BACKGROUND: As part of the planned computerization of the City of Clearwater, one phase was to install online cashier terminals in the Utilities Dept. when the manual validators wore out. The validators which were purchased in the early 1960's are no longer working and can not be repaired as no parts are available. These terminals will, in addition to replacing the validators, put the cashiers online to the customer files, allow current posting of payments received by the cashiers, eliminate manual key entry of these payments and assist the cashiers in daily balancing. This application is expected to be up by July, 1982. BACKGROUND: The City is currently constructing 2 large storm water deten- tion areas in the Florida Power right-of-way in an area bounded by Belcher Road to U.S. 19 and Gulf-to-Bay to Brentwood Drive. Two storm water detention ponds are designed to drain this 150-acre area, thereby relieving potential flooding conditions there. The project will require the move of 4 large heavy-duty Florida Power trans- mission pales. Florida Power has agreed to move the poles for a price of $12,586. The work cannot progress further until the poles are moved . To effect the realignment of the power lines and poles, Florida Power requested an authorization from the City to be executed by an appropriate City official. Because Florida Power had scheduled its crew to move the poles starting on April 28th, and required payment of the $12,586 to do so, the authorization was given to pay the amount to Florida Power before-the-fact on an emergency basis. The Florida Power crew could not be made available on any other date unless a minimum months delay in the construction was to occur. The delay would put the completion of the storm detention ponds into the rainy season. For this reason the transaction was handled on an emergency basis. There was no question of competive bids. Florida Power is the only agency capable of moving their lines and poles. Robbins, Executive Vice--Presiden of the Greater Clearwater Chamber of Commerce relative to the above subject. Jack Russell Stadium is available on May 29, 1982, since the Clearwater Bombers are playing out of town on that date. Mr. Robbins' letter contains two requests. First, he requests that all rental fees for the stadium be waived since the purpose of the concert is to raise funds for the 3rd Annual Jazz Holiday to be held in the fall of 1982. The Parks and Recreation Director recommends approval of this request which would involve rental fees of $125.00 for basic rental, $10.00 per hour for Groundskeeper services, and $15.00 per hour for light's, or 10% of gate ticket sales, whichever is greater. However, it is recommended that the request for the concert's sponsor to operate the concessions be denied based on the following reasons. 1. The City has an agreement with a concessionaire, Mr. Mark Robinson, granting Mr. Robinson exclusive rights for all concessions at Jack Russell Stadium. The agreement includes all events at the stadium with the exception of world softball tournaments and for functions where the City feels that it would be in the best interest of the City that no concessions be sold by anyone. However, the agreement does allow for those individuals involved in public functions to sell items that are not in conflict with items being sold by the concessionaire. 2. In accord with the agreement, Mr. Robinson has invested in and owns all of the neceaa cooking, dispensing, and refrigeration equipment located in the concession rooms. He is also responsible for the maintenance of the equipment. 3. If permission was granted for Jazz Holiday to handle the concessions, this would set precedent for other groups who have requeuted the same privilege. 4. The concessionaire (Mr. Robinson) returns 26% of gross sales to the City for the privilege of operating the concessions. 5. Since the Clearwater Bombers softball season is currently in progress, Mr. Robinson [has the concession stand stocked with concession items.
