BACKGROUND: The Clearwater Airpark has a requirement for a navigational aid to assist pilots in flying a proper glide slope to avoid obstructions, principally high trees, on the South end of the Airpark runway. This navigational aid, called a Visual Approach Slope Indicator or a VAST System, is a series of white lights which indicate to an approaching pilot the correct glide slopeto set to avoid on-the-ground obstructions.. The staff•.and the Clearwater Airport Authority have been researching the specifications and nvailability of the VAST system. The current operator at the Airpark (Mr. Rick Emshoff) who is assisting the lessee, has locaited thru the Air Force, a surplus Visual Approach Slope Indicator which will be available from the Avon Park Gunnery Range. The Avon Paris officials have indicated the system would be made available to the City of Clearwater if the City were able to indicate, without delay, that the system would be de- sired by the City. The City Manager has indicated his interest in reply to the Air Force offer. Installation cost for the VAST system, once it is made available to the City, should be less than $5,000. J , l ? The Fair Housing and Equal opportunity Office of HUD has invited the City to apply for $27,000 which is to be used to improve our housing enforcement capabilities as contemplated by that Memorandum. This contribution is intended to result in a complaint processing capability sufficient to enable the City to process housing complaints in future years with a level of HUD support based on direct reimbursement (presently estimated to be $350 to $500 per complaint). The primary objective is-to reduce City costs while retaining attractive landscaping. ` Attached is a letter from Mr. Steven Abrey, Chairman of the Beautification Committee of the Northwood Estates Homeowners Associition, requesting permission for his members to assume the fine trimming of the median area at the entrance to Northwood, located on Landmark Drive at State Road 580. The mowing of this particular median would continue to be performed by City crews, but time consuming trimming, edging, and weeding efforts would be accomplished by the volunteers. BACKGROUND: The Clearwater Marine Science Center aad the City entered into a lease far the Island Estates Waste Water Treatment Plant after its ahaolescettce in 1978. Te lease contained lti terms for the lessee to follow an ambitious schedule for capital improvements on the building. ' Significant modifications have been made to the facility as part of the conversion process; however, the Center has been unable to fully comply with the required improvements due to .lack of sufficient contributed capital. The program being developed appears to be the best use of the facility in the public interest. The shortfall in compliance is directly attributable to the current economic situation and, as the prol;ram is being prosecuted with vigor by the staff and the volunteers, consideration should now be given to precluding a default solely because of the capital improvements requirement. The proposed Addendum requires the Center to maintain its efforts to complete the capital improvement profiram and to demonstrate to the City, upon request, its efforts.
