In response to its Request £or Proposals far the develapment of an office and retail building inldowntown Clearwater, the Community Redevelopment Agency received three proposals consisting of a wrir.ten and an oral. presentation, A comparative synopsis of the proposals received from Radnor/Clearwar.er Corporation, J. K. Financial Corporation, and The Cowperwaod Interests, Inc., is attached. A staff committee consisting of the City Manager, Assistant City Manager for Finance, Planning Director, Executive Director of the Downtown Development board, Community DevellopmenY. Coordinator and the Traf€ic Engineer reviewed each proposal and discussed them with each developer. Each of the proposals adequately responded Co the Request for Proposals. Each of the developers has the apparent present ability to carry out Y.he project, including its financing, construcY.ion, ]easing and operation, however, J. K.'s proposal would produce the largest tax increment with the lowest level of public investment. It was the consensus of the committee and accordingly our recommendation that. the Community Redevelopment Agency authorize and direct the Manager to negotiate a development agreement with J. K. BACKGROUND: The Metropolitan Planning Organization prepared a recommended Truck Route System for the entire county. This was enacted into law by the Pinellas County Commission on September 28, 1982, effective 60 days after passage. .I The new ordinance reduces the number of streets available for truck use. The ordinance also changes the definition of a truck to make identifi- cation easier. Our present code defines a truck as ''over one tan capacity'' compared to a vehicle with three or more axles in the new ordinance. The ordinance provides only a few routes where trucks can travel between 6 p.m. and 6 a.m. These are primarily state roads. The new ordinance will legalize some trucks which are not legal now except on truck routes. This is more than offset by the benefits derived. BACKGROUND: The City Commission previously approved an agreement with the Pinellas Suncoast Transit Authority and Clearwater Leasing Partnership for the operation of a trolley on Clearwater Beach. The agreement expires December 14, 1982. Extension of the agreement was to be based on the success of the trolley operation. In 4? months the trolley has had 33,203 passengers, an average of 231 per day. The operating cost (excluding rent of the trolley) was $14,440. The lease rate for the trolley was $1,500/month during the six months trial period. It was expected that the trolley would be provided at no expense following the trial period. Sale of advertis- ing which would make that possible has not materialized. Rather than continuing to rent the trolley, it is recommended that it be purchased for $40,000. If the route is discontinued after one year the resale value'thould be sufficient to make owning more economical than renting. Unappropriated retained earnings of the Parking Fund will be transferred. to the General Fund for this project. BACKGROUND: The City Commission previously approved an agreement with the Pinellas Suncoast Transit Authority and Clearwater Leasing Partnership for the operation of a trolley on Clearwater Beach. The agreement expires December 14, 1482, Extension of the agreement was to be based on the success of the trolley operation. In 4k months the trolley has had 33,203 passengers, an average of 237 per day. The operating cost (excluding rent of the trolley) was $14,440. The lease rate for the trolley was $1,500/month during the six months trial period. It was expected that the trolley would be provided at no expense following the trial period. Sale of advertis- ing which would make that possible has not materialized. Rather than continuing to rent the trolley, it is recommended that it be purchased for $40,000. If the route is discontinued after one year the resale value should be sufficient to make owning more economical than renting. Unappropriated retained earnings of the Parking Fund will be transferred to the General Fund for this project. The first quarter budget review will include: (1) a transfer of $68,800 from the Parking Fund to the General Fund; (2) a transfer of $40,000 from the General Fund to the CIP fund for the equipment acquisition and (3) $38,800 for non-departmental expenditures for the payment of operating costs for the remainder of fiscal 1983. (Section 131.143 (11)) The recommendation for approval is based on the seasonal nature of this application. BACKGROUND; The Motor Pool has a requirement to replace one (1) Jacobsen Model F--20 Mower, City I.D. 1673.5, purchasedin 1973 for the Parks and Recreation Dept. Sealed bids were solicited and the results are attached, The-Motor Pool Superintendent and the Parks and Recreation Facilities Superintendent have evaluated both the Toro unit bid by Wesao- Zaun and the Jacobsen unit bid by De Bra Equipment in actual performance demonstration. The results of their evaluation are as follows: (1) The Toro model has front wheel steering, as opposed to the rear wheel steering on the Jacobsen unit. This causes the Toro to handle and transport more like a truck than a tractor and is easier to drive. (2) The Toro's cutting units are located behind the operator during mowing use and transport use, while the Jacobsen's cutting units are located to the front and sides. This causes the Toro to be the maze desirable to the operator, since: the grass cuttings and dust are not constantly blowing back into him; it provides a much better and, unobstructed view while transporting; and, its design enables the vehicle to "sit the road" better and more safely. (3) The Toro's transport speed is 30 - 35 MPH, while the Jacobsen's is 20 MPH. This time savings will increase productivity. There are also several differences in equipment specifications, however, the primary reasons for selection of Toro over Jacobsen involve operation, performance, handling and transport capability. BACKGROUND: On February 11., 1982, the City entered into an agreement with Neighborly Senior Services, Inc., which provided for the conduct of an energy conservation project for the elderly to commence on January 25, 1982 and terminate on December 31, 1982. The Energy Conservation Proposal attached to the agreement as "Exhibit A" contained the program budget, including administrative costs. The administrative costs projected in that proposal were clearly projected by N.S.S. for a period of nine (9) months rather than the twelve (12) month period covered by the subsequent agreement. It is, therefore, proposed to administratively amend the budget contained in the agreement to permit administrative funding for the three month period from October 1 through December 31, 1982. This rasults in an increase of $3,932 in administrative costs and an equal reduction in the cost of Contracted, Services but maintains the total project cost. at $40,000; the unexpended balance o£ which in the amount of $15,972 remains available. A progress report is attached. The proposed amendment is not expected to reduce the number of persons served due to the reduction in actual average cost per household realized. BACKGROUND: The property is located on the west side of Garden Avenue at the intersection of Maple Street. The area requested for change contains .21 acres M.O.L. The current Land Use Plan classification is Low Density Residential with an RM -8 zoning designation. The request is for a Commercial/Tourist Facilities Land Use Plan classification with CG zoning. The subject property is developed with a concrete building utilized as a church and a parking area. The rear portion of Lot 9 which is not requested for change is developed with a single family house and contains approximately 2,750 square feet in lot area. Plans are to use the subject property commer- cially.
