MEMORANDUM TO: iMeetlngDate: 12-17-81 The City Commission of the City of Clearwater SUBJECT: Downtown Core Streetscape Plan RECOMMENDATION: City Commission receive and comment on the model Downtown core Streetscape Plan, as presented by Jan Abell, AIA. ? And that the appropriate officials be authorized to execute some. BACKGROUND: A model sidewalk landscape design has been developed for the 400 Block Cleve- land Street. This design will set the pattern for downtown Cleveland Street particularly from Osceola Avenue to Myrtle Avenue, and out to Cleveland Plaza, in terms of sidewalk landscaping and general street appearance. The design is the result of the consultant agreement authorized by City Commission on October 1, 1981 (Item 10), with financial participation by 400 Block property owners and the Downtown Development Board. The design incorporates comments made by various City departments, the State Department of 'T'ransportation, local business persons, and participants in the public design charrette. After comment by City Commission and by the Downtown Development Board, staff will develop a phased implementation plan and seek financial commitments to begin implementation. BACKGROUND: Staff submitsas per your request at the time of adoption of Ordinance No. 2268-81, an evaluation of performance of the Mobile Home Park Board Ordin- ance for the past nine months and recommendations as to its viability and effectiveness. The Mobile Home Park Board's activity has been minimal for the past nine months. The amendments to the Ordinance which gave the Board greater authority have not been utilized to this date. A total of six people at- tended five Board meetings over a seven month period from April to October. Not until the Board voted (which failed 4-3) to recommend to the City Com- mission that the Ordinance be rescinded, did the Hoard generate any atten- tion to its activities. Twenty-seven individuals attended the Board's November meeting at which three persons expressed their concerns that the Ordinance should not be rescinded. In light of the apparent interest in the Ordinance by residents and Board members at the November Mobile [come Park Board meeting and in the interest of giving the Ordinance every opportunity to succeed, staff recommends that 140, as amended, continue according to the following: The past nine months have been the "off-season" for mobile home residents. Only approximately 40-50 percent of the mobile home residents have resided in the area during the "trial period". Therefore, the majority of the residents have not had an opportunity to use the Board under the amended Ordinance. 2, Staff will work closely with the Board and the residents to establish an avenue of good communications between the two groups so that problems and issues may be brought before the Board, 3. BACKGROUND: Operation PAIL, Inc. is a Residential Treatment Center which has recently relocated outside the City limits of Clearwater. The organization has sponsored teams in the City's Adult Athletic Leagues for several years but, since they are now outside the City limits, they will be required to ray a non-resident fee of $25.00 for each of their players. Currently, all athletic teams pay a team entry fee (basketball - $125.00) plus the fee for each non-resident. The Parks and Recreation Director discussed the waiver request with Mr. Schlossberg and recognizes the value of PAR to the community, their budget restrictions and the therapeutic value of the athletic programs for PAR participants. However, he recommends that the request for waiver be denied in that fees have never been waived for any other teams and chat a precedent would be set. Mr. Schlossberg asked that his request be forwarded to the City Commission for further consideration. "T" head pier on the Clearwater B3yfront immediately south of the Memorial Causeway Drawbridge. The base amount for the pier alone is h51091.0$. Alternate bid No. 2 authorizes the contractor to remove and dispose of the old pier for $3,412.00. Alternate bid No. 1, which would have authorized the contractor to construct a bait stand foundation, is not recommended for award due to conflict with State coastal zone plan criteria. This project has been held in abeyance pending resolution of bottom land ownership and in view of a reverter clause contained in the conveyance thereof relating to permitted usage. This issue has been addressed by the legislative delegation and it appears that the ownership reverter clause is no longer an impediment to construction of the proposed pier. The license agreement i'rith Anderson Day Cruises, Inc., wi-11 not be executed until final legislative approval is granted. The Harbormaster and Director of Public Works concur in this recommendation. O And that the appropriate officials be authorized to execute some, BACKGROUND: The routes of the Northeast to East Interceptor Force Main ,and Alligator Creek Force Mains require extensive testing for moisture and field densities and related data.,, A purchase order was let to Florida Testing Laboratory originally in the amount of $2430.00 to accomplish these tests. The examination of the force main routes. has required much more extensive testing due to unforseen requirements levied by the State of Florida and Pinellas County. The total amount of testing now to be required will be $7500.00. It is not practical to change tasting, laboratories in the middle of the test series. The Department, therefore, desires to continue with Florida Testing Laboratories and increase the original purchase order to an amount not to exceed $7500.00. It is recommended that the Commission approve the increase of the purchase order to the amount requested to avoid project delay and a possible loss of data, resulting in an increased cost. The Director of Purchasing concurs in this recommendation. This contract is eligible for 75% matching funds as part of the E.P.A. G And that the appropriate officials be authorized to execute some. BACKGROUND: The Pinellas County Planning Council is prepared'to award two supplemental planning grants during 1981/82. Awards in a maximum amount of $5675 will be made on a competitive basis for planning or plan implementation projects. Successful applicants will be required to provide a 251 funding match. For a number of years, the construction of a bandshall in Coachman Park has been included in long-range bayfront park plans. It is anticipated that this bandshell would be used by local and regional performing arts groups and would serve as a prime "people place" in downtown Clearwater. The Downtown Devel- opment Board has already pledged to provide $13,000 toward the construction of the facility, and has agreed to help lead fund raising efforts. Because of the sensitive nature of the site, and its prime location,at the gateway to the mainland, it was determined that a design competition would be an appropriate method for selecting the project design. Although design competitions have been an established procedure in other areas, they have not been used in our area as a means of selecting project architects. With the increasing urbanization of Pinellas County, a heightened sense of awareness and sensitivity toward urban design becomes increasingly important. It is expected that this project will serve as a model for Clearwater's sister communities. The grant project will include advertisement in the statewide architectural journal, screening, and judging of entries. It is expected that the design competition will be concluded approximately six nonths.after initiation, and that this procedure will provide fund raisers with a graphic representation of the facility an which to focus their efforts. BACKGROUND: The Public Service Division has a requirement to purchase a vacuum type street sweeper to replace two old sweepers no longer in ser- vice. Sealed bids were solicited and the results are attached. The Motor pool and public service staffs jointly reviewed all bids for compliance with bid specifications. The low bid, submitted by Florida Industrial Equipment, did not meet specifications in several areas. These exceptions to specifications were numerous and substantial enough to adversely affect performance under actual operating conditions on Clearwater streets. The next low bid, submitted by W. W. Williams Co., had no significant exceptions to bid specifications plus it offered dual steering/dual sweeping along with 6" catch basin cleaner capability. B A C KG R O U N D: On October 1, 1981 the City Cain ission approved award of a contract to American Exteriors, Clearwater, Florida pursuant to competitive bids received in response to IFB 86-81, dated 9-1-81. The contract called for furnishing and installing 73 squares of new roofing on the Police Department at $210 per square. The Contractor proposed a new type of roofing, never before used by the City, known as the Monroe Permalast Single Ply membrane system. This job was satisfactorily completed on December 8. While the job was in progress, City staff identified additional areas of the roof which had deteriorated badly. Unless repaired now, these areas will cause problems when spring rains arrive. The staff was favorably impressed with the Monroe Permalast system and re- quested that the Contractor be permitted to repair an additional 43 squares of roof while his crews and equipment are already set up and working. The Contractor submitted a written proposal to do the additional work at $200 per square or $10 less per square than his previous bid. This reduction resulted because the Contractor is already on site. He can save equilpent set up time and pass these savings to the City. Under the circumstances it is not practical, nor would it be in the City's best interest to re--bid this additional work. Moreover, the Monroe Permalast system is presently being installed only by American Exteriors who is certified and warranteed by the Monroe Co. The Purchasing officer reco!meands, therefore, that this procurement be processed for approval as authorized under Title IV, Chapter 42, Art. II, Sec. 92.23(5), Code of Ordinances. O And that the appropriate officials be authorized to execute same. BACKGROUND: The property is located on the south side of Gulf-to-Bay Boulevard and extends to Tampa Bay. The 31.73 net acre site is developed with the Bayview Gardens apartments and Congregational (louse. The Congregational House contains 95 units and the Bayview Gardens apartments contain 306 units. The total net density is 12.64 units per acre. The Congregational I-louse, situated on approximately 1.56 acres has a net density of 60.9 units per acre. Bayview Gardens located on 29.85 acres has a net density of 10.25 units per acre. The request as originally advertised was for a Land Use Plan classification of Medium Density Residential and a zoning designation of RM-12 over the entire property. Staff has met with representatives of the property owners on several occasions to discuss possible alternative proposals which would allow for future property improvements while maintaining the current medium density character of the development. An agreeable solution has not been reached at this time. The Planning and Zoning Board continued this item from its meeting of November 17, 1981 and December 1, 1981, At its meeting of December 15, 1981, the Planning and Zoning Board recommended by a vote of 5 to 2 to approve the DI-12 designation for all of the subject property less that area occupied by Congregational house and the maintenance building on the northern portion of the property. They further recommended that the area for the Congregational. (louse and maintenance building be rezoned to RM-28 with a corresponding High Density Land Use Plan classification. The cbanl;c1 to high Density Residential and RM-28 can not be made without additional notice, advertisement and public hearing. In addition, according to Section 131.084 (b) of the Code of City Ordinances, no new RM-28 district may be created which contains less than four (4) acres. BACKGROUND: The community redevelopment plan for downtown Clearwater has received the necessary approvals from the Board of County Commissioners, the Local Planning Agency, and the Community Redevelopment Agency. This overall plan builds on the study efforts conducted by RTKL in 1977 which resulted in the formulation of Tile Plan for-Downtown Clearwater. The community redevelopment plan proposes certain types of public improvements to facilitate private sector investment in downtown Clearwater. These community redevelopment projects include: a) street and road improvements b) parking system improvements c) utility improvements d) pars: and recreation improvements e) land acquisition/disposition f) code enforcement g) design and amenity improvements ]h) relocation of residents (if necessary) Specific project improvements and expenditures therefor will be approved on a case by case basis as implementation of the plan progresses. In approving the community redevelopment plan, the City has identified potential sources of funding and is making a commitment to participate in the effectuation of these improvements.
