As a result of the Planning Department study of this area the following Zoning Atlas amendments are recommended: 1. From Marianne Street on the south to Baymont Street on the north and from mid-block between Poinsettia'and Mandalay to Clearwater Bay from CG to CTF- 2 8 . 2. From Papaya Street on both sides of Gulfview Boulevard north to Baymont and along Mandalay north to Rockaway Street and west to the Gulf of Mexico from CG to C'rF- 2$. 3. Yacht Basin Apartments from CTF-28 to RAf-20. 4. Recognize the church use bounded by Bay Esplanade, Poinsettia and Cypress Avenues with a change from CTF-28 to ISP, 5. BACKGROUND: sealed bids to purchase 100,000 metal tokens for the Clearwater Pass Bridge Toll Facility were solicited from the two (2) major national suppliers of metal tokens. Other token manufacturers were solicited last year, but none responded. Bids were opened on March 19, 1980 in the Purchasing Office. As was the case last year, two (2) bids were received, i.e. Meyer and Wenthe and Wendell's Inc. This year, however, Meyer and Wenthe was the low bidder. Meyer and Wenthe has previously furnished tokens for the Clearwater Pass Bridge. The press dies are available and production can begin as soon as an order is received. Current experience indicates that the bridge will produce adequate toll revenue if the token system is retained at the current token rate. At the current rate of usage, the reserve supply of tokens will be nearly exhausted within approximately four months. An amendmant will be made at mid-year to cover this expenditure. BACKGROUND: Wilson Boulevard, between Sedeeva and Union Street is an unpaved street. The dirt road which exists in this right-of-way is used as access by both residents and non-residents, since it provides a way to move between several streets without entering Edgewater Drive. Numerous complaints have been received from both residents and non-residents regarding the dust problems, driving conditions and drainage problems along this street. This project was one of 3 which was'L-randfathered in" on the $15 per front floor assessment rate during the recent action establishing new assessment rates. After a Preliminary Hearing on December 5, 1979, the minutes were approved and a Public Hearing was scheduled for December 20, 1979. BACKGROUND: Qn April 5, 1979, the City commission approved an agreement to enlarge water mains in several areas of Countryside. The agree- mont proposed in this document will complete the enlargement of the water syst:om and will approve the enlargement of the sewer system in the Countryside development. The reason for this enlargement is that several areas beyond the limits of Countryside development, are contiguous to the City limits and are potential candidates for City services. In order to provide these services, water lines and sewer lines must be sized to accomodate the future design flow. U. S. Hom has responsibility to accomodate their proposed development; however, to accomodate the additional areas, larger sizing is necessary. U. S. Home has previously agreed to the enlargement of water lines and sewer lines beyond their needs, providing the City of Clearwater will pay that additional cost , incurred because of the enlargement. By performing this work now, we not onl)', can take advantage of the excellent prices being received in the Countryside, development because of the large volume of purchasing, but we can also avoid work performed at future inflated prices requiring extreme and costly dis- turbance of existing streets and parkways. Water system enlargement in Tract 55 Unit I, Tract 56 Unit I, and Tract 60 of Countryside, have been completed. The City Commission, on April 5, 1979, approved an estimated cost of $30,300.00 for this project. Actual bids re- ceived by U. S. Home for this work amounted to $32,772.94. The sewer system enlargement includes a major gravity sewer main running from the Curlew Road lift station, Westerly along Curlew Road to a point near the Western perimeter of the U. S. Home property. Also involved is the enlarge- ment of lift station #10, located along U. S. 19 at Northside Drive and the force main which runs from lift station #10, Easterly to its connection with the gravity sewer system. U. S. Home has agreed to provide an enlarged site to support the enlarged lift station #10 and the engineering required for the enlargement of the lift station, at no cost to the City. The enlargement of lift station #10 will provide us with the ability to serve the U. S. 19 frontage area between S.R. 580 and Curlew Road. Additional mains, of course, would have to be constructed leading to this lift station. Qn February 21, 1980, the City Co=ission approved the lease/purchase agreement with Southeast First Leasing Co. of Y14ami. Subsequent to that date, the City has been unsuccessful in negotiating an acceptable agreement with Southeast First Leasing. Barnett Leasing Co. of Miami was the next low bidder. We have negotiated a satisfactory lease agreement with Barnett Leasing Co.. Because of changes in the standard form of agree- ment (made necessary by the .7anuar7 31, 1980 Attorney General's Opinion an Lease Purchasing) and because of the changes in the short and long term interest market, Barnett has adjusted its bid from 9.0% to 10.5%. Religious Community Services, Inc. is currently operating the Emergency Housing Program, and thereby provides a service of critical need in our community. The current Lease Agreement expires as of April 30, 1980, and it is necessary for it to be renewed if we are to continue the Emergency Housing Program on this site. BACUROUND: The Wang computer system now in use in the Public Works Dept. E' by a Engineering Division is obsolete. Purchased in September 1973 under a 5 year lease--purchase contract, the computer system is rapidly becoming non--maintainable due to lack'of parts. Used with a large flat- bed plotter (drafting machine), the present system is an important fac or in reducing large amounts of field data to finished drawings. The Clearwate Pass dredging project is a major effort supported by the machine. That sup- ` port must be continued without interruption." W The cost of the present system without software in 1973 was about $18,000. With an annual average rate of inflation, compounded, the amount needed today to obtain that same hardware capability would be about $34,500. f Advances in the computer industry have,however, made it possible to obtain four to five times the capability of the older machines at about the same price. In addition to being obsolete, the older machine is difficult ?r both to program and use. It has a very small memory and no expansion capability. Input and output are slow, primarily because it is an early t{ generation programmable electronic calculator. The computer recommended for replacing and upgrading the present Engineering'. machine is manufactured by the same company, and is available through and priced under another government agency contract - GSA contract GS55-00--01909 I awarded to Wang Laboratories. BACKGROUND' During the latter part of 1978, the City considered purchasing this 37.83 acre site located on McMullen-Booth Road, at the intersection of drew Street, for a softball complex. The property is owned by Mr. Pat Iley and Mr. George Ruppel. The price considered by the City at that time was $15,860 an acre, or a total of $600,000. Today, the property is still available but the asking price is $756,600, or $20,000 an acre. A softball complex consisting of 4 lighted fields would require approx- imately 18 '?' acres and could be constructed on the Eastern portion of the site. The Western portion of the property is covered by heavy brush and is low and marshy in the rainy season. It acts as a watershed for contiguous areas and would lend itself to future development as a passive type park left primarily in its natural state. The purchase of this site would result in several benefits to the City. 1. It would add 37.83 acres to the City's parkland inventory and it would assist Planning District 10 in meeting the open space standard of l acre for every 100 residents. 2. It would preserve as city open space land which is rapidly disappearing in the City's incorporated limits. 3. The City would finally have a suitable piece of property upon which to construct a 4 field softball complex which has been needed for a number of years. 4. The site is close and easily accessible to residents of the City who may wish to par- ticipate in softball activities. Minimal travel and gasoline will be required. The Parks and Recreation Board recommends that the City pursue the purchase of this property for the purpose of constructing a softball complex. In the event the property is not purchased, the Board recommends that consideration be given to construct- ing the complex on the 320 acres located in North Clearwater. Relative acquisition, development, and operating costs of the complex, as well as the need for such a facility, are outlined in the attached memo. BACKGROUND: Severe washouts due to storm water runoff had been occurring in the vicinity of Eiighland Avenue and Flagler Drive. The latest.'. of these was in August of 1979. Part of the runoff problem was affecting the SCL'RR right-of-way. After several meetings with railroad officials to discuss the problem and re-- F view City construction plans to solve the washout problem, the storm drainage improvements were installed. A junction box and associated piping were com- pleted January 15, 1980. Apparently concerned over the issue of maintenance of the drainage system and damage to it by SCL RR activities, the railroad submitted after-the-fact, on February 4, 1980, an agreement for City ratification which: (a) Sets forth the City responsibility for installing, maintaining and repairing the improve- {{i ment at its own expense; (b) States that any changes in the railroad right- of-way requiring a move of, or modification to the pipe, will be at City ex- i .''':.•`,'' `: 1 pense; (c) Absolves the railroad of the loss of or damage to the pipe from any cause; (d) Requires City to pay all costs to the railroad of measures taken to protect their tracks; (e) Prohibits use of explosives in railroad right-of-way without the SCL RR approval; and (f) States that the SCL RR f?=•. will not be assessed.for the drainage pipe. B A C K G R U U N D : Sealed bids to purchase one (1) Front End Loader with 3 cu. yd, .. bucket capacity for the Public Service Division were solicited from sixteen (16) suppliers of construction machinery and equipment on January 28, 1980. Twelve (12) bidders responded, three (3) were "no bids". The low bid, submitted by Tampa Tractor Cegmny was evaluated by the Motor Pool Superintendent and Public Service Officer for c=pliance with bid specifications. In addition, the John Deere Model 644-8, bid by Tampa Tractor Company was demonstrated for key members of the City staff. The equipment did not m=et the specifications on tipping. load, transmission, final drive and boom lift cylinders. Bid specifications were developed by the City staff to insure that only a heavy duty, over-the-road unit would be acquired. Smaller units are not acceptable, and bidders offering such must be considered non-responsive. The second low bidder, H. F. Mason E},quipn>ent Corporation, Lakeland, FL meets all specifications which include 3 cu. yd. bucket capacity when heaped. H. F. Mason Equipment Corporation conducted a successful equipment demonstration for the City staff to reassure the staff- that the unit would perform to bid specifications. The Purchasing Officer recommends, therefore, that the second low bid submitted by H. F. Mason Equipment Corporation, Lakeland, FL be accepted to include trade-in of the 1964 Catloader with delivery of the new unit to be sixty (60) days after receipt of order, FOB Clearwater. This piece of equipment is an upgrading of the replaced equipment. The larger bucket is necessary because more work is being done on retention ponds, construction jobs and pand removal in the beach area. This three-yard multipurpose equipment is more efficient. Bid date delays in the award of the financing were caused by requirements for verification of compliance with specifications for the equipment purchase (see companion agenda item), and by an Attorney Ge-neral's opinion dated January 31, 1980 establishing certain criteria for lease purchase `agreements. Because of changes in the ' ` short and long; term interest markets since the bid date, and because of new provisions . required in the lease purchase agreements the financing bids expired. The recommended financing; was gogotiat•ed based on willingness to comply with new lease purchase procedures (which entails an added risk to the lender) and on changes ; r in the interest markeh since the bid date. Additional considerations are the inflation-caused price increases in the equipment costs if the financing were re-bid. The City's short term investment rates are more than 4. 5% higher than the 10. 5% borrowing rate. F BACKGROUND: sealed bids to purchase an Automated Refuse Collection System consisting of six (6) one-man operated, side-loading refuse trucks and 20,000 refuse containers were solicited from thirty (30) manufacturers and dealers of refuse collection equipment on October 15, 1979. Bids were opened on December 6, 1979 with the results as recorded on Tabulation-of Bids, attached. The low bidder, Maxon Industries, was requested to demonstrate its truck in Clearwater for the City Staff as required by the Invitation to Bid. A successful demonstration was completed on February 12, 1980. In addition, submission of a sample refuse container conforming to bid specifications was required by the Invitation to Bid. A sample container was submitted, assembled and placed in operational condition. The City Staff evaluated the container and found it conforming to bid specifications. On February I 4 that 6, 1980 key members of the Central Services and Utilities Departments traveled to Arizona and California to observe and gather data on Maxon equipment in field operation and to evaluate Maxon's manufacturing capability. In separate evaluations, both Central Services and Utilities concurred that Maxon had the plant capacity to produce trucks and contain- ers capable of handling the City's requirements. Both departments recommended award of a contract to Maxon Industries. t After reviewing all bid submittals and finding Maxon Industries, C:ty cf Commerce, California, to be 'in compliance with bid requirements, the Purchasing Officer recommends proceeding with contract award to Maxon Industries before their latest bid extension expires on April 5. 1980. Last year the Commission established a twelve member Neighborhood Advisory 'c:ommittee, and adopted a written Citizen Participation Plan. This Public Hearing is in accordance with this CP Plan, and its purpose is to inform the Commission of activities and projects that were recommended during a series of four (4) neighborhood meetings, the annual "Performance Hearing", and/or written requests for assistance. These citizen recommendations are attached in summary form for your information. This is the second year of a previously approved three year plan, and for this reason its content is greatly reduced. The sequence of project accomplishment is not fixed; however, the projects addressing recognized needs should be addressed at some time during the period of the three year plan. • We have attached a Program 'Proposal for your consideration and approval.. This proposal is substantially the same as that approved by the Commission last year for 1981 as a part of the Sth year CDBG Application. Direction is needed at this time to facilitate the development of this year's application. I ® And that the appropriate officials be authorized to execute some. BACKGROUND: Recently, a question arose regarding a clause in the I. A. F. F. contract that allowed fire- fighters to receive a lump sum payment for their accumulated holiday and vacation time, and one--half of their accrued sick leave. To apply this clause to the pension plan, the City Commission, acting as Trustees for the General Employees' Pension Plan, approved offering retiring firefighters a choice of two options on how their pension benefits may be calculated. These options eliminated any lump sum payments from the pension benefits calculation. To be consistent in administering the General Employees' Pension Plan, the staff recom- mends that the City of Clearwater extend to all retiring employees the same optiona approved for the retiring firefighters. Option 111; Employee can receive a lump sum payment for vacation and holiday pay and 1 /Z of accrued sick leave at the time of separation from City; there will be no 8% deduction for pension from this lump sum payment nor will this amount count as earnings in the calculation of the pension. The last day of work will be the termination date and pension benefits will begin the following day. O Ft•on #Z.- Employee can extend termination date by the time due for vacation, holiday pay and 1/2 of accrued sick leave. Termination date will be the final day of extended time; pension benefits will begin the following day. In addition, it is recommended that to comply with the terms of the contract between the City of Clearwater and the Fraternal Order of Police as approved by the City Commission on 11/15/79, retiring policemen be extended the 3rd option. 02tion #3: Employees can split their accumulated unused sick time at one-quarter pay and one-quarter early retirement time. That portion received as one-quarter pay will not have 8% deducted for pension nor will it count as earnings in the calculation of the pension. The portion applied toward early retirement will be subject to the B% pension deduction and will count as earnings for pension calculations. Termination date will be the final day of extended time; pension benefits will begin the following day. Each retiring employee will be required to sign a pension request form indicating which of the options he chooses. Once the choice is made and this form is signed, the decision is irrevocable.
