended approval of the RM-12 zoning.
