BACKGROUND: In response to a request from concerned citizens, the Clearwater Traffic Engineering Department conducted a survey of children crossing the intersection of Belcher and Nursery Roads while walking to and from school and counted a total of 232 crossings in one day. Based on the high volumes of traffic and the high number of students using the intersection, a recommendation was made to the Police Depart- ment to provide a crossing guard at this location. Establishing an annual contract will simplify ordering and guarantee product availability as needed. it is impossible to obtain competitive sealed bids in this case because the chemical composition of the polymer is unknown. Products represented to be "equivalent" to the Nalco brand could not be verified because the City does not have testing facilities to do so. Moreover, most products in this category require performance testing over a long period of time to determine their suitability. The spectrum monitor is a piece f i li d o spec a ze test equipment designed to examine radio signal parameters critical to communication system performance. It is a diagnostic tool used in troubleshooting F; equipment and isolating problems rapidly. BACKGROUND: The Conminutor at the Water Pollution Control facility Gast Plant is presently inoperable. TI-k-_ eomni.nutor. a Model 25-A Chicago PLaup unit, was first placed in service in 1968. It functions as a large cutting and shredding device, similar to a garbage disposal, to reduce large pieces of raw sewage so it•`can be effectively treated and disposed of. '11w unit will require a ccmplete teardown to determine repairs required to put it in first--class operating condition. Based on repair costs experienced on,similar units, 11. A. Litkenhaus and Associates, Inc. has given the City a price of $8000 to cover actual repairs, plus $6000 to cover removal and reinstallation, plus transportation to and from the repair facility at St. Augustine, Fl. The high cost associated with removal and reinstallation is due to the fact that the unit is in a practically inaccessible location in the middle of the pump room. Unfortunately, the unit was* installed first and the plant expanded later. This expansion created the inaccessibility problem. The staff considered purchasing a new unit rather than rebuilding the old one. However, removal and reinstal- lation costs would be the same, i.e. $6000, and a new unit would cost $21,200 versus $8000 to repair the old one. Several general contractors were contacted to provide cost estimates on removal and reinstallation. None of them wanted the job. R. A. Litkenhaus and Associates, Inc. is the authorized factory service representative for Florida Chicago Pump, the manufacturer. They have agreed to accept full responsibility for a "turn-key" job. The Water Pollution Control staff recaimends acceptance of the R. A. Litkenhaus proposal as being in the best interest of the City. After reviewing all facts, the purchasing officer has•deterdned that it is impractical to solicit sealed bids for this require:irent and recciawnds that it be processed for approval under authority of Art. The 4.0 acre site is developed with the .ti. Clearwater East Sewage Treatment Plant and City and State recreation lands. The Land Use Plan classifications are Public/Semi-Public and Recreation/Open Space. The Planning and Zoning Board at its meeting of November 17, 1981 unanimously ?.. recommended approval of the P zoning designation.
