BACKGROUND: The present agreement with the Clearwater NHS provides for the making of variable interest rate housing rehabilitation loans from the Revolving Loan Fund to borrowers who have been unsuccessful in securing conventional financing. However, the City currently makes fixed rate 3% rehab loans to income qualifying owner-occupants within the NHS neighborhood resulting in a duplication of effort and time-consuming cross referral of applicants. The MIS has requested permission to make such fixed rate rehab loans within its neighborhood. The approval of this request would result in less confusion to area homeowners and more prompt rehab service. It would permit the NHS to fully service those area residents qualifying for rehab assistance. The MIS has found that in many instances owners in need of rehab assistance have received approval from commercial lending institutions for rehab financing (thus not qualifying for NHS assistance) but are unable to afford the loan payments required by the increasing interest rates now in effect. The Interest Reduction Loan Program described in the attachments is intended to address this problem. It is proposed that persons with incomes tip to 120% of area median income who have received approval for conventional financing may receive NHS assistance in the form of a loan for up to 50% of the rehab cost at an interest rate which when combined with the conventional financing will result in a net interest cost to the borrower of 10% per annum. Such a program will provide the moderate income, credit-worthy borrower with an affordable means to rehabilitate and preserve their residential structures. During the renovation of this space, a chemical was spilled into the carpet which caused an offensive odor making this space unusable. The source of the odor has finally been identified and alleviated. The Harbormaster recommends a three month waiver of rent to compensate Mr. Hansom for the inconvenience caused by the City's failure to locate and resolve this problem. BACKGROUND.' The purpose of the request is to provide new definitions for building coverage and impermeable lot coverage and to regulate as is appropri- ate within the City's zoning districts. The Planning and Zoning Board at its meeting of November 4, 1980, unanimously recommended approval of the text changes with instructions to staff to clarify the method of calculating water surface in determining building and impermeable lot coverage and to include lot coverage standards for 1'D (Planned Development) districts. The staff recommendations for changes to the proposal are as follows: Article TI: Definitions (10A)... expressed as a percentage of total let area the net land area of the lot (37A)... expresses as a percentage of total let area the net land area of the lot Summary Outline Add: Zoning District Building Coverage Impermeable Lot Coverage RPD 40 65 Rec.PD 25 45 CPD/1PIl 5o 75 The recommended changes to the definitions would serve to eliminate existing or proposed standing bodies of water from the calculation, thus applying the percentage to the land area only.
