BACKGROUND: In March, 1981 the city staff received direction to proceed with the necessary study efforts preparatory to establishing a redevelopment district in downtown Clearwater. Resolution 81-466 of the Hoard of County Commissioners of Pinellas County delegated certain powers to the City of Clearwater, including the power to declare blighted or slum areas, and the accompanying power necessary for establishment of tine city Commission as the redevelopment agency for downtown Clearwater. City staff, in cooperation with the Downtown Development Board, has conducted extensive research regarding the downtown area, which is defined as having the same boundaries as the downtown taxing district. State enabling legisla- tion included in Chapter 163 F.S. outlines specific factors to be included for consideration when an area is sought to be declared blighted. These in- clude defective or inadequate street layout, faulty lot layout, unsafe or unsanitary conditions, deterioration of site or other improvements,tax de- linquencies, and diversity of ownership or unusual conditions of title. Al- though state law requires a finding to be made in only one or more of these subject areas, factors relating to downtown Clearwater support findings of blight in five of these six subject areas. These findings are supported by data relating to crime and accident rates, property ownership and tax assess= men is . The two accompanying resolutions constitute several necessary,actions which the city must perform if it is to utilize the redevelopment tools authorized by Chapter 163. Resolution 81- accepts the finding of blight for the down- town area, declares the necessity of alleviating blighted conditions, and declares that a community redevelopment agency is necessary to carry out redevelopment activities. Resolution $1- establishes the City Commission as the redevelopment agency and restates the powers delegated to it by the Board of County Commissioners. Subsequent steps toward implementation of the redevelopment agency powers include establishment of the agency by-laws and trust agreement and the adoption of the redevelopment plan. Authorize City staff to request the FAA for a change in traffic pattern so that air traffic will utilize the East side of the runway for both take--off and landings for Runways 33 and 15, to avoid the more densely populated areas to the West of the runway; authorize City staff to construct a Segmented Circle Airport Marker System at the Airpark to enable the change in the traffic pattern per FAA directive. BACKGROUND: The Clearwater Executive Airpark Authority, in their 7/7/81 meeting, passed a motion recommending that the standard traffic pattern at the Clearwater Airpark be changed. Air traffic would land and take-off to the right for Runway,33 and left for Runway 15, thus putting most of the activity over the industrial parts of the City as opposed to the area with the high density of homes and population to the left for Runway 33. The Chief of the ATC Tower at St. Pete/Clearwater Airport attended that meeting and stated then and in a subsequent letter of 7/9/81 that such a change in the, air traffic pattern would be acceptable to the FAA. One major condition would have to be met, however. A Segmented Circle Airport Marker System--a symbol on the ground, generally painted on the runway surface to indicate to pilots that a right-hand traffic pattern was in effect for that airport---would have to be installed. Cost of installation would be less than $500, including material and volunteer labor, according to a Pilot at the meeting. An addi- tional approach aid recommended by the FAA, not absolutely necessary to the change in traffic pattern, would be a Visual Approach Slope Indicator (VASI). The VASI would be used under VFR conditions to provide guidance to aircraft to indicate whether on, above or below glide path. The VASI would help in reducing noise by keeping aircraft on path. The approximate cost for this aid would be about $1,500 according to a source at the meeting. The staff wil continue to investigate the cost and desirability of the VASI together with wind cones and other navigational aids. The Public Works Director has already been in contact with the FAA and State agencies on an informal basis to obtain information on the proper approach patterns and on model airport- zoning ordinances to restrict activities in and near the airport. If authorized, the staff will install the Segmented Circle Marker System and contact the FAA formally to effect the change in the traffic pattern. Since then, the cost of purchasing County water for the Division has risen 72% and will total $1,742,000 for FY 1982. Electricity (+389%) and other supplies have also risen sharply. During the seven years since the last rate increase, the Commission has approved substantial transfers from the Water Division to the Sanitation Division totaling $3,018,062 in the last four years. As of September, 1980, the Water Division, while having a small positive working capital balance, had a cash deficit of $642,000. Based on the projected income statement, 5 year average Capital Improvement costs, historical transfer patterns and no subsidy to Sanitation, a 24% water rate increase is needed.
