Repeal resolution R 80-14 as amended and,adopt the following resolution establishing fees to be charged for rental of certain municipal recreation buildings, athletic fields, swimming pools, and Jack Russell Stadium. ? And that the appropriate officials be authorized to execute same, CKGRQUND: The Parks and Recreation Department leases out several facilities to B A public, civic and private groups, as well as individuals, for a variety of activities, includ- ing fund raising, parties, meetings, weddings, athletic events and dances. Tile facilities are made available to the public only during those times not normally scheduled for recrea- tion activities or other City functions. Fees and categories of user groups which are presently in use were established by resolution R 80-14 as amended on February 7, 1980. In many cases these fees do not reflect current costs The attached resolution has been revised so that all direct costs for personnel, utilities, and supplies are recovered. In the past public, civic, church groups have had to pay only ? the hourly charges. This amended resolution would require all public, civic, church groups to be charged hourly rates for the use of facilities. Public, civic and church groups are defined as follows: PUBLIC: Any organization or group providing a public service to the citizens of Clearwater and whose membership to the organization or group is open to the citizens of Clearwater. Activities held in rental buildings will be for promoting the group or to fulfill the service goals set forth by the group. CIVIC Any established recognized civic group, e.g. Rotary, Kiwanis, Optimists Club. CHURCH: Any established recognized church within the community. These categories apply only to Clearwater based groups which are defined as those groups that fall within the Clearwater service area. All other groups or organizations will be treated as private. BACKGROUND: The new Bayfront Pump Station will replace the existing station located adjacent to the Loop Connection to the beach and Pierce Street. The station conveys wastewater flows to the Marshall Street Treatment Facility from the entire beach area, plus a large section of the downtown area. The site for the original pump station, constructed in 1973, was extremely small because of the then existing City Auditorium and therefore two pumps, each capable of handling the peak flow, were installed. Since being placed in operation the station has suffered frequent power outages and over voltage conditions which have,damaged electrical equipment in the station and produced conditions where both pumps could be'out of operation simultaneously, even though 100% standby capacity had been provided. The new station will have four pumps for greater reliability and mechanically cleaned screens to remove rags and debris. The existing standby generator and pump controls will be utilized in the new system. Recommended by the Public Works Department. BACKGROUND: On February 18, 1982 the City Commission approved award of a contract to Wilson-Davis Ford to purchase one (1) 1982 Ford P700 Flat Bed Dui Truck for the Public Service Division at a bid price of $15,999 which was the lowest responsive and responsible bid submitted in response to Invitation to Bid 18-82, On March 29, 1982, a requirement was received from the Gas Division for one (1) truck of the same' specification. Wilson-Davis Ford has agreed to hold their unit bid price of $15,999 to permit purchase of one (1) additional truck. The Purchasing officer recommends that this purchase be processed as an add-on to existing Purchase Order 05704 rather than as a new procurement re-bid for the following reasons: a. 't'here is no assurance that a r' e-bid would result in a lower price. A higher price is likely since delivery would be based on the 1983 model year. b. Reject all bids received on 3--23-82 in response to IPB 35-82, dated 3-2-82, and award a contract to purchase roof repair services from Miramnae of Florida Inc., Kissimmee, Fl. for a lump-sum total price of $7000. I'And that the appropriate officials be authorized to execute some. BACKGROUND: 'Ibe Building Maintenance Division has a requirement to repair the roof at the Water Pollution Control. East Plant. The roof has deteriorated to the point where water puddles on the pump anti breakroom floors during heavy rains. unsolicited proposals to repair the roof using Elasticate, Rhinahide and Firestone roofing materials were re- ceived from Elastic Coating Systeris of Florida; Monroe Co. and Dixie goofing respectively. The staff rejected all proposals because they were not convinced that these materials would hold up on that part of the roof which is subjected to personnel and equipment traffic. Sealed bids were then solicited to purchase repair services using conventional roof repair procedures and material. Bid prices ranged from a low of $9,580 to $23,559.45, including a bid to remove and re-roof the area for $16,496. After technical review of all bids, the staff once again concluded that neither the conventional repair- method nor a complete re-roof (two year guarantee only) would solve the problem. Moreover, bid prices reflected widely differing viewpoints as to correct roof repair procedures and costs. For these reasons the staff recommended that all bids be rejected and that a contract to pur- chase roof repair services be awarde3 to l iranmac of Florida. Miramac proposes to use Miracote material embedded in fiberglass mesh. The staff has used Miracote on other roofs in the City, and it appears to be holding up better than anything so far, at less cost. Miramac of Florida will furnish and install t•li.racote for a total price of $7000. This price is well below any other bids or proposals received plus it includes a five (5) year material and workmanship guarantee. Time Purchasing officer concurs with staff approach to procuring roof repair services and recommme-nds that this purchase be approved under Art. II, Sec. 42-23(5), Code of Ordinlmncos. BACKGROUND: The five Tennis Courts, at the Morningside Recreation Complex, are currently serviced by an unattractive sand and dirt parking lot. This parking lot has received numerous citizen complaints due to its unattractiveness, poor drainage, dust production and roughness. In addition, it is a maintenance and safety problem, as the dirt and sand is continuously either blown, washed or tracked onto the tenuis courts. The accumulation of this dirt and sand, on the courts, contributes to poor footing, a poor playing surface and court deterioration. Although the courts are swept on a regular basis, it is impossible to keep them in top flight condition. The paved parking lot, which is being recommended, will solve the majority of these problems, Funds for this project will come from an existing Capital Improvement Project, designated for this purpose, and from the Special Development Fund. They are as follows: 315-1-21+1 Morningside Parking Lot $10,000.00 Special Development Fund 2,975.35 $12,975.35 The Special Development Fund contains approximately $15,000 of undesignated funds which have been set aside for development of Parks and Recreation areas. Monies come into this account from the 10% Parkland Dedication requirement. A budget amendment increasing the project budget and appropriating the Park Development Fees will be included in the mid year review. BACKGROUND: The procedures and requirements of site plan approval as outlined in Section 131,225 of the Zoning Code are deficient and imprecise. The proposed revisions to the Ordinance describe the intent, application, procedure, design criteria, submission requirements and provisions for as- suring compliance as proposed to be amended. I The attached revision, if approved, will replace the existing site plan 're- view requirements of Section 131.225 of the Zoning Ordinance. The Resource Development Committee at its meeting of February 25, 1982 and April 8, 1982 reviewed the proposed ordinance change and made several sugges- tions for revisions which are incorporated in the attached proposed change. The Planning and Zoning Board continued this item from March 2, 1982 and March 16, 1982 to its meeting of April 6, 1982 in order that concerns ex- pressed by Board members, private developers and RDC members be incorporated into a revised proposal for their consideration. The Board on April 6, 1982 recommended approval, which motion was amended to delete paragraph (F) (2) on impacts and paragraph (F) (9) on compatibility. The motion to amend was defeated by a vote of 3 to 5 and the main motion to approve failed by a vote 4 to 4. A subsequent motion to approve deleting paragraphs (F) (2) and (F) (9) failed by a vote of 2 - b. Pleasure craft docking ('t'ype A), launching ramp sitesaand commercial (Type B) and private marinas (Type C) would be considered for special exception use in PS and CG zones, as well as in RNI-28 (High Density Multi-Family Use) Dis- trict, CTF•-24 (Commercial-Tourist Facilities Use) Distract and CTr-28 (High Density Commercial-Tourist Facilities Use) District zones where marinas are currently permitted as a special exception use. All special exception uses must be approved by the Board of Adjustment and Appeal on zoning. This request was initiated in response to a request by a private property owner desirous of constructing a marina on property currently zoned PS (Pro- fessional Services) District. The Planning and Zoning Hoard at its meeting of April 6, 1982 recommended approval of marinas type A, B and C as a special exception in a CG (General Business) Zoning District; deny the requesi for,inrinas in the PS (Profes- sional Services) Zoning District; and further recommended a mortification to the definition of type A marina to reflect its relation to an upland residen- tial or business office use and occupied only by tenants or owners of that upland use.
