Y : The City Commission of the City of Clearwater S U B J E C T: REHABILITATION LOAN PROGRAM AMENDMENTS RECOMMENDATION: Approve an increase in the maximum amount of loans and advances; change the rate of advance reduction to $1,500 per year; include owner-occupied mobile homes within the advance program with a maximum of $1,500 per unit; and, establish revised income limits for eligibility as set forth below. ? And that the appropriate officials be authorized to execute some. BACKGROUND: The present limit on loans and advances approved May 17, 1979 is $12,000 and $9,000 respect- ively. Because of increased material and labor costs and in order to be able to perform all required rehabilitation work including insulation and other energy saving innovations as appropriate, it is recommended that the maximum amount of loans and advances be increased to $16,000 and $12,000 respectively. The present advance program provides that a lien shall be filed against the improved property for the amount of the grant. This lien shall be without interest and shall reduce or be forgiven at the rate of 20% per year conditioned upon the maintenance and occupancy of the premises by. the grantee. Concurrent with the increase in advance amounts it is recommended that a level rate of reduction or forgiveness be established at $1,500 per year. This extends the maximum lien period from five to eight years and in the case of small advances substantially reduces the term of the lien. The present program does not permit rehabilitation of mobile homes. There are approximately "• 2,947 mobile homes within the City of Clearwater, most of which are owned and occupied by elderly persons with limited incomes. The Clearwater Minimum Housing Code is not applicable to these residences. There is a need to furnish rehabilitation program benefits to this segment of Clearwater's residents. Since most required repairs to the older mobile homes are minor in nature and in view of the moveable nature of the units, it is recommended that i . owner-occupants of mobile homes be included within the Rehabilitation Loan Program subject to the following conditions: 1) the unit must require repair to meet the standards of Minimum Housing applicable to permanent structures; 2) the applicant must own and occupy the : . motile home; 3) the maximum amount of an advance or loan shall be $1,500; 4) a loan shall be repaid over a maximum period of 5 years and shall be evidenced by an unsecured promissory ;. note; 5) an advance shall be evidenced by an unsecured note conditional upon continued occupancy for one year. :•?'-Present income limits for eligibility were established on January 14, 1978 and were then ?• intended to reflect limits equal to 80% of median income for loan eligibility and 50% for advances. Median income for the area has been increasing and it is recommended that the present limits be increased to correspond with new median income data recently furnished by ' the U.S. Department of Housing & Urban Development. Negotiate a price for 37,83 MOL acres of land, known as the Iley-•Ruppel property, for a softball complex. 2. Negotiate a price for 13.17 S10L acres of property owned by George Hunt, for soccer field complex. 3. Investigate the possibility of using Chesapeake Villas land for recreational develop- ment. Mr. Ruppel and Mr. Iley have set a price of $700,000 for their property, upon which the City originally proposed to develop a 4-field softball complex =d a nature/passive park. However, in consideration of demands for additional soccer facilities, with the removal o- trees,and with appropriate grading, three (3) soccer fields could be constructed between the softball fields and the nature/passive park area. Therefore, staff proposes the following justifications of its recommendation to purchase the Iley-Ruppel property. 1. The tract could accommodate a 4-field softball complex and a 3-field soccer complex. 2 The purchase price has been reduced from $756,600 ($20,000 an acre) to $700,000 ($18,503 an acre. ) 3. Three years ago in 1977,the property was appraised at $770,000 by Clifton -2. Erickson, MAI, SLOP. 4. A 7-acre M0L piece of property located approximately 1/4 mile to the :forth of the Iley-Ruppel tract sold six months ago for approximately $25,000 an acre. 5. City Right-of-Tray Agent, Nola Seher, has valued the Iley-3uppel property at 53x,000 ± per acre. 6. By purchasing the tract, the City will not only gain valuable recreational land for softball and soccer fields, but will-also-gain an additional 20 feet of ROW on Drew Street extended, and additional Row on McN4111en Booth Road. Ten percent (10%) of the purchase price will be paid in cash to the sellers upon execution of the attached agreement. The balance of $630,000 will be paid in cash upon closing, which shall be on or before May 31, 1980. BACKGROUND: Fallowing; meetings of the 14eighhorhood Advisory Committee and staff meetings in each of the Neighborhood Strategy Areas, the City Commission held a further public hearing on April 3, 1980 to receive citizen proposals and comment for the 6th year Community Development Block Grant Program. There was further Commission and staff discussion at the Commission Work Session on April 14, 1980. The CDRG application must be submitted to TBRPC and the Florida Division of State Planning; for review and comment by May 31, 1989. This public hearing is intended to present a forum for interested citizens to provide further input to the application development process. Following; the hearing the Commission is requested to select projects and activities to be included in the application. A final public hearing has been scheduled for 12:30 p.m. on t•fav 15, 1980 to receive public comment on the proposed application following; which the final application is to be adopted and approved. It is anticipated that the 6th year program budget will total $1,302,000, made up of $989,000 of 6th year entitlement funds; $23,000 of program income during; the 6th year being anticipated principal and interest payments secured by the Rehabilitation Loan Program revolving loan fund; and, $290,U00 of "rollover" funding; from the current year 0190,X14) of funds reserved for C11A land acquisition and $100,000 of funds now budgeted for swimming pool land acquisition. This budget total assumes the federal budget will not require a decrease in entitlement funds. It also assumes that neither current land acquisition activity will he completed by September 30, 1980. There are certain preprogrammed or continuing activities which require funding for the sixth year. Recognizing; the continuing need for effective program administration and in concurrence with citizen recommendations and HUD comments and recommendations, the amount of $55,000 will be required for administration of the 6th year program.
