Subsequently, it was learned that several minor modifications were needed in order to satisfy the concern of the legal counsel to the P.P.C. The approval of salary adjustments for employees who are classified as confidential, supervisory and managerial with salaries less than $24, 000 annually could cause discernible concern by many of those employees who were excluded from this approval because'of their salary level. A compression of salary ranges for top level administration employees could adversely, affect morale, performance and incentive. Conversely, if the recommendation is accepted, it will enable the City to retain the equitable pay relationship between employees and job classifications that, in the past, have enabled the City to staff upper echelon positions with high quality personnel and to provide the incentive to mid-level and professional personnel to perform and prepare for advancement to greater responsibilities. Another factor is that approximately one-third of the employees involved are at Step 9 of their pay range and are not eligible for annual pay plan salary adjustment consideration. Attached is a review prepared by the Personnel Director of the philosophical approach of the academic community and other practitioners of personnel administration concerning the various facets of the art and how pay administration can and does affect the overall objectives of a modern personnel administration program. Due to the unavailability 1 of parts, one'of the Bayfront P.S. control systems is inoperative, leaving only one pump An operation. On Christmas Day, the one pump in operation had a short circuit in the electrical system and pump station failure was r experienced until repair could be made by City electricians. Because of the unavailability of replacement parts and repeated control system failures,' replacement of the control system is necessary as soon as possible to prevent further station failures. On December 28, 1979, the City Manager approved requisition of Flomatcher Variable Speed Control System materials to replace the majority of the IKor Control System. Such applica- tion was made upon two presumptions 1. private property owners would not fund such work themselves, and 2, the owners would agree to an erosion control line at the present mean high water line. , The application included a construction budget for the Clearwater Pass Project as the basis for our local share. Subsequent discussions with property owners have proven the error of the presumptions con- cerning the beaches fronting their properties.
