An oral history project recording Clearwater pioneers has been developed in cooperation with the human Resources Institute of the University of South Florida. This project is endorsed by the Clearwater historic Committee, the Clearwater Historical Society, and the Volunteers In Preservation.. By action of the Board of Directors, the Clearwater Historical Society has designated $2,500 in support of this project, as one of their highest priority projects for 1980. Notice of award by the Florida Endowment for the Humanities would be by the end of t4ay and projected completion by the end of September, 1980. BACKGROUND: On August 16, 1979, the City Commission authorized a contract with Ralph Burke Associates for a two phase study on parking needs in downtown Clearwater. Phase I has been completed and a draft report has been distributed to the City Commission. It is now requested that authorization be granted to proceed with Phase II. Phase II consists of identification and evaluation of potential garage sites, development of a parking plan, configuration of multi-level facilities, construction and operating cost analyses, income estimates, financial feasibility, and methods of financing. The conclusions of Phase I of the study indicate that a garage presently is not needed. However, the City is considering a new zoning proposal for downtown which, if adopted, will result in substan- tial changes in the information obtained in Phase I. Information and recommendations resulting from Phase II of the study are expected to have a significant influence on the staff's position in regard to the new ordinance. It is proposed to introduce two or three hypothetical developments as the basis for site selection for a parking garage. The Phase II study results can then be applied to the new ordinance to assist in determinir-a such items as the appropriate distance to be used for computation of spaces available in ,proximity to the site of a development, the cost to be charged to the developer in lieu of construction of his own facilities, and annual operating costs. With this information the City will be better able to evaluate its position relative to financial participation in providing more off-street parking. Phase II was budgeted to cost g19,OnO.
