The final results from the intervention Old Tariff Proposed Tariff Final Tariff $181,229.40 $428,961.23 $249,298.20 The Final Tariff includes rates established after the filing of a brief for reconsideration and its success in further reducing the City's telephone bill. The first year's savings from the intervention is $122, 818.28 after the cost of intervention is deducted ($179, 663.03 - $56, 844. 75). It is probable that GTF will not file for another rate increase until next year, the minimum long run savings will be: . 1st year savings $122, 818.28 2nd year savings 179.663. 03 Minimum Savings $302,481.31 Should the major tariff principle established by this intervention be maintained through succeeding rate hearings, then the savings will be substantially greater. All of these funds have been expended or encumbered. The City is required by federal regulations to take all possible steps to meet the housing assistance goals previously adapted and in order to do so, it is necessary to increase the current funding for the rehab program. The $95,000 of additional funding recommended is available from the following projects: 1. South Greenwood Streets (181-9441) - the City is now completing design of the final streets to be paved through this project. The current project balance of $104,571 is more than sufficient to pay all proposed project costs and $50,000 surplus may be transferred to the rehab program. 2. Recreational improvements (181-9461) -'The current budget of $59,000 included projected costs of a restroom facility for Chesapeake Park. The Parks and Recreation Department has recommended that this project be deferred due to the operating costs involved in its maintenance. It is recommended that $25,000 be transferred from this project to the rehab program. 3. The Assessment Grant Project (181-9452) with a current budget of $18,000 contains $10,000 which is surplus to present needs for the current year and which it is recommended be transferred to the rehab program. 4. The balance of $10,000 required is available. in local option and contingency funds (181-9451) which have been reserved for such a purpose. The City has provided $254,000 of CDBG funds to the NLHS revolving high-risks loan fund and last year provided $8,050.00 of administrative funding to the R"IHS. The current year CDBG program approved by the Commission on May 7, 1981 included the allocation of $8;100.00 to fund the NITS Community Worker position. As indicated by the attached request, staff deferred fu y nding; of the salary from public funds pending completion of the NHS fund raising drive. The NHS was not successful in raising; sufficient funds to carry the administrative costs through the current year and has requested City assistance. These funds will be used to reimburse the NHS for personnel, costa of its Community Worker from October 1, 1981 through September 30, 1982. While searching for the source of liquid leaks from a front end loading garbage truck, Garage mechanics discovered that the floor of the body had become separated from the side walls and in some instances was resting on the chassis. Upon inspection of the f other trucks purchased at the same time, it was found that they were all in this con- ;;T 'r dition to a varying degree. As the trucks were a year and a half old, they were out ?,' .. •;2i of warranty. This condition was apparently caused by the hydraulic cylinder which operates the ejection blade being at too great an angle to the floor, causing extreme pressure upon the floor before the blade began its lateral movement. The trucks had Leach bodies and were purchased from the H. F. Mason fguipnent Company *?`; .;:;'.,?.•.; in Lakeland, Florida. A representative of this company, with the Area Representative of Leach, were called in to survey the trouble and the Leach manufacturer agreed to '' i•, `; , :': :_' > ;.; furnish the side rails free of charge. The 6 front end loading garbage trucks involved are half of the City's com mrcial garbage collection fleet and to remove them all from ': -#'` ;.: •,' service would put Sanitation virtually out of the commercial garbage collection busi- ness. It was decided that 4 of the vehicles could be temporarily patched until the :°r'.:'.:,- " , := t`I `r•: total correction could be made, but that 2 of the trucks could not be used until total `5repair was ccnpleted. The removal of 17% of the commercial garbage collection fleet, in addition to normal h" ;t, ? ?,; _ .':i,?; ;- t equipment down for repair, would also place untenable pressure on the commercial garage collection fleet. In view of the emergency that: existed, it was felt that rather than having one vehicle down awaiting the Motor Pool's completion of repairs to the other, that commercial repair of one vehicle would alleviate the situation. BACKGROUND : The Water Pollution Control Division has a requirement to replace two (2) vertical. turbine pumps at its Northeast Plant. Both pumps were originally put into service in 1975 and later overhauled in 1978. One of them is no longer operational, the other one could go out of service at any tame. It is no longer economically feasible to repair either pump. Sealed bids were solicited and the results are attached. After reviewing all bids the Purchasing Officer suspected that Torque-Quip may have made a mistake in bid. The Torque-Quip bid was 40% lower than the next low bid. Moreover, the staff had estimated that both pumps would cost somewhere between $5000-$5000. After contacting Torque-Quip, the Purchasing officer learned that the manufacturer failed to include pricing for the bell housing. Torque-Quip confirmed this in writing and requested that it be allowed to withdraw its bid. BACKGROUND: The City Commission approved a public hearing to be held to receive input concerning docking of the Captain Anderson at the Clearwater Marina'and constructing of additional parking on Clearwater Beach. Attached you have a memorandum from the City Manager with the following three recommendations: 1. City Commission authorize City staff to expand a marina slip for purpose of docking the Captain Anderson in that slid; 2. A license agreement be entered into with the Captain Anderson to - operate out of Clearwater Marina with terms and conditions previously described in agreement (attached), with exceptions that the agreement be on an annual (seasonal) basis and reviewed annually to determine whether the impact of the Captain Anderson is acceptable to other operations in the area; and 3. The staff be authorized to prepare bids and specifications and to advertise for construction of a parking lot adjacent to the Youth Maritime Center as outlined in the background of the memorandum from the City Manager, dated 3/25/82 (attached). * In addition, it is recommended that staff be directed to come back with pertinent cost figures and financing proposals for expansion of the Marina and construction of a parking lot.
