In order to comply with Section 2.01 (c)(4) of the City Charter, the staff negotiated an agreement with the owner, George A. BACKGROUND: The recommended fee increases are in line with fees charged at other private and public golf courses of comparable size to Glen Oaks. If approved, they should generate approximately $31,995.50 in additional revenue. The attached chart outlines and compares fees and revenues for 1980/81 with 1981/82. Projected revenues are based on 1980/81 participation figures and do not take into account any new increase in play. Existing and recommended fees are summarized below. Approval of the recommended fees should reduce the subsidy needed from the General Fund to about $33,724.50. All efforts are being expended to maintain the course in good physical condition, to hold the line on expenses, and to make the facility self-sufficient. In 1980/81, the course has an operating budget of $218,807 and total revenue of $152,221, for a shortage of $66,586. Projected for 1981/82 is a reduced operating budget of $217,941 and revenue of $184,216.50, for a shortage of only $33,724.50. BACKGROUND: The Clearwater Shuffleboard and Lawnbowling facilities located at the corner of Calumet and Alternate U.S. 19 have been very popular recreational facilities. Throughout the past years and going back to 1942, the Shuffleboard Club and Lawn Bowls Club have been very instrumental in promoting and developing these two sports in Clearwater. An agreement was signed in 1942 between the City and the Shuffleboard Club concerning the operation of the Shuffleboard courts and the clubhouse located at the old city park presently the site of the City Hall complex. According to the City's records, no formal agreement has ever been made between the City and the Lawn Bowls Club and no current agreement is in effect with the Shuffleboard Club since the old courts no longer exist. The attached agreements clarify the roles and responsibilities of these two clubs and thei relationship to the City. City officials have met with and discussed the terms of the agree- ments with representatives of the Shuffleboard Club and the Lawn Bowls Club. Both organization see the need for such an agreement and support the agreements as submitted. BACKGROUND: In 1977 and 1978 when the City refunded its major bond issues (saving $3,602,619 in future debt service costs), the staff requested proposals from the major municipal bond underwriters active in Florida. After extensive review, W.R. Hough and Co, of St. Petersburg was selected as managing underwriter. The City's success in achieving the savings through the issuance of the refunding bonds was accomplished primarily through the professional expertise of William R. Hough and Co. Since 2978, the City has relied on W.R. Hough and Co. for informal, advice on various matters such as the propriety of interest rates included in lease purchase contracts as compared to more formalized debt offerings. Most recently, W.R. Hough and Co. has acted as underwriter to PACT, Inc, and has contributed considerable time to structuring and restruc- turing PACT's financing concepts. Because of the investment of time necessary to become familiar with existing debt, proposed projects, legal requirements, financial conditions and capacity, it is not wise to change financial advisors frequently. As the City progresses with its plans to investigate tax increment financing, and to issue parking bonds for the PACT facility, it is appropriate to formally retain the services of a financial advisor to assist in these efforts. Staff recommends W.R. Hough and Co. based on the following qualifications: 1. William R. Hough is consistently the largest underwriter of Florida Municipal Bonds successfully competing with both state and national firms on both number of issues and dollar amounts. 2. William R. Hough is familiar with Clearwater's legal requirements, existing debt, proposed projects, financing-capacity, bond attorneys and administrative staff. 3. The fees quoted by William R. Bough and Co. are within established norms used by other qualified firms. 4. The City has been well satisfied with the performance of William R. Hough and Co. in past associations. The attached contract is not exclusive to W.R. Hough and Co. and is subject to cancellation by the City upon 60 days notice, which provides the City with the needed flexibility to accomplish its financing objectives independent from W,R. BACKGROUND: During recent years, traffic engineering organizations have been encouraged to locate traffic signals whose operation are counterproductive in regard to fuel consumption and delays to motorists. In some instances a signal might be placed into flashing operation at night; in other instances the appropriate action might be the removal of the signal. The Traffic Engineering Department has instituted a program to locate those intersections within the City which will fall into one category or the other. The traffic signal at Greenwood, Laura, and Northeast Cleveland was installed as a result of a hearing to relocate northeast Cleveland Street in 1473. The inter- section did not meet the requirements of the Manual on Uniform Traffic Control Devices at that time, and still does not. Motorists an each approach suffer delays which would be unnecessary if the traffic signal did not exist. These delays result in unnecessary consumption of fuel. It presently costs the City approximately $650 per year for electricity to operate this traffic signal. Maintenance costs can run four times that amount. It is recommended by the Traffic Engineer that the signal be removed. The process for this would be to place it in flashing operation for a period of approximately three months to observe any changes in traffic accident activity. BACKGROUND: Each year during budget hearings, the Parks and Recreation Departmen studies current fees and revenues and makes recommendations to the City Commission on fee increases. This year the Parks and Recreation Department recommends the following increases: A. ATHLETIC PROGRAMS 1. Adult Basketball from $100/team to $125/team 2. Adult Softball from $100/team to $125/team 3. Adult Soccer and Football from $75/team to $100/team 4. Adult Co-Ed Softball from $40/team to $75/team 5. Adult Volleyball. from $40/team to $60/team Cost of Personnel required to service these programs has continued to increase, e.g.; Softball Officials from $6.50/game to $8.00/game, Basketball from $8.00/game to $9.00/game. At present, teams are not covering the cost for officials to service the programs. Teams must take more of the financial responsibility for these programs if they are to continue in the present form. Additional revenue to the City from these fee increases will be approximately $5,370. B. TENNIS FEES - McMULLEN COMPLEX 1. Day Fees from $1.25/hr/court to $1.50/hr/court 2. Night Fees from $1.75/hr/court to $2.00/lir/court i Revenues need to increase to help defer more of the operating cost of this specialty facility. The increase of $.25/hr/court will produce $4,667 of additional revenue per year. This increase is well within reason when compared with court fees at similar complexes. C. STREET TREE PROGRA11 Street Tree from $25.00/tree to $35.00/tree Cost to grow and plant a tree that meets specifications of the Street Tree Program (2" to 2k" diameter) is approximately $55/tree. While the City wants to encourage the planting of trees, more of the cost can be covered by the residents who directly benefit from the planting of these trees. Additional revenue would be approximately $4,000. D. SWIMMING-YEARLY PASSES 1. Student Passes $15/year 2. Adult Passes $30/year 3. Family Passes $75/year Season passes are offered in order to give the year-round swimmers a discount on the fee for swimming and to aid staff in administering the swim programs. At present, there are two seasons; Summer, May - September; and {linter, October - April. Yearly passes will further assist staff and the citizens toward realizing a better swim program. The option of yearly passes will give the citzens a 507. discount over buying two separate season passes. BACKGROUND: In June 1979, the City purchased the Winn-Dixie property for $500,000 with revenue from the Downtown Drainage Bond Issue. The primary purpose of acquisition was to secure a large storm water detention area on approximately two acres of the tract which was vacant. The construction of the retention pond has been completed and the remaining property is not required for further drainage improvements. The property proposed as surplus is the remaining; property south of the drainage retention pond excluding a twenty foot strip for access. A map of the property is attached. The Clearwater Housing Authority has secured a fund reservation and tentative site approval for the conventional construction of a fifty (50) unit elderly housing complex on the South 1.41 acres of this site including $180,000 for land acquisition. in addition, the Authority has been authorized by the City to acquire a site for the future construction of elderly housing. Section 2.01(c)(4) of the City's charter provides that "Surplus real property may be sold to another governmental entity without competitive bidding for a price not less than ten percent (106) below the appraised value." Attached is an extract of the appraisal of the property to be sold performed by James M. Millspaugh, M.A.I., which establishes an appraised value of $525,000. The City's Right-of-[day Agent has reviewed the appraisal and believes it to reflect the current value of the remaining land and improvements. City Department Directors have no objection to the proposal. The southern portion of the property is leased to SPARC, Inc., until November 30, 1981. A subsequent sale would be subject to this lease. RECOMMENDATION: City Commission approve the Zoning Atlas amendment to CTF-24 for Lots 102, Block 3 and Lots 1&2, Block 4, North Shore Park Sub.; and direct the City Attorney to include this in an ordinance. ? And that the appropriate officials be authorized to execute some. BACKGROUND: The property is located on the west side of N. Ft.Iiarrison at Lebeau Street and Princess Street. The total acreage is ,57 acres M.O.L. The Land Use Plan classification is Commercial/Tourist Facilities. The request is for C'I'F-24 (Commercial-Tourist Facilities Use) District zoning. The property is developed with a single family residence and a dentist's office. The request is made to.provide a continuous zoning designation along this portion of N. I-t. Harrison. The Planning and Zoning Board at its meeting of June 16, 1981 unanimously recommended approval of the Zoning Atlas amendment to CI'F-24. This is one of several requested changes in the N. Ft.Harrison Rezoning Area.
