Uphold staff decision to oppose the vacation of a utility easement. ® And that the appropriate officials be authorized to execute some. BACKGROUND: Richard D. Pate has petitioned Pinellas County with a request to vacate 5 feet ofa 15-foot utility easement on his southern boundary. Prior to hearing this request, Pinellas County requires letters of "No Objection" from its water system, its sewer system, Florida Pnwer Corporation, General Telephone Company, any other utility which serves the area and any adjacent municipality. The City of Clearwater has an 8-inch sanitary sewer line located in the subject easement and will not be able to maintain the line if the vacation is granted, Mr. Pate is appealing the staff decision which opposes his request. Although, Clearwater allows pool cages to encroach on easements, Pinellas County does not. The Meter !repair Shop runs tests on smaller meters but has no test equipnent for large meters. As meters get older they becoiae ti ' progressively less accurate in recording actual consumption. Actual consumption begins to exceed recorded consumption, hence eustcmers (especially large users) benefit and the City k' ,. loses. Acquisition of a transfer prover will eliminate this problem. Sealed bids were solicited fram several manufacturers of meters and meter proving equipment. Bids were I opened in the Purchasing Office on Moy 21, 1981 and the results are attached. BACKGROUND: The Public Works Department Wang 2200 MVP mini-computer has now reached the point at which an additional 65K memory segment is necessary to accommodate the number of terminals now present in the program for this system. That system presently has 3 terminals operating on it. These are assigned to the Engineering Computer Analyst; the Public Service Division; and the Engineering Division of Public Works. A 4th computer terminal will be received by the Parks Department in July to be used initially for word processing applications. With the addition of the 4th terminal in July, there will develop the require- ment for a doubling of the present memory in the computer. The addition of the memory will prevent the loss of an hour a day by the Engineering Computer Analyst in reconfiguring the system to reassign various parts of the internal memory of the machine to the terminals. The system presently is being; used to support technical engineering applica- tions and word processing applications. It will support, for the future, the development of lift station and sewer records, a streets inventory and various other technical and Administrative applications. Additionally, one more terminal is planned to be purchased for the system for Administrative purposes and will bring the total of terminals on the system to 5. This expansion cannot be accommodated adequately with the present system limited to 64K of memory. The only memory addition available is through the Wang Corporation which is o the State GSA bid list. The funds are presently available within the budget of the Public Service Divison of the Public Works Department. Ideally, the enhancement should be procured to accommodate the arrival of the Parks and Recreation computer terminal by mid-'July. J3 And that the appropriate officials be authorized to execute same. { i 5 BACKGROUND: On June 4, 1981, the City Commission authorized a Public Hearing to declare the subject property surplus to City needs and instructed the City Manager to proceed with negotiations to sell it to Central Pinellas Transit Authority (.CPTA), This property is bounded by Park Street, Carden Avenue, and Pierce Street -- and contains approximately 37,100 sq. ft. This parking lot currently provides 34 Yong term metered parking spaces, and k4 short term spaces, paid for by the Downtown Development Board. In preliminary discussions with MITA, CPTA has been advised that the Federal government will pay 80% of the costs of acquiring this property and developing an improved bus terminal including office space, public restrooms, more adequate and safer staging area for buses, and attractive landscaping. Staff believes that the construction of a permanent and attractive CPTA bus terminal will help to assure mass transit service to downtown Clearwater. Additionally, staff believes that the proceeds of the sale will be sufficient to replace the lost parking spaces in accordance with overall downtown parking supply and demand characteristics.
