BACKGROUND: As a part of its sewer maintenance program, the Public Service Division has a requirement to acquire an additional piece of equipment to control root growth in and around sewer lines. The Public Works Director has identified the Model SKU Skidmount Sanafoam Vaporooter, manufactured by Airrigation Engineering Company, Carmel Valley, Calif. to satisfy this requirement. The Vaporooter uses a registered chemical manufactured only by the Stauffer Chemical Co. and sold exclusively through Airrigation Engineering Co., Inc. The Vaporooter injects foam into the sewer lines which kills interior root growth and retards exterior root growth an additional six inches for two or more years. The foam can also be used in the lift stations to protect motors and pumps. The end result to the City is lower sewer maintenance and repair cost with less sewer downtime. Tree root infiltration is already an ever increasing problem in Clearwater and the prognosis is grim unless equipment is purchased soon. The Vaporooter is now in use in St. Petersburg, Fla.; Los Angeles, CA; Sacramento, CA; and other U.S. cities. It is far superior to other traditional root machines which mechanically cut only those roots inside the sewer lines. Cutting accelerarps root growth, making a bad problem worse. The Vaporooter is manufactured by Airrigation Engineering ,vho maintains exclusive rights to distribution of both equipment and foam chemical in Florida. We are not aware of similar equipment currently in manufacture or available in the United States. Therefore, the Purchasing Officer recommends that the bidding requirements be dispensed with in this case as authorized by exception (2), Sec. 15A-10 Code of Ordinances. BACKGROUND: A Capital Improvement Project entitled Mandalay Marina Recreation Complex was approved by the City Commission in 1975. Since that time various elements of the project have been completed such as two tennis courts, soccer field, renovation of the Youth Maritime Center and beautification of the Mandalay Marina site. The Clearwater Beach Association and City Recreation staff want to proceed with completion of the project by purchasing playground equipment. A large Play Center is required and it will be the focal point for the new playground south of the tennis courts. The playground area will be fenced in after the Play Center is purchased. It is impossible to draft a set of competitive specifications to obtain sealed bids on playground equipment because each piece of equipment has a uniquely creative design and is constructed with different features and materials. As a practical matter, therefore, playground equipment is selected for purchase on the basis of design rather than price competition. In this instance equipment of three (3) other major manufacturers, i.e. Big Toys, Quality Industries and Game Time, Inc. were evaluated. From a safety, maintenance, and creative play standpoint, the Recreation staff felt that the Natureville IX by Miracle Recreation Equipment Co, was the best buy. It has been extended several times, butthis is the first year it went for competitive bids. Three (3) contractors expressed interest in bidding and they were solicited on March 24, 19801. The results of their hi.ds, opened on April 22, 1980, are recorded on the attached abstract. In this instance award will be made to the high bidder since the resulting contract produces revenue for the City. The high laid submitted by John M. Meeks, Inc. was evaluated by Police Department personnel for compliance with bid specifications. The property to be used for impound vehicle storage was surveyed, as was the equipment to he used for towing. Both were considered satisfactory and evaluated as such by the Police Department. The Purchasing officer discussed contract pricing with dir. Sleeks to make certain that he had not overestimated the revenue generating potential of this contract. Police Department records show that the monthly average impound is fifty-two (52) vehicles. ?decks estimated a minimum monthly gross income as follows: a. Towing (50 cars 0 $30.00 ea.) $1500.00 b. BACKGROUND: Tice Clearwater Library Director has received a request from Williams-Johnson, Inc., Contractors for the current Library construction effort, to reduce the retainage in their contract with the City. As part of the contract negotiated between Williams-Johnson, Inc., and the City of Clearwater in August of 1979, all payments made to the contractor were subject to a 10% retainage, pending successful completion of the project. Although a reduction in retainage during the construction period is not a usual occurrence in City construction projects, the Library construction effort has been an unusual project. Library staff and services have taken beneficial occupancy of approximately 80% of the total projected construction effort. Further, approximately 83%, or $961,425.00, of the contract sum ($1,163,051.75) had been paid to the contractor as of tJay 1, 1980. Finally, the contractor has been fully cooperative and actively helpful to both Library and City staff, making considerable allowances and tailoring his construction methods to keep the Library fully operational and maintaining an atmosphere conducive to the delivery of library services throughout the construction period. lie has also honored all commitments he has made to the City to date. 'File fiscal implications of these plans are also considered. Outside review requires a minimum of 160 days. M And that the approprioie officials be authorized to execute some. BACKGROUND: The Emergency Access Road on Memorial Causeway is now under construction. City forces, in conjunction with contractor material suppliers and equipment rental agencies are now in•the process of spreading material and grading it in preparation for the double surface coating to be applied to the roadway. Some construction materials such as marl, a mixture of clay and shell, is in very short supply. When supplies of this material are available, usually through a single source, the City acquires it. The Marl in question, 1500 yards of it, is to be used as a subgrade to which the surface treatment will be applied on the Memorial Causeway access road. The C. E. Pierce Company has been determined to be the only company that has sufficient supply of Marl in hand to enable the completion of the access road.- A price of $ 5.75 per yard, delivered, has been quoted to the City. To enable the city to secure the supply, the City Manager authorized the procurement of approximately 800 yards on Friday, 30 May for a total cost of $ 4000. The project will require 1500 yards of Marl and the procurement of a balance of 700 yards will push the total purchase above the $ 5,000.00 procurement limitation. As the Marl is a scarce construction material item, obtainable only from a single source, the staff is approaching the Commission for approval to go ahead and purchase the balance of the Marl from the C. E. Pierce Company, for a price of $ 5.75 per yard. BACKGROUND: This change order has been prepared to incorporate into the contract documents all changes which have occurred to the project by the issuance of engineering orders to the contractor and claims by the contractor for additional costs incurred. In addition the contractor has requested payment of retainage for this project. The project has been in service since late July, 1978, providing good secondary treatment plus nitrification. After the project was in full operation the contract calls for the cleaning of the primary digester and replacement of Perth gas system equipment. This work was completed and tested in mid 1979, but not placed in service because it was found that work was required on the primary digester floating cover & gas holder, and internal process piping. A separate contract was awarded for this work. Thera is some corrective work required of the contractor which is tabulated and recorded on a tentative certificate of substantial completion made part of this change order.
