BACKGROUND: Labor negotiations over the past several months have culminated in an agreement between the City and the CWA to succeed the existing agreement which expires September 30, 1981. The proposed contract provides for an eight percent wage increase for each of the next two fiscal years, effective October 1 of each year, and a wago reopener in the third fiscal year; an additional floating holiday; increased tool allowance; modification to vacation schedule; increased holiday pay for working Christmas and Thanksgiving and in the third year of the contract also New Year's Day; and for implementation of a revised sick leave policy promulgated by the Personnel Department. The personal service costs included in the proposed 1981 /82 budget represents 10010 of extimated costs at the current rates. While personnel turnover and position vacancies will provide some salary savi,lgs, it is not anticipated that the savings will completely offset the impact of this agreement. The first quarter budget review will include the effect of the collective bargaining agreements, an analysis of the available salary savings and a recommendation on the need to use prior year Surplus Carried Forward to fund the General Fund Operating Budget. American Exteriors submitted the low bid for either a conventional roof with two (2) year guarantee or a "Permalast" roof with ten (10)year guarantee. The Building Maintenance Superintendent evaluated both bids and recommends installation of the "Permalast" roof. The Permalast system incorporates several advances in state-of-the-art roof maintenance. The Permalast roof membranes are more flexible and heat resistant; have greater tensile strength than conventional roof materials; conserve more energy when applied with 1" of insulation; and require less labor to install. if the "Permalast" system proves out on the Police Department Building, it could be the most effective and inexpensive answer to future roof repair/replacement problems. BACKGROUND: On January 16, 1981, an administrative directive was issucd by the City Alanager concerning; the interpretation and application of the provisions in the Zoning; Ordinance for Alobile Home Parks regarding; the replacement or addi- tion of mobile homes in existing mobile home parks. The intent of the direc- tive was to establish an interim policy for replacement or addition of mobile homes until such time that the Ordinance could be revised to provide distin- guishing standards for proposed mobile home parks and for existing parks. The attached application and proposed ordinance cham,,c delincates the defini- tions, permitted uses and development standards as they apply to both'new or expanded mobile home parks and existing; mobile home parks within the RAII-I (Mobile Home Park) District zoning; designation. This proposal as prepared by staff has been reviciaed and received endorsement by representatives of the mobile home park owners in Clearwater. The Planning and Zoning Board at its meeting of September 15, 1981 unanimously voted to continue this item to its meeting of October 6, 1981. BACKGROUND: i Several mobile home parks within the City of Clearwater currently do not have 1 zoning designations or Land Use Plan classifications which accurately repre- sent the current use or proposed use of the properties. According to City # Ordinance, a mobile home park should be zoned RNIH (Mobile Home Park) District on those portions where mobile homes are located and on those portions which I contain facilities servicing the resi dents of the mobile homes. In conjunction with a proposed.
