The test is conducted by processing a pre-audited group of ballots so punched as to record a pre-determined number of valid votes for each candidate. BACKGROUND: The State has announced the availability of Community Service Trust Funds to local governments for community service demonstration or research projects. The maximum amount per grant is $18,000. Applications must be postmarked by February 1, 1982, and are scored on ,a point system established by the State. Religious Community Services, Inc. (RCS) and Resident Home Association of Upper Pinellas, Inc. (M A) have requested the City apply for these funds to demonstrate the ability of the proposed nutritional program and semi-independent living program to address locally unmet human service needs. The required matching funds and in-kind contributions will be provided by RCS and RHA. However, the grant terms require the City to certify by resolution that in the event such funds are not forthcoming, the City will provide them. Both agencies have funds available for the matching requirement. The grant, if approved, will fund start-up costs and operation through September 30, 1982. Both agencies anticipate that they will be able to continue operation of both programs without further state grant assistance. The proposed ordinance increases these charges to the customers for some smaller meters and decreases charges to the customers for some larger meters in order to reflect the Water Division's actual costs. Current service charges for gas and water customers'havc been in effect since October 1974. Wage adjustments (46.5 percent increase) and other costs of providing services have increased since that time. The present charge of $10 per hour for one man and a truck is not sufficient to cover the present costs. The proposed ordinace changes the base rate to $10 per one--half hour, increases the fees for some service charges (Service Division), provides for a customer charge if the customer fails to keep a service appointment, and provides a charge for unauthorized use of fire hydrants. IcAnd that the appropriate officials be authorized to execute some. BACKGROUND: For the past several years, the City of Clearwater has been working to improve employee selection processes. The majority of efforts have been directed toward test design and test validation and localized recruitment. Despite significant improvement in the examination process, and concerted efforts in local area recruitment, minority representation within the Police Department still reflects great underutilization. Recent evaluations by the Personnel Department and the Affirmative Action Office indicate that a major problem lies in the lack of interested, qualified minority candidates. This lack of candidates is believed to relate to the reluctance of local citizens to compete for this type of position. According- ly, the goal of the Minority Outreach Recruitment Program is to focus recruit- ment efforts for the position of Police Officer on areas outside of Pinellas County, but within the State of Florida. The basic strategy for this recruit- ment effort involves the use of Recruitment Teams who will visit designated areas within the State and who will provide information about Clearwater and the Police Department and administer the Police Officer written examination on site. Sites chosen for recruitment efforts during the first year of the grant are Orlando, Daytona Beach, Jacksonville, Tallahassee, and Opa Locka (four of these cities have at least one predominately minority college or university). In addition to the cost of travel to the sites, the grant will provide funding for necessary newspaper advertising, posters, brochures, radio commercials and for the in-house development of a slide program on the Clearwater Police Department and the employment process. Activities for the second year of the grant have not yet been determined, subject to evaluation of progress during the first year. The Eckerd Foundation•wil.l contribute $6,250.00 for Fiscal Year 1981-82, and the same amount for Fiscal Year 1982-83. The City will match that contri- bution. BACKGROUND: When the City Commission awarded the lease of the city-owned property located at 56 Causeway Blvd., known as the Howard Johnson lease, on October 15, 1981, to the Howard Johnson Company, staff was instructed to bring back to the Com- mission a lease agreement for its consideration. You will recall that the lease proposed by Howard Johnson Company was not acceptable to staff. Staff has devoted many hours in meetings with representatives of Howard Johnson and in developing lease language that would, hopefully, meet the needs of the City and Howard Johnson, Efforts to date have failed to contain those pro- visions which staff believes should be contained in the document as being in the best interest of the City and at the same time are reasonable. Efforts to meet directly with Mr. Thomas Padulla, Regional Director of Development for Howard Johnson Company have been delayed because of illness of their staff attorney. A meeting has been confirmed for Tuesday, January 12, 1982. It is hoped that at that meeting agreement can be reached on a contract for the Commission's consideration and appropriate action at the Commission Meet- ing of January 14,1982. Any changes in the proposed attached lease will be forwarded to the City Commission prior to the January 14th meeting, including an explanation of the changes. Bids were opened on 6-23-81. The lowest responsive and responsible bid was submitted by Jack Russell oil Co. and was approved by the City Commnission on 7-16--81. A contract was awarded for the period 7-1-81 to 1-31-82. By letter dated 1-11-62, Jack Russell Oil Co. has offered to extend those same bid prices to the City for an additional twelve (12) months, i.e. frcm 2-1--82 to 1--31•-83. Whereas pricing on lubricants has been relatively stable the past six (6) months, the Department of Energy is forecasting a 5 - 6% increase in 1982. The Motor Pool has indicated 100% satisfaction with both product and service provided by Jack Russell Oil Co. The City has benefited greatly by having a supplier who stocks and who can provide same day service on all lubricants required by the City, 'technical assistance has been provided to the City without charge, as necessary to meet the City's operational requirements. And, Union Oil Company products have held up extretoly well under the most severe operating conditions. It is the staff's recommrmndation that the twelve (12) month extension be approved.
