BACKGROUND: The UTCS software provided by the federal government for the Computerized Traffic Signal System did not include the capability to operate traffic signals of the type which are located along U.S. 19. As a part of the widening which is now underway, the Department of Transportation arranged to replace existing traffic signal equipment with more complicated controllers. Since no controllers of this type were present in the initial computerized signal system, this program- ming was not purchased in the original package. During the planning for this project, the City staff recommended to the Department of Transportation that the programming be provided, Ultimately it was determined that the DOT funds would be spent on the equipment itself and that the City would provide the labor necessary to bring the US 19 signals into the computerized system. This was to make the maximum benefit of the federal and state funds provided. There have also been an increasing number of 'inquiries by individual property owners and community-based organizations interested in foster care, group care, and congregate residential care for populations with special living arrangement needs; as well as by the Pinellas/Pasco Housing Coalition representing an estimated 15,000 residents with special living needs. Amendment No. 1 has been developed to be consistent with the goals of the existing Housing Element, to promote intergovernmental coordination and to eliminate housing discrimination through fair housing practices. Amendment No. 1 recognizes the need for foster homes, group homes, and residential care facilities, notes the residential nature of foster and group care facilities, and provides for an even dispersion throughout the City. An amendment to the Comprehensive Plan must follow the same multiple step adoption process as each of the original elements. Comments must be solicited from the required-reviewing agencies, including the Pinellas Planning Council, the Tampa Bay Regional Planning Council, and the Florida Department of Veteran and Community Affairs.
