The Tillage rate specified in TRIM Bill notices can not be increased without special mailing; however, the millage rate can be decreased prior to the finalizing ; ?• j; the budget. a;'•, ' The additional one cent sales tax which was enacted by the State Legislature provided an additional, revenue source to municipalities. One-half of the additional tax is to be distributed among cities and counties. It is anticipated that Clearwater will receive approximately $2 million in sales tax revenue. The Legislature intended to provide this additional revenue as a way of reducing property taxes, s ' Based on a complex formula the maximum millage Clearwater is permitted to assess in t ..{ ,.°,. accordance with this new legislation is 4,12 •mills. However, the proposed budget recommends a millage rate of 4.0598. This millage rate represents using 40% of anticipated sales tax revenue for property tax relief. The proposed millage rate of 4.4598 will produce a decrease in property tax collections of 10% or $975,250 in 1982/83 as compared to the prior year (excluding new construction). The attached schedule portrays the effect of the proposed millage on three "average" homes with differing levels of assessed valuation. BACKGROUND: The opening and dedication of Moccasin Lake Park is scheduled for Saturday, August 7, 1982, at 10:00 a.m. Initial park hours will be Tuesday through Friday 9:00 a.m. - 4:00 p.m.; Saturdays from 10:00 a.m. to 6:00 p.m.; and Sundays from 1:00 p.m. to 6:00 p.m. Attached is a memorandum from Mrs. Neva Duncan Tabb (City Naturalist) recommending that admission fees be established for the park. This recommendation results from a series of meetings with employees of other nature parks and from incidents of vandalism that have occurred in the park during the construction process. The establishment of fees will necessitate the hiring of cashiers to receive the fees. For flexibility, rather than one cashier at 40 hours per week, staff feels it desirable to hire three separate part-time cashiers. This will allow coverage in the event of illness, vacation, holidays, weekends, etc. No more than one cashier will be scheduled at a time. The building on site contains a variety of uses. which include a church, two one-room apartments and an area which is currently vacant but for which an occupational license was issued in 1981 for furniture refinishing and repair. The property owner, in an effort to improve the building and to expand the area utilized for business purposes, began renovations to the structure, without a building permit. Once cited by the Building Department, a building permit was issued to allow renovations to the exterior of the building and to the interior for that portion utilized for business purposes with no provision for renovation in that part occupied by a church or the apartment units.
