Ward & Assoc, for the sum of $96,426 which is the lowest responsive and responsible bid received in accordance with the plans and specifications; and approve the transfer of $50,000 from the C.I.P. BACKGROUND: Moccasin Lake Nature Park is being developed with the assistance of two separate grant programs. The restroom, picnic shelter, boardwalks, pier, observation platforms and parking lot are being developed under a grant known as the Florida Recreation Development Assistance Program (FRDAP). The interpretative building and energy re- lated items, eg. windmills, solar panels, watertower, etc., are being developed by a grant from the Dept. of Natural Resources in cooperation with the U. S. Dept. of Interior, Heritage Conser- vation & Recreation Services and the Land and Water Conservation Fund, Original estimates for the elements funded by the Land & Water Grant was $87,000; of which 50% or $43,500 are to be funded by the City. Due to several factors the cost for this project has increased and therefore an adjustment to the original estimates are needed. They are as follows: Original Estimates on Current Item Grant Application Estimates Difference - - Building $58,500 $ -96,426 .. + $37,926 Solar & Wind System 26,000 * 311,300 + 8,300 * Architect Fee 2,000 * 6,200 + 4,200 * Clearing 500 0 -- 500 $87,000 $136,926 + $49,926 This $49,926 increase is due to the following factors: (1) Two years of inflation on original estimates, (2) The application and estimates were prepared on very short notice, (3) very conservative estimates, (4) Nature & Energy Center items are very unique and new on the market, thus accurate estimates are difficult to make. The contract for the Interpretive Center building is $96,426 or $37,962 more than what was originally planned for. The $50,000 needed to meet this increase and other energy related in- creases can be met by transferring funds from the Jack Russell Stadium Capital Improvement Pro- ject. The contract for the project at the Stadium was awarded to M & S Quality Painting Co. at $64,100; some $60,900 less than the original estimate of $125,000. Since this project has already been awarded, the remaining funds can be used for other projects, such as this one. The Parks & Recreation Director and Public Works Director concur in this recommendation. Barker, on behalf- of Raintree Village residents, has requested the City to accept the responsibility to maintain streets and sanitary sewer lines within the Raintree Village development. This development is similar to many within the City which received City Commission site plan approval on the basis that all improvements would remain private. These streets have not been constructed to City standards; particularly their width and the backout parking conjoining them. There is not enough room on the property to bring the streets up to standard and provide the required offstreet parking. The City policy regarding sewers allows the City to accept the maintenance for the sewer system if that system is connected to and serving separate project adjacent. Such is not the case with Raintree Village. If the Raintree Village Association were able to devise a design which would bring the interior streets up to City standards, provide appropriate offstreet parking, eliminate backout parking, and still comply with other City codes regarding lot coverage, rights- of-way, etc., then the staff would be more inclined to recommend acceptance and dedication of the streets. Should the City Commission determine it appropriate to accept responsibility for these streets, it would establish a precedent for other private developments with improvements not built to City standards to petition the City for the same assistance. The attached agreement provides for depositing with the escrow agent approximately $185,489 to be used to purchase U.S. Government Bonds that produce interest and principal payments sufficient to meet all debt service requirements on the outstanding $240,000 of parking revenue bonds. The ceiling will never exceed the 1.5% in excess of the 20 "Bond Buyer" Average Yield Index. During 1981, $253,564 of equipment was acquired through lease/purchase with Exchange Leasing, Inc.
