I COMMWITY DSV'ELOPME4T STAFF VIEWS By adopting the three year program approved by the City Commission last year, Clearwater is on record with the Department of Housing and Urban Development `.' that we will address the needs that were identified in that program. Based ` on citizen comment, the adopted three year plan is generally approved in the areas that it serves. The Neighborhood Advisory Committee has consistently supported the plan. ;. During citizen input to develop this years plan, many worthy requests were received. There will always be requests for more projects and assistance ?. than can be funded with the grant allocation. The problem is one of addressing ?'.;.?. the greatest need as perceived, and at the same time providing some assistance -' in each of the three target areas. `•? The activity that we believe should receive top priority is that relating to housing. The housing Rehabilitation Program should be continued, and the policies governing it modified to provide the tools necessary to deal, with " situations presently beyond help. Example: 1) We have a Coum:cesy Inspection ;.' ti3 Program implemented by the Minimum Housing Division of the Building Department. We, by past policy, do not implement the Code Enforcement procedure that is needed at times to obtain action. 2) When a house is found to be too bad to rehabilitate, we don't at present have a "relocation" program that would permit us to demolish the structure aad replace it on the owner's lot with a new home. Other cities have such a program. 3) Mobile homes are not included .'.,.. under either our Code Inspection Program or our Rehabilitation Program. We iy have received a request from an elderly man on fixed income who needed his roof repaired - at present we cannot offer assistance. In an area related to the housing problem, we support the modification of the .` boundaries of the North Greenwood Neighborhood Strategy Area to incorporate Y "Quest Inn" which is located on the east side of North Ft. Harrison Avenue, and certain other areas shown on the attached map. BACKGROUND: On April 3, 1380, the HUO Area Office notified the City that it had received a preliminary proposal from Clearwater Associates to develop Section 8 New Construction housing consisting of 89, two and three-bedroom, units for families to be located on North Keene Road (see attached location map). The City has until May 3, 1980 to object to the proposal on the grounds that it is inconsistent with our Local Housing Assistance Plan as approved by HUD and to provide any Information or comment which is relevant to HUD's consideration of the proposal. The present proposal is to construct 69 two-bedroom, and 20 three-bedroom apartments in a town house configuration, with community, office and maintenance space in a separate building. The developer will be Walter Vccellini Enterprises, Inc. of Troy, New York. The proposed method of financing this project is through a HUD/FHA insured Section 221(d)4 mortgage. Current zoning is RPD. A Community Impact Statement will be required. The current HUD approved Housing Assistance Plan indicates this census tract to be suitable for the new construction of assisted mousing and the proposal is consistent with the City's housing goals established therein. This suggestion has been reviewed by appropriate Cirv staff and the Parks and Recreation Board. Board members would like to see a Crest Lake fountain installed and operating. However, City staff has considerable concern about the on-going costs and energy consumption required for the fountain. Estimated annual costs for operating, a fountain were calculated by the City's Energy Officer. The City Commission adopt the attached resolution repealing Resolution 109 which designated the 20 MOL acre parcel described below as surplus to the needs of the City of Clearwater and rescind authorization to the City Manager to advertise this property for sale for industrial use compatible with the City`s recreational plans for the sitting property and with other surrounding land uses. M And that the appropriate officials be authorized to execute some. BACKGROUND.' The City Commission at their meeting of December 6, 1979 declared the 20 MOL :re parcel surplus to the City's needs and authorized the City Manager to advertise the property for sale for industrial use. The proposed sale was contingent on the City zoning the 20 MOL acre tract and on the Pinellas County Planning Council's approval of a Land Use Plan Amendment to permit industrial usage of this 20 MOL acre parcel. The City's attempts to rezone the 20 MOL acre parcel were unsuccessful, therefore a repeal of this prior action, declaring the parcel surplus and authorizing the City Manager to advertise the property for sale,is recommended.
