BACKGROUND: Funds that were set aside for unemployment compensation after TBART dissolved are now being returned to past member governments. The request from the Metropolitan Planning Organization is to pass the TBART refunds to the IMPO, a total of $13, 000 from the Cities of St. Petersburg, Clearwater and Pinellas County. This money ($13, 000) would provide the local match to be placed with a federal grant of $40, 000 to conduct a study on transit unification. The study will address combining the St. Petersburg Transit System with the Central Pinellas Transit System (CPTA)• . MPO staff personnel indicated that the City's share would be based on our percentage to tha total county population. Population statistics based on year round plus seasonal residents is as follows: Total County - 818,000 St. Petersburg - 265,000 Clearwater - 92,000 Therefore, the City's share of the $13, 000 (. 112) would be approximately $1,462.10. A barge o? this type will also be needed on an occasional basis within the City Dredging Program in the handling of pontoons, anchors and for the deployment of submerged dredge pipe. It is proposed to purchase materials for the barge from the Marina Fund and have the barge fabricated, rigged and launched by the dredge crew. The barge will be used on a sharing basis throughout the dredging program and will revert to the Marine Department thereafter. The cost of such a barge, if purchased under City bidding procedures, is estimated to exceed $25,000. BACKGROUND: The mechanism by which almost half of the !Main Library's books have been housed for almost fifty years will not be reusable in the new structure. Further, the addition of new shelving units to an existing inventory poses a very complicated logistic problem, as the number and cost of units needed is directly dependent upon how much of current inventory can be incorporated into a new layout by each vendor. Staff therefore sought proposals from potential vendors in a two stage process: 1) the request of submission of proposals from each vendor addressing the overall problem of incorporating new shelving with existing units in the proposed new library's space and 2) a cost proposal from each vendor who had successfully and satisfactorily addressed the first problem. Of the fourteen vendors contacted directly, only two responded in any manner before the revised deadline. Only one of those responses, that of the Newton Seating Company, addressed the proposal as it was outlined. Telephone contacts with other vendors on the list were unsuccessful in adding to the list of those responding as requested. Staff studied the Newton Seating proposal in detail and offered a counterproposal to the company which cut approximately 25o from the original and limited the purchase to only those units needed to meet immediate shelving needs. Approve the attached one (1) year Agreement between the City of Clearwater and Mr. John Williams, Tennis Professional, McMullen Park Tennis Complex. ® And that the appropriate officials be authorized to execute some. BACKGROUND: Mr. John Williams has been the tennis professional at the City's McMullen Park Tennis Complex since 1977. He has `operated on a series of one year agreements with the City, has performed outstanding service, and appears to be well liked and received by residents taking tennis lessons from him. The City pays no monies to Mr. Williams. Rather, the City receives revenue from his classes. His teaching exposes people to the sport, develops and strengthens skills, and promotes recreational play. He is an asset to the Department and usually spends more than 40 hours per week at the complex. The new Agreement contains two major changes over those of previous years. First, instead of paying the City $1.00 for each hour of private teaching, Mr. Williams will pay a flat monthly fee of $75.00. This should result in a slight increase in revenue to the City (his average monthly payment last year was $72.00), and will simplify accounting. Secondly, the Parks and Recreation Department will promote large group lessons to be taught by Mr. Williams at minimal fees. For these classes, the City will receive 20% of the revenue. BACKGROUND: The State of Florida Division of Forestry will provide annually a man-year of professional urban forestry assistance to the citizens of Clearwater under the Federal Cooperative. Forest Management Act, as amended. Though a State employee, the forester will be assigned to work in the City and will have an office at the Annex. The federal and state governments will provide the funding for the position except for a $3,000 per year local share. It is proposed that the local share come from the professional services code of the Public Works Department, should the State Legislature authorize the position. All of the heavily urbanized counties in South Florida (including Pinellas and Hillsborough) participate in this program and many cities in South Florida have one or more State Urban Foresters, under this successful program. The provision of technical assistance involving trees to property owners and developers in the City are generally forwarded to the County Urban Forester or. County Agricultural Agent. City staff is mostly concerned with enforcement and administrative matters and are generally not capable of providing these services. The State Forester also provides direct services to the City in the form of research, tree canopy inventories, impact analysis regarding vegetation, soils, and wildlife, environmental education, presentations to civic and conservation organizations on forestry and the City's programs, and general recommendations to the Parks and Recreation programs involving trees and plant communities. The services will more than offset the local share, provide better services to the public, relieve the City staff of numerous routine duties, and allow the City to undertake new forestry-related programs as well as update previous studies. The business has been sold to Norman Shields (Marv's Meat Market) and Dennis & Lynn McCartney (Alamo Catering). The new owners were contacted and have not requested a transfer of license.
