BACKGROUND: As indicated in the accompanying staff report, Anderson Bay Cruises, Inc., proposes to locate a 100 foot Dinner Cruise Vessel, currently under construction, in Clearwater. Parking limitations preclude locating the Vessel at Clearwater Marina. Staff recommends appropriation of $76, 000 in the current Capital Improvements Budget for removal of the old Bayfront Bait Pier and replacement with a 200 root 'I" pier at a total cost of $76,000. Staff further recommends authorization of a conditional lease agreement whereby Anderson Bay Cruises, Inc., would pay the city $20,000 upon construdtion of the pier plus $6,000 per year for a period of 10 years, or a total of $80,000 for non-exclusive, seasonal use of a portion of the pier as a mooring for the Dinner Cruise Vessel. As a result of its adoption, numerous areas throughout the City were classified under the Land Use Plan in a manner which conflicted with the previously established Zoning Atlas designations assigned f to the properties. With the division of the City into twenty-five (25) areas of consideration, the City Commission began reconciling the Zoning Atlas and Land Use Plan with the - Mid-Beach Rezoning, Priority Area No. 1, and have continued through Priority Area No. 5, Sand Key. The North Ft. Harrison Avenue area, Priority Area No. 6, is scheduled to be submitted in the near future. At the Commission's direction, the staff has reviewed the previously agreed upor f. prioritized schedule for reconciling the Zoning Atlas and Land Use Plan. BACKGROUND: The Motor Pool has a requirement to purchase maintenance and repair services on one (1) Pitmann Bucket Truck Vehicle No. 1671.306. The truck was purchased in 1976 for $30,000 and, aside from routine maintenance, has not had a complete condition inspection by an authorized service center. Such an inspection is necessary it order to extend the useful life of the truck and to prepare it for OSHA c,:rtification. J and J Cranes, Clearwater, F1. was selected for the condition inspec- tion and estimating due to their past experience on this type of equipment; thoroughness; reliability and reasonable past pricing policies. A detailed' estimate of parts and labor was prepared and submitted bothe Motor Pool Superintendent for technical evaluation. He concurs with the work to be performed as identified by J and J Cranes Inc. and recommends proceeding with contract award. G And that the appropriate officials be authorized to execute s(3me, BACKGROUND: Ms. Cynthia Nash, Chairperson of the Beautification Council of the Create Clearwater Chamber of Commerce, made a presentation to our Parks and Recreation Board regarding a "Tree Thoughts" program. Basically, the program would include the following: 1. Publicity would be released by the Chamber of Commerce and citizens would be invited to participate in a "Tree Thoughts" program whereby they could purchase and have planted a tree in commemoration of a special event. 2. Individuals would not purchase one particular tree, rather, their money would go toward the cost of tale entire group of trees. By identifying the event with many trees rather than one, an individual would not have the opportunity to become distressed if the tree failed. 3. Special events might include a graduation, marriage, birth, anniversary, promotion, expression of love, or memory of a loved one who has passed away. 4. Forty citizens, or forty trees could be accommodated in this first "Tree Thoughts" program. The forty trees would be planted in two rows on each side of the sidewalk leading from Cleveland Street to the lake at Crest Lake Park. This particular entry to the park is relatively barren at the present time. 5. In front of or adjacent to the group of trees will be erected a bronze plaque depicting the donor and/or the occasion. The plaque will be approximately 24 inches by 18 inches in size. 6. The Chamber of Commerce will be responsible for the promotion and coordination of the program. After receiving orders and cash to cover costs from individuals, the plaque would be ordered and the planting of the forty trees would be scheduled. Each of the partic- ipating forty citizens would pay $50 to cover the cost of the tree and its planting, and an additional sum to defray the cost of having their name placed on the plaque. Since all trees and planting will be provided by the City, the tree related money will be turned over to the City. This should approximate $2,000. or $50 x Forty citizens/trees. The Parks and Recreation Board, at their regular meeting of March 23, 1981, approved the program as presented by Ms. Nash but recommended that citizens be required to pay for the entire cost of a tree and its planting, and that the nrogram fit in with the ovwrall site plan of "Crest Lake Park. A Letter from Ms. Nash and a description of the program is attached. Also attached is a copy of a newspaper article entitled "Recreation Report" which was prepared by the National League of Cities and published in the March 16, 1981 edition of the "Nation's Cities Veekly" newspaper. The article describes gift catalogs that are being prepared and used by various cities as methods of financing recreation programs and specifically mentions a tree program now underway in Champaign, Illinois, where residents are encouraged to make donations for local narks. The program suggests gifts with a personal association: a tree to celebrate the birth of a child; playground equipment to celebrate the child's birthday; a fountain as a memorial; etc. The "Tree Thoughts" program proposed by our Chamber Is new to Clearwater but, if approved and successful, it could lead to other programs whereby citizens could contribute and feel a part of other worthwhile park projects.
