BACKGROUND: Pastor Freitag of the Chapel b the Sea has requested by permission to use the open field located between the Youth Maritime Center building and the tennis courts ' foi church parking on Sunday mornings. He stated that the entrance to the field would be manned by a person from the church so that only church attenders would park there,and they would lock the gate after all of the cars were out. Although staff is very sympathetic to the parking problem of the church, denial of the request is recommended due to the following. 1. The City would be hard pressed to justify why a similar type of usage could not be made for parking for another organization. 2. Businesses around the playfield could request similar usage. 3. Parking spaces are at a premium on weekends during the warm month and problemn could be encountered in keeping beach visitors from parking at the same site. 4. Lf parking was permitted for the church, public and/or other organizations, damage could result to the playfield. Pastor Freitag was advised that staff would recommend against his request, but he was informed that the matter could be scheduled before the City Commission if he so desired. Pastor Freitag responded that he would like for the matter to be considered by the Commission and will be present at the meeting to speak in behalf of his request. The City, the Commission acting as the Community Redevelopment Agency, and the Downtown Development Board are cooperating in a development and administra- tion of a Downtown Streetscape Project and the Coachman Park Bandebell Protect and are accepting donations from public firms toward the corporation of these projects. In order to encourage and reward such contributions, it is recommended that these projects be qualified as Community Development Projects eligible for the tax credit program. In order to qualify, it is required that the local govern- ment indicate by resolution that these projects are consistent with local plans and regulations. RECOMMENDATION! City Commission approve the Land Use Plan amendment to Residential/Office for a portion of DI&B 4-6 and a Zoning Atlas amendment to PS for all of AI&B 4-6, of Sec. 30-28S-16E; and direct the City Attorney to include this in an ordinance. ? And that the appropriate officials be authorized to execute some. BACKGROUND: The property is located on the west side of U.S. 19, north of the U.S. Home ' Building site. The property is vacant and contains 1.8 acres Ti.O.L. The proposed Land Use Plan and zoning amendments were initially a part of the larger area which included properties to the west and south of the subject property acted upon by the City Commission on January 14, 1982, at which time the Commission approved a Land Use Plan amendment to Residential/Office and a Zoning Atlas amendment to PS for the properties to the west and south of AI&B 4-6. On January 21, 1982, tiie City Commission denied a request of the property owner to withdraw this item from consideration. Since this property was included in the initial item forwarded to and acted upon by the Commission for receipt and referral on November 15, 1981, staff proceeded to readvertise post and notify affected property owners to overcome the deficient initial notice, consistent with the original direction of the Commission. The Planning and Zoning Board at its meeting of February 2, 1982 unanimously recommended to deny the Land Use Plan amendment to Residential./Office and the Zoning Atlas amendment to PS. Tlie Roard further recommended that staff initiate a Land Use Plan amendment to Commercial/Tourist facilities for that portion of the tract currently Residential/Office on the Land Use Plan. It is staff's position that the subject property in conjunction with the larger immediate surroundings would be better served by an office-type development as opposed to additional strip commercial use. To insure that no commercial/retail uses would be established at this location, it would be necessary to rezone the property as recommended. BACKGROUND: Article VI, Section 131.223(c)(12) of the Code of Ordinances requires thtit Community Impact Statements (CIS) must contain a section of narrative describ- ing-the natural enviroment and that all items describing soils, vegetation, wildlife, water quality, ecology, and air and noise clutility be prepared by professionals from life sciences, earth sciences or land immagemeiit fields.
