RECOMMENDATION: City Commission direct the Clerk to give notice and advertise for a public hearing to be held on Tuesday, December 21, 1982 at 5:00 P.M. to consider the issuance of the development order for Park Place, a Development of Regional Impact. O And that the appropriate officials be authorized to execute some. BACKGROUND: A Development of Regional Impact (DRI) called Park Place is proposed by the Metro Development Corporation to be located between Drew Street and Gulf-to- Bay Boulevard, west of Hampton Road. The 89.98 acre parcel was approved for annexation at public hearing on July 15, 1982 subject to several conditions. Several procedures are necessary in order for development of the Park Place project to concur: (1) the Tampa Bay Regional Planning Council must con- clude review under the DRI process, (2) the Board of County Commissioners must approve the transfer'of jurisdiction as part of the annexation process, (.3) the Pinellas Planning Council must approve the requested Land Use Plan amendment in the project area, and (4) the City Commission must direct the issuance of the development order. The Commission is requested to set a special public hearing for considera- tion of the issuance of the development order following the completion of the annexation process. BACKGROUND: A permit application for a 280 square--foot ticket office to be located at the east end of the marina parking lot was submitted to the Building Inspection Department by Captain Phil M. Henderson on September 28, 1982. Section 131.1755(b) of the zoning code provides that a building used or held by private interests may be placed on city-owned property if the use is determined appropriate by the City Commission. The building is considered suitable as an interim facility but, by reason of its size and appearance, not suitable for a permanent structure. Permit applications will-be filed for construction of a more appropriate ticket office space on a dock area at the Captain Anderson slip, with separate ticket booth and office spaces. Should this not be permitted by any of the various regulatory agencies, a scaled down and more appropriate structure will be considered at the existing site. This recommendation has been explained to and accepted by Anderson Bay Cruises and by other commercial tenants of the marina and beach residents who have previously expressed opposition to the ticket office. Captain Henderson has further agreed to have the existing ticket office exterior repainted to conform to the exterior of the marina building. The Building Maintenance Division,'' Electric Motor Shop and Electric Service Division account for the largest share of the total requirement which is estimated at $75,000 -- $100,000 annually. Bid results are attached. The Police Department evaluated all bids and has recommended-using criteria set forth in Chapter 42, Art. I, Sec. 42.01 - that Trina's Cleaning Service and Rainbow Cleaning Service be determined non-responsive bidders for the following reasons: a• Insufficient personnel available to do the work. one or two persons on board, ' with hopes of hiring additional if they get a contract. b. Little or no equipment or supplies available for work. Indications are that they would get some if a contract were awarded. , c. Insufficient experience in cleaning business e.g. less than six months. d. During a personal interview it was evident that bidders would base all or a major portion of their business on the outcome of this bid. There was insufficient clear and convincing evidence that bidders could provide the level of service needed to perform this contract. e. Rainbow had no occupational license. Spectrum Building Services, the next low bidder, is an established business with a good reputation and sufficient personnel, equipment and supplies. In addition, they 'have experience necessary for reliable, quality, long-term performance. The Purchasing Officer, concurs with the Police Department recommendation that Trina's Cleaning Service and Rainbow Cleaning Service bids be rejected on the basis of a non-responsibility determ- ination and that the contract be awarded to the next low bidder, Spectrum Building Services. BACKGROUND: Tile City needs to expand its fuel servicing capability so that all authorized City vehicles and operators have convenient access to fuel regardless of their operating schedule. At the present tino, vehicles working in Northeast Clearwater and outlying'areas must return to the motor pool to refuel. in addition, vehicles parked at and dispatched from the annex must also refuel at the motor pool before starting the work day. Further, emergency vehicles, such as police, fire and on-call service vehicles which operate 24 hours per day, 7 days per week, have no refueling station except for the motor pool. Each of the above situations creates a budget impact of lost manhours, increased personnel costs and-added fuel consumption. A cost benefit analysis conducted in December 1981 concluded that automated refueling at selected locations is the most cost effective solution to this problem. Sealed bids were solicited to purchase two (2) remote automatic fuel dispensing and accounting systems with turn-key installation to be located at the annex and Fire Station #6. One contract will be awarded for the total system to facilitate overall management of site preparation, equipment installation, operation and maintenance. The invitation to bid requested equipment to'meet present needs and to accomodate future expansion such as, adding two (2) sites, controlling access to designated areas, personnel` identification, etc. Planning for future growth, changing economic conditions and changing City service requirements, is considered to be a key factor in evaluating and deciding which system to buy. BACKGROUND: The Zoning Code now requires an applicant for a zoning atlas amendment or annexation of property other than for a single family dwelling or property appraised in excess of $1,000,000 to submit information with the application concerning the service demands that will be placed on public facilities and services, including but not limited to, information on total anticipated population density, traffic volumes, effect on schools, drainage, traffic and utility facilities. If it is determined that impact of the rezoning or annexation of an already developed parcel or a parcel under a threshold of one acre or proposing less than eight units does not warrant the preparation of such information, the City Manager, according to the proposed text change, may waive the information requirements.. Customary home occupations would be considered as a special exception use by theBoard of Adjustment and Appeal on Zoning in each of the districts and regulated by the same criteria as now provided for in Sections 131.066, 131.016 (L) (17) and 131.2057 of the Code of Ordinances. This application has been prepared in response to the direction by the City Commission to provide for customary home occupations in RMH (Mobile Home Park) Districts and based upon inquiries to the Building Department con- cerning home occupations in the office and commercial districts. BACKGROUND: The attached Zoning Atlas amendment has been prepared to pro- vide for an Airport Environs (AE) Overlay District on the Clearwater Zoning .Atlas. The AE designation would be presented in the Zoning Atlas according to the configuration shown as Exhibit 1 of the attachment, providing an over- lay district to the existing zoning designations on property within the AE district area. The perimeter of the AE Overlay District is delineated by an approximately 9;000 radix from the airport runway. Any permits for construction within the area of the AE Overlay District must meet the criteria of the regular zoning district designation on the property as well as the AE restrictions if more ,restrictive than the normal zoning regulations. This amendment to the Zoning Atlas has been prepared in conjunction with the proposed ordinance change which establishes the AE (Airport Environs) Overlay District. The Planning and Zoning Board is scheduled to review the attached proposed Zoning Atlas amendment on October 19, 1982.
