Property owner throwing grass clippings along the bank rather than bagging it up for trash pick up. Also stacking cut limbs along the ditch rather than placing them up front for Sanita- tion to pick up. These eventually end up in the ditch causing blockages in the ditch or are carried by water down stream to block up a culvert. Trash accumulation is also one of the causes of ditch bank erosion. Again most of the time city forces must remove this debris by hand. 3. Where the ditch is part in the city and part in the county -- Who has the responsibility of cleaning the ditch? If the city cleans its part and the county fails to clean theirs, drainage problems can still exist. 4. Property owner wants ditch beautified and manicured - most property owners refused to maintain the ditch banks or even mow up to the edge of the banks. 5. Property owner fills in ditch - some owners fill in the ditch so they can have more useable property. This relocates the alignment of the ditch usually causing the neighbors' property to erode. 6. Planting foliage along the ditch - this makes it more difficult for the city to clean the ditch. Also the owners claim that their plants and trees have been killed when the ditches are sprayed. Most of time these complaints are not justified. Cost of the chemicals continues to escalates. 7. Where to dispose of debris - limited places to dispose of, cost of hauling, cost of disposing. BACKGROUND: e4uipment da+mtime caused by delays in obtaining vehicle parts; excess- ive telephone, transportation, personnel (lost time) and item costs to repeatedly purchase on a priority or emergency basis; inability to recruit, hire, train and/or retain qualified parts personnel; and increasing paperwork to document each purchase, receipt, issue, audit and payment transaction, caused the staff to look for innovative approaches to acquiring motor vehicle and equirxrfent parts. In 1979, the City contracted with Diversified Auto Parts, Inc., Clearwater, Fl. to establish a Contractor operated Parts Store. The contractor oper- ates on the Motor Pool premises in facilities provided by the City. The contractor purchases and stocks motor vehicle and equipment parts, and he owns them until he "sells" (i.e. issues) therm to the Motor Pool against a vehicle/maintenance work order. The parts are sold at a fixed discount from published list prices or at a fixed service charge over the contractor's invoice cost depending on the type and availability of the part involved. After almost three years of highly successful operation (present contract expires 9--30-82), the staff reccnuends that the "store concept" be continued. Competitive bids were, therefore, solicited for a new, three--year contract to became effective 10-1-82. The results are attached. Bidders responded with a fixed discount to be applied to list prices in published price lists and with a fixed service charge to be applied to actual cost of those parts (distributed, priced and controlled by the original equipment or part manufacturer) for which published price lists are not available. The parts budget for FY 81/82 (actual) and 82/83 (requested) is $440,000. The staff estimates that $160,000 and $240,000 will be spent on price listed parts and non-price listed parts, respectively. After applying the percentages furnished by each bidder to these estimated amounts, including discounts offered for payment of monthly invoices within 10 days, the staff deteradned that the latest responsive and responsible bid was submitted by Contractor Operated Parts System, Inc., Division of Mccotter Motors Inc„ Titusville, Fl. McCotter Motors is a financially stable company currently operating similar parts stores on military installations in the U.S. and abroad. BACKGROUND: In July, 1981 the Clearwater City Commission forwarded the Coastal Zone Man- agement Element for review by outside agencies. The Pinellas County Planning Council held a public hearing on September 16, 1981, and recommended adop- tion of this element after consideration of Planning Council comments (at- tached). Review was also provided by the state and regional planning coun- cil, as well as extensive in-house review.. The Planning and Zoning Board reviewed the plan, and on June 1, 1982, recommended its adoption. Clearwater's Coastal. Zone Management Element provides goals and objectives to guide public and private investment. Specific recommendations are pro- vided on a neighborhood-by-neighborhood basis as a result of an analysis of functional,, environmental and urban design characteristics. The full neigh- borhood analyses are contained in a lengthy appendix, with summary recom- mendations included in the policy document. Included in these recommenda- tions are protection of marine grass beds, enhancement of landscaping of parking areas, increasing traffic capacity on Gulf Boulevard, creation of "pocket parks", retention of existing natural shorelines, and maintenance/ enhancement of water quality. Clearwater's Coastal. Zone Management Element attempts to recognize the inher- ent conflict between urban and environmental interests; it does not require major modifications of existing development patterns. Areas currently developed in low density residential uses are expected to maintain those patterns. Where high density and commercial usages are well established, those patterns are expected to prevail, with suggested modifications to enhance water quality and aesthetics The Coastal Zone Management Element is a mandatory plan element and with the previous nine plan elements which have previously been adopted will constitute the City's Comprehensive Plan. BACKGROUND: The attached proposed ordinance has been prepared to recognize the area with- in which it is essential for safe airport utilization to regulate the height of all structures and trees. The area itself consists of the airport proper and the surrounding land area generally in a 1,975 foot radii from the runway. The ordinance provides definitions, describes height limitations and use restrictions, and administrative procedures necessary for implementation. Although the Airpark is wholly contained within the corporate limits of Clearwater, the property surrounding the Airpark is under both City and Count jurisdiction. Section 333.02 (2) (a) of the Florida Statutes provides that separate jurisdictions may by interlocal agreement adopt, administer and enforce airport zoning regulations applicable to both jurisdictional areas. 'file Legal Department is preparing such an interlocal agreement which proposes that the City be given full power to enforce its airport regulations over unincorporated property. Upon approval of the new Airport Environs Overlay District, the Commission will be asked to adopt such an interlocal agreement to be ratified by the Pinellas County Commission. The Clearwater Executive Airport Authority has reviewed the proposed ordi- nance and recommends that such a measure be adopted. The Planning and Zonin Board at its meeting of June 15, 1982 unanimously recommended approval o the Zoning Ordinance change to add the Airport Environs (AE) Overlay District. The Board expressed some concern over the language proposed in Section 131.2057-5 (1) Regulations Not Retroactive, as it related to the continued nonconforming height of trees. As explained by the Engineering Department, the height of trees that are nonconforming at the time of passage of the Ordinance will be monitored to insure that their nonconformity does not increase. The trees will be cut back to their existing nonconforming height or removed if found to exceed the documented height at the time of Ordinance passage. RECOMMENDATION: City Commission approve the Land Use Plan amendment to Medium Density Resi- dential and the Zoning Atlas Amendment to RNI-16 for Lots 3, 4 & 5 less the S. 39.3 feet, Block G, Boulevard heights, and direct the City Attorney to include this in an ordinance. And that the appropriate officials be authorized to execute some. BACKGROUND: The property is located on the west side of Highland Avenue approximately 170 feet north of Gulf-to-Bay Boulevard. The property is developed with a portion of a motel fronting on Gulf-to-Bay Boulevard and contains 0.3 acres M.O.L. ' The request is fora Land Use Plan amendment to Medium Density Residential and a Zoning Atlas amendment to RM-16 (Medium Density Multi-Family Ilse) District. This property was originally considered by the Commission on May 6, 1982 for change to a commercial category in conjunction with the motel frontage on Gulf-to-Bay Boulevard, However, in order that the commercial zoning be restricted and not permitted to further encroach onto Highland Avenue, the Commission deleted the City initiated request for commercial zoning on this property. The abutting property on the north was reclassified to the medium density category of RM-•16 at that same public hearing as part of the Areawide #9 considerations for rezoning. The same classification is requested for the subject property. The Planning and Zoning Board at its meeting of June 15, 1982 unanimously recommended denial of the change to a Medium Density Residential Land Use Plan classification and RM-16 zoning.
