Bird on May 7, 1981, which outlined several requirements which were in need of being satisfied prior to t}e Heye/Bird property being annexed into the City of Clearwater. One of the requirement was that the owners of the property agroe that as to Tract I and II that on or before sixty (60) days after the final reading of the ordinance annexing the property, they will provide the City a cash sum equal to ten percent (10%) of the value of such land for parks and recreation purposes. Eastern Project Developers, Inc. purchased the property and are bound by the agreement. However, representatives from Eastern Project Developers, Inc. informed staff that they were not able to meet the sixty day deadline and requested an extension. This extension is recommended and will, be accomplished by approving the acceptance of the promissory note. According to the note, $24,990 will be remitted to the City at the time the developers receive the Building Permit for their project, or by January 1, 1982, whichever is sooner. (YACCI) a to include the demolition of the Boy Scout Hut and disposition of certain matters regarding insurance proceeds, lease of the site, and construction of a new building. This recommendation was not approved and the staff was instructed to negotiate an agreement with YACCI which would provide for rehabilitation and scheduled use by :k By Scout Troop 50. ty Based on matters not relating to negotiations with the staff regarding an agreement, i YACCI has informed the City that it will. not be able to rehabilitate the present structure or build a new one. In the Easement Agreement with YACCI, the City required a $25,000 insurance policy on the building. In actuality, YACCI had coverage for $45,000. The total pay-off ($45,000) is being held by the City in an interest-bearing escrow account. On June 18, 1981, the City Commission declared a portion of City Parking Lot #6 as surplus to City needs for the purpose of eventual sale to the Central Pinellas Transit Authority (CPTA). The property is bounded by Park Street, Garden Avenue, and Pierce Street. It contains approximately 37,100 square feet and presently provides 34 long-term metered parking spaces and 44 short-term metered parking spaces. The proposed sale was contingent upon CPTA receiving a grant from the Urban Mass Transit Authority (UMTA) to purchase this site. CPTA has received the grant and the required appraisals have been made and reviewed. In compliance with (UMTA) requirements, the City provided an in-house appraisal which estimated the value of the land in its present physical condition to be $439,300. CPTA hired James Millspaugh and Associates, Inc. for its appraisal. Mr. Millspaugh estimated the value of the property to be $370,000. Glen E. Mc- Cormick Co., Inr.., of St. Petersburg, was thlred by (:PTA as the review appraiser required by UMTA. In his review, Mr. McCormick agreed with both appraisers in their approach to use the Sales Comparison (Market Approach) method for estimating the value. lie also agreed with both appraisers that the present improvements on the property make no significant contribution to the value of the site. Mr. McCormick's review honed in on the difficulty of making a Sales Comparison Approach in this location, par- ticularly, as there have been very limited numbers of transactions in the central business district of Clearwater which inhibit a meaningful indication of value; most of the transactions that have occurred involved Improved land. Mr. McCormick's conclusion based on his best judgment as an MAI appriaser stated a value of $363,600 to be rounded to $365,000. Since Mr. Millspaugh's value estimate is $370,000 and is within 2% of Mr. McCormick's estimate, he concurred with Mr. Mill.spaugh in the estimated value of $370,000 for the site. Executive Director Wilbur P. Barnes of CPTA has agreed to pay the City $370,000 for this property. The construction of a permanent and attractive CPTA bus terminal will help to assure the continuation of Mass 't'ransit service to downtown Clearwater. Proceeds of the sale may be sufficient to replace lost parking spaces in accordance with the overall downtown parking supply and demand characteristics. The Downtown Development Board has endorsed this sale and the ultimate hus terminal contingent on the earmarking; of proceeds for the development of replacement parking; downtown.
