BACKGROUND: The use of validated examinations is required by the City's Personnel Ordinance and by the 3200 Uniform Guidelines for Selection Procedures. This means that tests must be proven to be job related and be real predictors of job performance. Test validation work is very complex and time consuming. The staff of the Personnel Department has been able to make very little progress in test validation without outside assistance and cooperation. During 1979 and 1980, the City received and administered an Intergovernmental Personnel Act Grant to fund a Tampa Say Intergovernmental Test Validation Project. This was a consortium project including the cities of Clearwater, St. Petersburg, Tampa, and the counties of Hillsborough and Pinellas. The purpose of the project was to develop valid employee selection tests and reduce costs by sharing work products and where appropriate developing common selection tests. The governments were assisted by Industrial/ Organizational Psychologists from the University of South Florida. This project has'been very successful resulting in new validated examinations for Police Officer, Firefighter, Clerk Typist I, Clerk Typist II, Equipment Operator series, Police and Fire promotional tests, Police. Chief Assessment Center, etc. By working on a cooperativ basis with the other governments and relying heavily on staff development, the City has been able to develop many more valid tests than it could not have done alone. A Federal Grant was applied for to continue the project for 1981. This Grant was not received due to cutbacks in the IPA Program. The local governments have agreed to continue the project on a scaled down basis using local funds. The City of Largo has asked to participate on a limited basis. During 1981, the project will focus on meeting the needs of each government as well as continue work on joint testa for the Account Clerk series, Water Pollution Control entry positions, supervisory jobs, and skilled trades jobs. The consultants will also continue The City's share on this project will be charged to Personnel Department Professional Services.
